AN ORDINANCE DESIGNATING CERTAIN RESERVED PARKING SPACES; LIMITING PARKING TIMES IN CERTAIN AREA AND FOR OTHER PURPOSES

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:

 

Section 1:  The City Council finds and declares that certain parking spaces in city-owned parking lots and on certain streets should be designated as reserved parking in certain areas should be designated as follows:

 

a. Fifteen (15) minute parking in front of Justice Complex.

b. Thirty (30) minutes parking around Court House.

c. Three (3) handicapped parking spaces on Main Street in front of Court House.

d. Thirty (30) minutes parking on Jackson Street from Main to Church.

e. Two (2) reserved spaces and two (2) handicapped parking spaces on the Forum lot.

f. Sixteen (16) reserved spaces on lot behind City Hall on Washington for employees of City Hall.

 

Section 2: The drivers of all vehicles shall obey all traffic control signs per instruction on the face thereof.

 

Section 3: The Chief of Police or some person designated by him is hereby directed to place and locate upon the above described locations, at the proper places, appropriate signs designating reserved parking spaces and parking time limits and it shall be unlawful for any person, firm or corporation to tear down, remove or mutilate said signs.

 

Section 4: Every person convicted of a violation of this ordinance shall be punished by a fine of not more than $100.00.

 

Section 5: All ordinances in conflict herewith are hereby repealed to the extent of such conflict.

 

Section 6: It is found and declared by the City Council that due to increasing traffic congestion and use of the above described spaces and lack of adequate traffic control devices, that there is a great possibility that failure to have these control devices will cause danger to life and property and cause great inconvenience to those persons desiring to use the spaces; therefore, and emergency is hereby declared to exist and this ordinance being necessary for the preservation of the public peace, health and safety, it shall take effect and be in full force from and after its passage and approval.

 

PASSED and ADOPTED this 4th day of May, 1981.
