MAPC MINUTES

DECEMBER 11, 1980

 

The Metropolitan Area Planning Commission met Thursday, December 11, 1980 at 7:00 P.M. at City Hall.

 

Members Present: Morrison, Cooper, Ball, Tilton, Gott, Freeman and Scott.

 

Members Absent: Smith and Brown.

 

Others Present: Mike Cameron, Carlos Wood, Brenda Barnes, John Broadaway and Curt Hodges.

 

Item #1 Carroll Caldwell request approval of site development plans for Greenbriar Village, a 62 unit apartment complex. The general location of this property is north of Stroud Street and west of Greenbriar Drive. Three persons who are residents of the Greenbriar and Stroud Street area pointed out the drainage and traffic problems that already exist in the area. It was discussed by the members of the Planning Commission that a development of this property with the density level proposed would increase the traffic along Stroud Street until that time when Greenbriar Street is opened to the North.

 

A motion was made by Mr. Scott and seconded by Mr. Cooper to approve request as submitted. Voting Aye: Cooper and Scott. No: Tilton, Gott and Freeman. Pass: Ball. REQUEST DENIED. Reason for denial being there was existing drainage problems and traffic problems that needed worked out before any high density development could be built on this property.

 

Item #2 R. James Lyons, being the attorney for twenty two property owners in Block B and South ½ of Block A of Little’s Addition to Jonesboro, Arkansas, requests a rezoning from Residential Two (R-2) to Residential One (R-1) the following described property. Lots 1, 2, 3 and the east 27.18 feet of Lot 4, all of Lots 8-16 of Block B, Little’s Addition to Jonesboro, Arkansas and all of lots 9-16 of Block A of Little’s Addition to Jonesboro, Arkansas. The general location of this property is north of Matthews Street between Floyd and Puryear.

 

Mr. Cooper made a motion to approve request, seconded by Mr. Freeman. Voting Aye: Cooper, Gott, Freeman and Scott. No: Ball. Pass: Tilton.  REQUEST APPROVED.

 

Item #3 Reggie Miles requests approval of a replat of Lot 3 of B1, 4, Vance’s Second Addition to Jonesboro, Arkansas into two lots. The general location of this property is south of Grant Street and west of Caraway Road.  A second plat was submitted showing the placement of two buildings on one lot. It was the feeling of the planning commission that configuration would best met the requirements of the city code.

 

Mr. Scott, seconded by Mr. Freemen made a motion to approve request to pout two buildings on one lot. REQUEST APPROVED UNANIMOUSLY.

 

Item #4 Danny Merryman requests final approval of subdivision plans for Meadowbrook Addition to Jonesboro, Arkansas. The general location of this property is west of Christian Creek between Matthews Avenue and Washington Avenue.

 

This item was WITHDRAWN at developer’s request.

 

Other business was as follows:

 

A motion was made by Mr. Scott and seconded by Mr. Freeman that the Planning Commissioner would not approve any items that did not comply with the City Ordinances. Voting on this was UNANIMOUS.

 

Also a request was made by Mr. Cooper that an ordinance be prepared and presented to the city council that would require any item that is revised by the Planning Commission to show the zoning of the property in question and all adjacent property.

 

With no further business the meeting adjourned at 9:30 P.M.
