Minutes for the City Council meeting on January 18, 1960

The City Council of the City of Jonesboro, Ark., met in regular session at City Hall, Monday night, January 18, 1960, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Parks, Williams, Sammons, Smith, Heern, Snow, Kenward, Field, Griffin, Copeland and Ebbert. Absent: Brickell.

 

To serve on the City Planning Commission for a term of three years, the Mayor appointed the following: Charles Frierson, Tom Donaldson and Vernon Warr. Mr. Copeland made the motion seconded by Mr. Griffin that the Mayor’s appointments be approved and accepted. Roll was called. Voting aye - Parks, Williams, Sammons, Heern, Snow, Griffin, Copeland and Ebbert. Voting no - Smith, Kenward and Field. Motion carried.

 

The Mayor made the following appointments to the Community Center #2 Board: Cora Conley, Beulah Smith, E. Boone Watson, James Butler, John Shaw, Reuben Razor, James Crumpler, F.C. Turner Jr. and Lacy Speed. Mr. Copeland made the motion seconded by Mr. Kenward that this Board serves at the will of the Mayor and the Council. Roll was called. All aye. Motion carried.

 

To the Electrical Examining Board, the Mayor appointed Aubrey Scott and Guy Davis for a period of two years. Mr. Heern made the motion seconded by Mr. Ebbert that these appointments be approved and accepted. Roll was called. All aye. Motion carried.

 

Mr. Copeland made the motion seconded by Mr. Williams that the City purchases a Pak-Mor at a cost of $3,654.00 for the Sanitation Department. Roll was called. All aye. Motion carried.

 

After the bids for the truck were read, Mr. Field made the motion seconded by Mr. Heern that the bid of $2,508.10 for the International truck be accepted. Roll was called. All members present voted aye, except Mr. Copeland who voted no. Motion carried.

 

Mr. Heern made the motion seconded by Mr. Kenward that the City Attorney be instructed to draw up an ordinance to prohibit parking on the north side of the street from the railroad south of Cotton Belt R.R. from Main east to the end of the street. Roll was called. All aye. Motion carried.

 

After Mr. Smith gave the committee’s report on the City Inspector Ordinance, he made the motion seconded by Mr. Parks that the ordinance be amended in Section 2 and Section 3, which amendments he explained and read to Council. Roll was called. All aye, except Mr. Kenward who voted no. Motion to amend carried. Mr. Field offered the ordinance and it was placed on the second reading.

 

AN ORDINANCE CREATING THE OFFICE OF CITY INSPECTOR AND COMBINING THE OFFICES OF BUILDING, PLUMBING, ELECTRICAL AND GAS INSPECTORS, PRESCRIBING THE QUALIFICATIONS THEREFORE AND THE DUTIES THEREOF, AND FOR OTHER PURPOSES

 

Mr. Parks made the motion seconded by Mr. Griffin that the rule be suspended and the ordinance be placed on the third and final reading. Roll was called. All members voted aye, except Mr. Kenward who voted no. Motion carried. Mr. Williams made the motion seconded by Mr. Parks that the ordinance be adopted. Roll was called. Voting aye - Parks, Williams, Smith, Heern, Snow, Field, Griffin, Copeland and Ebbert. Voting no - Sammons and Kenward. Motion carried. Roll was called on the emergency clause. Sammons and Kenward voted no and all other members present voting aye. The ordinance was given the number 1000.

 

Mr. Smith offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 849, AND ORDINANCE NO. 776 AS AMENDED BY SECTION 2 OR ORDINANCE NO. 960 OF THE CITY OF JONESBORO, ARKANSAS, SAME BEING AN ORDINANCE ESTABLISHING A BOARD OF REVIEW OF THE CITY INSPECTOR OF BUILDING, ELECTRICAL AND PLUMBING INSTALLATIONS, AND FOR OTHER PURPOSES

 

Mr. Field made the motion seconded by Mr. Heern that the rule be suspended and the ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Copeland made the motion seconded by Mr. Griffin that the rule be suspended and the ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Parks made the motion seconded by Mr. Williams that the ordinance be adopted. Roll was called. All aye. Motion carried. All voted aye on the roll for the emergency clause. The ordinance was given the number 1001.

 

Mr. Field offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 757, AS AMENDED, SAME BEING AN ORDINANCE SETTING OCCUPATION OR PRIVILEGE TAX OR LICENSE FOR THE CITY OF JONESBORO

 

Mr. Copeland made the motion seconded by Mr. Williams that the rule be suspended and the ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Copeland made the motion seconded by Mr. Griffin that the rule be suspended and the ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Copeland made the motion seconded by Mr. Field that the ordinance be adopted. Roll was called. All aye. Motion carried. Roll was called on the emergency clause. All aye. The ordinance was given the number 1002.

 

Mr. Copeland offered the following resolution:

 

RESOLUTION CALLING A SPECIAL ELECTION TO ELECT AN ALDERMAN TO THE FOURTH WARD

 

Mr. Heern made the motion seconded by Mr. Griffin that the resolution be adopted. Roll was called. Voting no - Mr. Smith. All other members present voted aye and the motion carried. The resolution was given the number 1960:01.

 

Mr. Snow made the motion seconded by Mr. Field that the bills as okayed by the Finance Committee be paid. Roll was called. All aye except Mr. Ebbert who passed.

 

Mr. Snow made the motion seconded by Mr. Kenward that the Mayor be directed to ask the City Water and Light to add to all traffic lights throughout the City a directional light for turning right on red. Roll was called. All aye. Motion carried.

 

There being no further business, Council voted unanimously to adjourn.
