METROPOLITAN AREA PLANNING COMMISSION

DECEMBER 12, 2000

 

MEMBERS PRESENT: Damron, Gott, Krennerich, Pitts, Phillips

 

MEMBERS ABSENT: Little, Gill, Shaw, Beadles

 

The minutes of the November 14, 2000 meeting were approved as prepared.

 

#1 RZ00-54 W. B. Bogan requested rezoning, from R-1 Residential to C-3 Commercial, of 0.93 acres generally located north of Hudson Street, just northwest of the intersection of Johnson Avenue and Pleasant Grove Road.

 

This property is being replatted with property that was rezoned a few months ago.  The buyer needed additional property for their development.  The replat will be reviewed administratively. 

 

A motion to recommend approval of the rezoning to the City Council was made by Mr. Pitts and seconded by Mr. Krennerich.  Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED.

 

#2 RZ00-55 Tina Coots requested rezoning, from R-1 Residential to C-3 Commercial, of 0.99 acres at the southeast corner of Stadium Boulevard and Colony Drive (3003 Colony Drive).

 

It was pointed out that most all of the property between Stadium Boulevard and the railroad tracks to the east was zoned commercial or industrial.  A nonconforming use is located immediately east of this location.  Mr. Krennerich made a motion to recommend approval of the request to the City Council with the stipulation that the developers submit site development plans to the MAPC for approval prior to development.  The motion was seconded by Mr. Gott.  Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED WITH STIPULATIONS.

 

#3 RZ00-56 Tina Coots requested rezoning, from R-1 Residential to C-3 Commercial, of 0.78 acres at 3113 Colony Drive.

 

A nonconforming use is located immediately west of this location.  Mr. Krennerich made a motion to recommend approval of the request to the City Council with the stipulation that the developers submit site development plans to the MAPC for approval prior to development.  The motion was seconded by Mr. Pitts.  Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED WITH STIPULATIONS.

 

#4 RZ00-57 Bessie McBride requested rezoning, from R-2 Residential to C-5 Commercial, of a part of Lots 1 and 8 in Block 1 of Broadway’s Addition (1.009 acres at 824 East Matthews).

 

Mr. Pitts made a motion to recommend approval of the rezoning to the City Council noting that the redevelopment of the property along E. Matthews Avenue has been professional offices on properties that have been changed to Commercial C-5.  The motion was seconded by Mr. Philips.  Voting was 5 in favor 0 opposed, MOTION CARRIED, REQUEST APPROVED.

 

#5 RZ00-58 Jerry Nichols requested rezoning, from R-1 to I-1 of the east 105 feet of the south 210 feet of the SE SE of S21,T14N,R5E (northwest corner of Bradshaw and East Highland).

 

Mr. Phillips made a motion to recommend approval of the rezoning to the City Council.  The motion was seconded by Mr. Krennerich.  Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED.

 

#6 PP00-8 Robin Nix requested preliminary plat approval of the subdivision of Lot 4A of the Replat of Cornerstone United Methodist Church Addition (33.076 acres into 28 lots).

 

It was pointed out that this was actually a reconsideration of the preliminary plat approved at the November 14, 2000 meeting.  The developer and his engineer presented preliminary plans and discussed future development of phases II & III. 

 

Mr. Krennerich made a motion to grant preliminary approval of the subdivision with the following revisions and stipulations:

 

1.  Deleting the requirement to open Jamaica Place into this property

2.  Building both sides of Disciple Drive to the south line of Lot 18

3.  Opening Mockernut Lane into this subdivision in Phase II of the development

4.  Providing access to the property to the east in Phase III of the development

5.  Shaw drainage easements on final plat

 

The motion was seconded by Mr. Gott.  Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED.

 

#7 SP00-16 Randall Wheeler requested site plan approval for Wakefield Village Apartments-20 units on 2.5 acres in Wakefield Subdivision (Lots 9 & 10) on Wakefield Drive.

 

It was noted that revised plans submitted late Tuesday had not been reviewed by City Staff and further review is needed.  Twenty units are planned on the two lots which are a combined 2.5 acres; however, the apartments are being built so that each lot remains autonomous and could be sold individually.  Changes in the parking and sidewalks were discussed as well as drainage issues.

 

Mr. Phillips made a motion to approve the site plan subject to approval of the revisions by City Staff.  If Staff is not comfortable with the plans they should be referred back to the MAPC.  The motion was seconded by Mr. Krennerich.  Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED WITH STIPULATIONS.
