Metropolitan Area Planning Commission Special Session Minutes
May 18, 1956
body
The City Planning Commission of Jonesboro, Arkansas, met in special session on May 18, 1956, at 7:30 P.M. in the Engineering Office of City Water and Light Plant.
MEMBERS PRESENT: Planning Commissioners Jesse Banks, C.D. Frierson, Al Hendrix, Lloyd Rebsamen, and Neal Thayer.
OTHERS PRESENT: Frank Snellgrove
MEMBERS ABSENT: Planning Commissioners Dean Ellis, Mrs. Clifford Hill, Elmer Stuck, and Minor Markle.
Chairman Frierson stated that this meeting had been called at the request of Don Gilbert and Frank Snellgrove, who are submitting a replat of Tate’s Addition to the city of Jonesboro for consideration. After considerable discussion, moved by Lloyd Rebsamen, seconded by Al Hendrix, and carried, that the replat as submitted be approved, provided:
1. That no street name be used that will duplicate existing streets in other parts of the city and that any streets which are continuations of existing of future streets be given the same names
2. That under the ordinance, a variance and street widths be approved only as follows:
a. A half street right of way of 50’ width adjoining the south boundary of the subdivision and a half street 30’ right of way adjoining the west boundary of the subdivision, it being deemed by the Planning Commission that adjoining owners will be required to dedicated like amounts of street right of ways when adjoining areas are accepted as subdivisions, since the two half streets mentioned are located in alignment with existing and future planned streets.
The secretary stated that a plat of an extension of a street to be called Melody Lane, between Culberhouse and Wood Streets, had been submitted by Mr. F.M. Wood and the secretary, in consultation with the chairman, had advised Mr. Wood that eth City Planning Commission did not have jurisdiction. It was the consensus of the Planning Commission, however, that under this instance the City Planning Commission did have jurisdiction and therefore this matter was brought up for discussion. After discussion, moved by Jesse Banks, seconded by Lloyd Rebsamen, and carried, that the plat, prepared by Knight Laird, Engineer, and submitted by F.M. Wood, be accepted with a variance of a 55’ right of way, as shown on the engineering drawing, because no additional land was available at the point where the street begins on Culberhouse, there being a 55’ vacant lot which Mr. Wood was willing to dedicate, and that the street is a needed thoroughfare for access to South School, but is not considered in the category of a through street.
Chairman submitted an excellently prepared report showing traffic highway study for the City of Jonesboro, Arkansas, dated February 1956. It was moved by Lloyd Rebsamen, seconded by Al Hendrix, and carried, that a resolution be made a part of these minutes expressing appreciation to an commending the efforts of the Arkansas State Highway Department for the production of this traffic study.
Meeting adjourned.
