1. Call to order by Mayor at 6:30 p.m.
 
2. Roll call by Clerk.
 
3. Approval of minutes from September 16, 1996, as provided.
 
· Request by Mr. Leonard Jadrich to address Council, regarding recognition from the City Administration of the recent Unionization, and requesting implementation of payroll deductions for Union dues.

(A) 2nd reading - Ordinance to vacate a 120.0' drainage easement and a 146.6' utility easement on Lot 6, Pardew North Addition. (Guy Pardew & LanMetz/Ed Stepp)
 
(B) 2nd reading - Ordinance to vacate Allison Street located in the Curtview Subdivision of Jonesboro, Arkansas. (Ronald L. White & Laura J. White/C.M.Mooney, Sr.)
 
(C) 2nd reading - Ordinance to rezone 6.48 acres from Residential (R-1) to Commercial (C-3), located on the west side of Stadium Blvd., north of Orval Orlan Drive. (Joyce Lackey & Tracy Spence\C.M. Mooney, Sr.)

(I) 2nd reading - Ordinance to amend Ordinance No. 2511 to reinstate a multi-way "STOP" sign at the intersection of Flint & College.
 
(J) 1st reading - Ordinance to waive competitive bidding and authorize purchase of bridge panels and concrete pilings for replacement on one (1) five-span bridge, located on Ingles Road, over Higginbottom Creek.
 
5. Review of the following Mayor's Reappointments:
 
· Bill Rainwater to Advertising & Promotion Commission with term to expire April 18, 2000.
 
· James Turner and Doug Gilmore to Board of Zoning Adjustment with the first term to expire March 16, 1999 and Mr. Gilmore's term to expire July of 1999.
 
· Harry Puddephatt and Greta Troutt to the Forum Commission with the first term to expire April 3, 2001 and Mrs. Troutt's term to expire April 3, 2000.
 
· Russell Patton III, Bob Rubenstein and Frances Puryear to the Handicapped Advisory Committee with the first term to expire June 3, 1999, and the other two terms (Bob Rubenstein and Frances Puryear) to expire June 2, 2000.
 
6. Resolution for condemnation of two Jonesboro properties, one located at 4433 East Nettleton, and another located at 314 West Word.
 
7. New Business by the Mayor
