body

The City Planning Commission of Jonesboro, Arkansas, met in regular session on May 14, 1959, at 7:30 P.M. in the Engineering Office of City Water and Light Plant.

MEMBERS PRESENT:  Planning Commissioners Dean Ellis, Charles Frierson, Minor Markle, Elmer A. Stuck, and Neal B. Thayer.

MEMBERS ABSENT:  Planning Commissioners Al Hendrix, Mrs. Clifford Hill, Lloyd Rebsamen, and Caleb Watson.

Minutes of the previous meeting, held April 9, 1959, were read and approved.

Mr. Dale Reaves, with his engineers Haywood and Kenward, presented copies of a revised plat of Reaves Addition, which had received preliminary approval on March 12, 1959.  After noting that the plat had been revised to provide a 60 foot street, it was moved by Charles Frierson, seconded by Neal Thayer, that final approval be given to this plat.  Upon vote, the following vote “YEA”- Charles Frierson, Minor Markle, and Neal Thayer.  Elmer Stuck voted “NO” and Dean Ellis abstained.  The motion was declared carried and that plat was given final approval.

Mr. Jim Carter of Memphis, who owners certain lots in Block 3 of Meyer’s Addition, requested that he be permitted to build a warehouse.  This area being zoned R-3, it was determined that the Planning Commission had no authority to recommend a building permit for a warehouse in the area.  Whereupon, Mr. Carter requested that he be heard at a public hearing on a proposal to rezone an area bounded by North Church Street, Allen Street, LaBaum Street and Word Street from R-3 to I-1.

Mr. Lem Rogers, with his engineers Haywood and Kenward, presented a plat of Rogers Addition.  After examination and certification by the engineers that the plat met all requirements of the Subdivision Ordinance, moved by Charles Frierson, seconded by Dean Ellis, and carried unanimously, that the Planning Commission waive preliminary approval and give final approval to the plat of Rogers Addition as submitted.

A letter from City Attorney, Gerald Pearson, requesting Planning Commission advice on the abandonment of Bellmont Avenue between Madison Street and Highway 39, was read.  The Planning Commission, in discussion, determined that this street had no part in the Jonesboro Master Street Plan and that no immediately or future use could be conceived for said street, moved by Charles Frierson, seconded by Elmer Stuck, and carried, that the Planning Commission express no objections to the abandonment of Bellmont Street.

A plat of Vance’s First Addition to the City of Jonesboro, Arkansas, was presented by Haywood and Kenward.  This is a replat of an odd lot located on the west side of Gee Street in the vicinity of Cherry Street.  After discussion, the secretary was instructed to request information form Mr. Vance and Haywood and Kenward as to the use of the proposed Lot 3 of the replat which does not abut on any street for the required amount of frontage, and to suggest that Lots 1 and 2 abutting on Gee Street provide a 20 foot additional right of way on Gee Street to conform to eh Master Street Plan.  No action taken.

A letter of resignation of Caleb Watson from the Planning Commission was noted and the secretary was instructed to convey the information to the mayor and the city council.

Secretary was instructed to advertise for a Public Hearing to be held May 30, 1959, in accordance with the terms of the ordinance, on requests for rezoning of an area in the vicinity of Arkansas State College, an area in North Jonesboro and official zoning of the Nettleton Ward.  More detailed descriptions of the area are contained in copy of the notice, which is made a part of these minutes.

There being no further business, meeting adjourned.
