CITY COUNCIL MINUTES MARCH 21, 1977
The Jonesboro City Council met in regular session, Monday, March 21, 1977, at 7:30 p.m. There were present: Mayor, City Clerk, City Attorney and the following named aldermen: Park, Sanderson, Hinson, Shelton, Bridger, Minx, Hannah, Haigler, Stricklin, Province, Smith and Shepard.
Ann Clark representing the Nettleton Acorn Group, and Alice Taylor of the North/East Acorn Group read letters to council disapproving of the $45,000 expenditure for improvements to the Downtown area, and recommending that the amount be spent on Housing & Improvements and drainage.
Mr. Sanderson moved that any action on the request be tabled, seconded by Mr. Stricklin. All voted aye.
Mrs. Fredrika Gray, 723 Washington requested that council rescind previous actions on the condemnation of her house. The request denied for lack of a motion.
The following ordinance was on 3rd reading:
AN ORDINANCE ESTABLISHING THE DOWNTOWN JONESBORO IMPROVEMENT DISTRICT NO. 1 OF THE CITY OF JONESBORO, ARKANSAS
Mr. Sanderson moved for the adoption of the ordinance, seconded by Mr. Park. All voted aye and the ordinance was given #1567.
Mr. Minx moved that the contractor who had begun demolition work at the proper located at 723 E. Washington make restitution for the property already removed and that demolition be delayed for two weeks. The motion was seconded by Mr. Shepard and received unanimous vote of council.
The following ordinance was on 3rd reading:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-1); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES
Mr. Minx moved for the adoption of the ordinance with the understanding that a development plan be provided the City and that the streets are to be maintained by the owners until accepted by the City. The motion was seconded by Mr. Smith, with the only descending vote cast by Mr. Sanderson. The ordinance was given the number 1568.
The following ordinance was on 2nd reading:
AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES
Mr. Smith moved that permission be granted for placing a mobile home on Una Street, seconded by Mr. Hinson and with the only nay vote cast by Mr. Minx.
Mr. Sanderson moved that Bruce Kimmel from Ward 4 and Gerald Watkins form Ward 6 be appointed to the CW&L Board, seconded by Mr. Stricklin. All voted aye.
Mr. Hannah moved that the following be appointed to the Parks and Recreation Commission:
Kenneth Camp Arlis Johnson Jerry Reese
Bob Robinson Sims Dailey
The motion was seconded by Mr. Hinson and received unanimous vote of council.
Mr. Hannah moved that the following be approved for the Advertising and Promotion Commission, seconded by Mr. Hinson. All voted aye.

The following ordinance was on 3rd reading:
AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES
Mr. Minx moved for the adoption of the ordinance, seconded by Mr. Hinson. Voting yea, none; voting nay: Park, Sanderson, Hinson, Shelton, Bridger, Minx, Hannah, Haigler, Stricklin, Province and Smith. Mr. Shepard passed.
Mr. Park offered the following ordinance:

Mr. Sanderson moved that no sidewalk be build on the north side of Jefferson from Main to Union, seconded by Mr. Minx. All voted aye.
Mr. Park moved that 100 gallons of aerial mosquito spray be purchased from the successful bidder of last year at $21.54 per gallon, if the need arises for such this year, seconded by Mr. Smith, all voted aye.
There being no further business, council adjourned.
