Minutes for the City Council meeting on December 19, 1983

A Public Hearing was held at City Hall on December 12, 1983, at 7:00 p.m. concerning Revenue Sharing.

 

CITY COUNCIL MEETING - DECEMBER 19, 1983

 

The Jonesboro City Council met in regular session, Monday, December 19, 1983, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and all Aldermen except Mr. Hinson.

 

The minutes of December 5, 1983, were approved as mailed on motion by Mr. Sanderson, seconded by Mr. Shelton. All voted aye.

 

Mr. Shelton moved, seconded by Mr. Park, to move the next council meeting from January 2, 1984, to January 3, 1984, and to have a public hearing concerning an alley closing at 7:00 p.m. on the 3rd. All voted aye.

 

Mr. Park moved, seconded by Mr. Shelton, to approve placement of mobile homes at 1207 French and one on the southeast corner of Warner & Center. All voted aye.

 

Mr. Shelton offered the following ordinance: (Jonesboro Ford Tractor)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3): DECLARING AN EMERGENCY: AND FOR OTHER PURPOSES

 

Mr. Nix moved, seconded by Mr. Shelton, to suspend the rules and place the ordinance on 2nd reading. All voted aye. Mr. Nix moved, seconded by Mr. Park to suspend the rules and place the ordinance on 3rd reading. All voted aye except Dr. Smith, Mr. Hannah, Mr. Blevins, Mr. Province and Mr. Mays. Motion failed.

 

Mr. Mays offered the following ordinance: (No parking Vera - Dewey)

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES

 

The following ordinance was on 3rd reading: (lot on Woodsprings Road)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF

JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS ASSIGNING ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-1); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

Mr. Nix moved, seconded by Mr. Shelton, to approve the ordinance. All voted aye. The ordinance was given the number 1850.

 

The following items were on bid review:

 

83-25 Police Cars-Mr. Hannah moved, seconded by Mr. Mays to reject all bids in order that the Police Committee have longer time to study all possibilities. All voted aye.

 

83-28 Police Uniforms Cleaning-Mr. Mays moved, seconded by Mr. Shelton to award the bid to the lowest bidder-Massanelli Cleaners- All voted aye.

 

83-29 Pest Control-Mr. Shelton moved, seconded by Dr. Smith, to approve low bid of N. E. Ark. Termite & Pest Control. All voted aye.

 

83-30 Grave Excavations-Mr. Park moved, seconded by Mr. Hannah to approve the bid from Allan Smithee. All voted aye.

 

83-31 Dump Truck-Dr. Smith moved, seconded by Mr. Shelton, to accept O’Neal Ford’s bid of $38,670.00. All voted aye.

 

Mr. Hannah offered the following ordinance: (Budget)

 

AN ORDINANCE ADOPTING A 1984 BUDGET FOR THE CITY OF JONESBORO

 

Mr. Shelton moved, seconded by Mr. Hannah to suspend the rules and place the ordinance on 2nd reading. All voted aye. Mr. Smith moved, seconded by Mr. Nix, to suspend the rules and place the ordinance of 3rd reading. All voted aye. Dr. Smith moved, seconded by Mr. Mays who passed and Mr. Sanderson who voted no. Motion passed. The ordinance was given the number 1851.

 

There being no further business, council adjourned.
