CITY COUNCIL MINUTES MARCH 5, 1979

 

The Jonesboro City Council met in regular session, Monday, March 5, 1979, at 7:30 p.m. in the Municipal Court Room Present: Park. Sanderson, Shelton, Bridger, Minx, Hannah, Haigler, Stricklin, Province, Mays and Haggenmacher. Absent: Mayor, City Clerk and Hinson. Vice Mayor Don Bridger presided in the absence of the Mayor.

 

The minutes of February 19, were approved on motion by Mr. Shelton; seconded by Mr. Stricklin and unanimous vote of council.

 

The name of Robert Bahn and Ralph Benefield were presented to council for appointments to the Board of Zoning Adjustment. Approved will be asked at the March 19, meeting.

 

Dr. Al Mink and Ralph Stricklin were presented as CW&L Board Members and their approval will also be asked on March 19.

 

The following bids were opened for building insurance:

Mr. Minx moved that the bids be referred to the Insurance Committee for recommendations, seconded by Mr. Park. All voted aye.

 

The following bids were opened for a double spiral slide:

Mr. Minx moved that the low bid meeting the specs be approved, seconded by Ms. Haigler. All voted aye.

 

The following bids were opened for a carry-all wagon:

On motion by Mr. Park, seconded by Ms. Haigler, the low bid meeting the specs was approved on unanimous vote of council.

 

The following bids were opened for a radio communication system:

On motion by Mr. Minx, seconded by Mr. Shelton and all council voting aye, the bids were referred to the Sanitation Committee for recommendations.

 

The following bids were opened for activation of storm warnings: (Low Band)

Mr. Park moved that the bids be referred to Mr. Stricklin, Mike Cameron, and Glen Bradley for recommendations, seconded by Mr. Minx. All voted aye.

 

The following bids were opened for two (2) one ton truck:

On motion by Mr. Park, seconded by Mr. Shelton and unanimous vote of council the low bid meeting the specs was accepted.

 

The following bids were opened for two (2) refuse compaction units:

Mr. Hannah moved that the bid be accepted if it meets the specs, seconded by Mr. Park. All voted aye.

 

Bids on two (2) industrial riding lawn mowers are as follows:

On motion by Mr. Hannah, seconded by Mr. Shelton, the low bid meeting the specs was approved. All council voted aye.

 

Following are the bids opened for rotary mowing attachment:

The low bid meeting the specs was approved on motion by Mr. Hannah; seconded by Mr. Mays and unanimous vote of council.

 

Bids on a 2 ½ ton dump truck are as follows:

Bids were referred to the street committee for recommendations on motions by Mr. Haggenmacher, seconded by Mr. Stricklin and unanimous vote of council.

 

The following bids were received for a mobile radio for police department:

Mr. Stricklin moved that the low bid meeting the specs be accepted, seconded by Mr. Province. All voted aye.

Bids were opened for used city vehicles and Mr. Hannah moved that the bids be referred to the Finance Committee, Jo Ella Morris and Herb Davis. Motion seconded by Mr. Stricklin and all council voted aye.

 

After discussion with Mike Cameron, Mr. Minx voted that the City purchase an asphalt plant from the City of West Memphis for $15,000.00 and to authorize payment of $18,000.00 to Ark-La Gas Company for installation of pipe line. The motion was seconded by Mr. Shelton. Voting aye: Park, Shelton, Bridger, Hannah, Province, Stricklin, Mays and Haggenmacher. Voting nay: Sanderson and Haigler. Motion carried.

 

Mr. Hannah then moved that $33,000.00 be allocated from the un-appropriated funds in the street department budget for the purpose of the asphalt plant and installation of pipe- line. Motion seconded by Mr. Haggenmacher. All voted aye except Mr. Sanderson.

 

On motion by Mr. Stricklin, seconded by Mr. Shelton, the Mayor and City clerk were authorized to execute contract with Ark-La Gas Company for installation. All voted aye except Mr. Sanderson who voted nay.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; PROVIDING PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PUROSES

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Park, all voted aye and the ordinance was given #1678.

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2) DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Hannah moved that the Parks Department be permitted to hire a recreation coordinator, seconded by Mr. Park. All voted aye.

 

Don Bridger, Vice Mayor, read a letter to Acorn, which is attached and made a part of permanent record.

 

There, being no further business, council adjourned.
