CITY COUNCIL MEETING MAY 16, 1977

 

The Jonesboro City Council met in regular session, Monday May 16, 1977, at 7:30 p.m. There were present, Mayor, City Clerk, City Attorney and the following named aldermen: Park, Sanderson, Hinson, Bridger, Shelton, Minx, Hannah, Haigler, Stricklin, Province, Smith and Shepard.

 

The meeting began with the Pledge of Allegiance and prayer. Mr. Hannah moved that the minutes of the May 2nd meeting be approved as mailed, seconded by Mr. Hinson. All voted aye.

 

Mr. Joe Heineman advised council that the Jonesboro Improvement District was interested in hiring a planner and Mr. Minx moved that the balance of Downtown Loop money be allocated for this purpose. The motion was seconded by Mr. Shepard and received unanimous vote of council.

 

The Mayor read recommendations for the Parking Authority as follows:

 

1. Change the meters at Main & Monroe from 1 to 2 hrs.

2. Continue to lease the front half of parking lot located at 300 Union and rent the back half

 

Mr. Sanderson moved that the recommendations be approved, seconded by Mr. Park.

After some discussion on the matter, Mr. Minx moved that the recommendations be tabled for two weeks for review by the Parking committee, seconded by Mr. Hannah. All council voted aye except Mr. Sanderson, who cast a nay vote.

 

Ann Clark, representing Acorn, read a letter to council advising them that their organization was not in favor of placing restrictions on carport sales in the City.

 

City Attorney, Dennis Zolper, presented to council a Memorandum of Law stating that under Ark Statute 19-2829, the City Council does not have authority to act on a matter, in particularly the property at 1208 Madison, after the 10 day appeal period has passed.

 

Parks and Recreation Commissioner, Arlis Johnson, reported to council that the commission was ready to hire a Park Planner for total development of Craighead Forrest Park. Mr. Bridger moved that the plan be approved as presented to council and that a planner be hired providing funds are available, seconded by Mr. Hinson. All voted aye.

 

Mr. Hinson moved that permission be granted for placing mobile homes at 211 N. Patrick and 1208 Cartwright, seconded by Mr. Hannah, the only negative vote cast by Mr. Minx.

 

Mr. Shepard moved that two Public Hearings be held for spending of $45,000. which was not approved in the 3rd Year Block Grant Program and $9,500 from previous year’s activities, seconded by Mr. Minx. After some discussion on the matter, Mr. Minx withdrew his second. Mr. Park then moved that the hearings be set on May 26 and May 31 and would be for $45,000 only, seconded by Mr. Hinson. All voted aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED MARCH 15, 1977

 

Mr. Sanderson moved that the ordinance be tabled for two weeks, seconded by Mr. Park. All voted aye.

 

Mr. Sanderson offered the following ordinance for 1st reading.

 

AN ORDINANCE TO AMEND ORDINANCE 1434; ARTICLE 2, LICENSING OF ELECTRICIANS, CONTRACTORS, ETC. AND FOR OTHER PURPOSES

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT DATED DECEMBER 17, 1976; ASSIGNING SAID ANNEXED TERRITORY TO WARD 3;DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY REIDENTIAL (R-2); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Sanderson offered the following ordinance for 1st reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 5 : ZONING SAID ANNEXED TERRITORY TO COMMERCIAL (C-2), DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Park offered the following ordinance for 1st reading:

 

AN ORDINANCE PROVIDING FOR PAYMENT OF PUBLICATION COSTS TO THE CITY CLERK’S OFFICE IN PUBLISHING ORDINANCES PERTAINING TO ANNEXATIONS, REZONING, BOND ISSUES AND OTHER MATTERS TO WHICH THE CITY OF JONESBORO IS NOT A PARTY

 

Mr. Sanderson moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Park. All aye. Mr. Sanderson then moved that the rules be further suspended and the ordinance be placed on 3rd reading, seconded by Ms. Haigler. All voted aye. Mr. Park then moved that the ordinance be adopted to include the emergency clause, seconded by Mr. Sanderson. All voted aye and the ordinance was given #1581.

 

Mr. Park moved that the City be authorized to accept bids on unit price per square yard for slurry seal, seconded by Mr. Smith. All voted aye.

 

The following bid was opened on Heater Scarifying and Revitalizing:

 

Jim Jackson Construction                     $24,473.28

 

Mr. Bridger moved that the bid be accepted, seconded by Mr. Sanderson. All voted aye.

 

Mr. Smith moved that Mr. Shepard be appointed to the committee studying rummage sales in the city, seconded by Mr. Hinson. All voted aye.

 

Mr. Hinson requested that council members be furnished with a copy of the agenda for meetings of the Board of Adjustment.

 

Mr. Bridger moved that bids be taken on Baytex and aerial applications, seconded by Mr. Stricklin. All voted aye.

 

Mr. Park moved that bids be accepted for picnic tables and camp stove, seconded by Mr. Stricklin. All voted aye.

 

There being no further business, council adjourned.
