CITY COUNCIL MINUTES, OCTOBER 5, 1981

 

The Jonesboro City Council met in regular session, Monday, October 5, 1981, at 7:30 P.M. Present, Mayor, City Attorney, City Clerk and all aldermen except Mr. Sanderson.

 

The minutes of September 21, 1981, were approved as mailed on motion by Mr. Hannah, seconded by Mr. Mays, all aye.

 

Mr. Charles Frierson explained to council the redistricting of Justice of Peace Districts within the county and the disparity of population within the wards of the City according to 1980 population. Council took matter under advisement.

 

Mr. Rohnny McDaniel addressed council and advised that any action be withheld on the list of grievances presented at the last council meeting. The policemen were interested in better wages and job security and an open forum for discussion.

 

Mr. Johnny Rickman addressed council concerning better wages for fire department employees.

 

Mayor advised both that the City continues to look for additional funds and if they are found, both departments would get their share.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE FOR THE CITY OF JONESBORO

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Shelton, all aye. The ordinance was given the number 1776.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE DESIGNATING CERTAIN TRAFFIC CONTROL DEVICES; PROVIDING PENALTIES FOR VIOLATIONS THEREOF: DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Province moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Park, all aye. The ordinance was given the number 1777.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE FOR THE CITY OF JONESBORO

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE QUORUM COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSISTING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL R-2: DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Mays offered the following ordinance:

 

AN ORDINANCE DESIGNATING CERTAIN TRAFFIC CONTROL DEVICES: PROVIDING PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

City Attorney Richard Lusby offered his resignation effective November 1, 1981.

 

The following bids were reviewed for fire department uniforms:

Mr. Hannah moved that the low bid meeting the specs be approved, seconded by Mr. Shelton, all aye.

 

Mr. Province recommended to council that the City continue their hospital insurance coverage with Blue Cross and so moved. The motion seconded by Mr. Shelton and all voted aye.

 

The following bid was opened for the house at 3004 Race Street:

Jewell & Gladys Kissinger                                          $16,500

 

Mr. Park moved that the bid be rejected, seconded by Mr. Shelton, all aye.

 

Mr. Shelton moved that the Mayor be authorized to sell the property for $20,000. The motion was withdrawn for lack of second.

 

Mr. Shelton then moved that the Mayor be authorized to sell the property for $22,500 until December 1, 1981. Motion seconded by Mr. Haggenmacher, all aye.

 

Mr. Stricklin discussed with council some improved traffic control on Rains Street. The matter was referred to the traffic safety captain for recommendations.

 

There being no further business, council adjourned.
