SEPTEMBER 12, 1985

 

The Metropolitan Area Planning Commission met Thursday, September 12, 1985. The meeting was called to order at 7:00 p.m. In the Council Chambers, 314 W. Washington, Jonesboro, AR, to consider the following requests:

 

MEMBERS PRESENT: Ms. Barber, Mr. Blalock, Mr. Lusby, Mr. Vance, Mr. McCracken, Mr. Orr.

 

MEMBERS ABSENT: Mr. Hunt, Mr. Ball, Mr. White

 

Assisting during the meeting: Joe Tomlinson, Pat Parsons, Jeff Gibson, Brian Wadley

 

Mr. McCracken made a motion to revise the minutes of the August 8, 1985 meeting, pertaining to item #14, saying that a 4th stipulation was to be included. The stipulation was that the MAPC again requests to see f full site development plan for Caraway Plaza for the purpose of reviewing items such as traffic, drainage and other pertinent matters for the whole project and further the MAPC prefers not to see any individual site development plans until such is submitted to the commission. Mr. Orr seconded the motion. All members present voting aye. MOTION PASSED.

 

#1 David Abernathy requests a rezoning from Residential Two (R-2) to Commercial Three (C-3), the following described property: a part of Lot 3, Cobb & Lee Survey of the Northwest Quarter, Southwest Quarter, Section 22, Township 14 North, Range 4 East, containing 0.70 acres more or less. The general location of this property is South of East Nettleton Avenue and North of the Viking Addition.

 

A motion was made by Mr. Orr to approve this request, seconded by Mr. Lusby. All members present voting aye. MOTION PASSED.

 

#2 Andy Anderson requests a replat of Lots 1, 2, 3, 4 & 5, Block 9, E. C. Stuck Addition, Jonesboro, AR. The general location of this property is N. of Aggie Rd. & W. of Rogers St.

 

Mr. Orr made a motion to approve this request, subject to the approval of item #3. The motion was seconded by Mr. Lusby. All members present voting aye. MOTION PASSED.

 

#3 Andy Anderson requests approval of site development plans for apartments to be located on Lot 1, Block 9, E. C. Stuck Addition. The general location of this property is North of Aggie Road and West of Rogers Street.

 

Mr. McCracken made the motion to reject this request on the basis that the building setback requirement cannot be met based upon the placement of the stairwells and the additional right-of-way requirements on Rogers and Aggie cannot be met. It is also in violation of yard requirements. It is therefore an over-utilization of the lot. Mr. Lusby seconded the motion. All members present voting aye. MOTION PASSED.

 

#4 Quillen and Stella Tate request approval of plans for Ranchette Acres, a subdivision located in Craighead County, on a part of the south half of the Southwest Quarter of Section 6, and a part of the north half of the Northwest Quarter of Section 7, all in Township 14 North, Range 4 East and Lot 1, Block D of Crescendo Valley 1st Addition and will have 26 lots. The general location of this property is west of State Highway 141 North and North of Bettie Street.

 

A motion was made by Ms. Barter to approve this request subject to the streets, curbs and gutters meeting city specifications and that the drainage comply with specifications as if it were in the city, seconded by Mr. Orr. All members present voting aye. MOTION PASSED.

 

#5 Bill Benton requests approval of site development plans for a convenience store to be located on a part of the Northwest Quarter of Section 16, Township 14 North, Range 4 East, Craighead County, AR, containing 0.340 acres more or less. The general location of this property is south of Johnson Avenue and east of Caraway Road.

 

Mr. Lusby made a motion to approve this request with the stipulation that the island as drawn at the intersection of Johnson and Caraway be extended a distance of 35 feet east on the Johnson side. The motion was seconded by Mr. Orr. Those voting aye were Ms. Barber, Mr. Blalock, Mr. Lusby and Mr. Orr. Those voting no were Mr. McCracken. MOTION PASSED.

 

#6 Golden Corral Corporation requests approval of site development plans for a restaurant to be located on a part of the east 650 feet of the Southwest Quarter of the Northeast Quarter of Section 20, Township 14 North, Range 4 East of the 5th Principal Meridian in Craighead County, AR, containing 1.09 aces more or less. The general location of this property is north of East Nettleton Avenue and west of Caraway Road.

 

A motion was made by Mr. Orr to approve this request subject to the elimination of parking spaces on the south side of the plans and that the overall site development plans be brought back in 60 days, seconded by Ms. Barber. Those voting aye were Ms. Barber, Mr. Blalock, Mr. Lusby, and Mr. Orr. Those voting no were Mr. McCracken. MOTION PASSED.

 

#7 Brentwood Partnership requests a replat of Lots 5, 6 and 7, Block C, Brentwood Addition, Jonesboro, AR. The general location of this property is south of Brentwood Drive and east of South Culberhouse. Ms. Barber made a motion to approve this request. Seconded by Mr. McCracken. All members present voting aye. MOTION PASSED.

 

#8 The homeowners of Sirois 2nd Addition (Tract I) and Don and Betty West (Tract II) request a zoning classification of R-1 for Tract I, and C-3 for Tract II. Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the City. The MAPC is asked to prepare a written statement as to what effect the proposed annexation would have on the city accepting said land. The property described as follows: Tract I - All of Sirois 2nd Addition to Jonesboro, AR, containing 8.65 acres more or less. The general location of this property is south of U.S. Hwy 63 By-pass and east of Arkansas State Hwy 1B.

 

Mr. Lusby made the motion to approve the request, seconded by Mr. Orr. All members present voting aye. MOTION PASSED.

 

#9 Robert E. and Della Laverne Harvey and City Water & Light Company requests a zoning classification of I-2 for Tract I and C-3 for Tracts II and III. Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the City. The MAPC is asked to prepare a written statement as to what effect the proposed annexation would have on the city accepting said land. The property is described as follows: Tract I - All that part of the Northeast Quarter of Section 34, Township 14 North, Range East of the 5th Principal Meridian in Craighead County, Arkansas; Tract I I - A part of the Northwest Quarter of the Northwest Quarter of Section 35, Township 14 North, Range 4 East of the 5th Principal Meridian in Craighead County, AR containing 1.12 acres more or less. The general location of this property is south of U.S. Highway 63 By-pass and east of Willow Road.

 

Mr. Orr made the motion to approve this request making the statement that the MAPC requests of the City Council that if this area should be developed further that the property owners participate in bringing the streets up to city standards. Mr. Lusby seconded the motion. All members present voting aye. MOTION PASSED.

 

#10 Jay W. Lee requests a replat of Lots 1 and 2 and the east 5" of Lot 3 of a replat of Lots 1, 2 and 3 of Block k of Nisbett Addition to the City of Jonesboro, AR. The general location of this property is north of West Matthews Avenue and east of Walnut Street.

 

A motion was made by Ms. Barber to approve this request with the stipulation that a site plan be submitted to Joe Tomlinson before a building permit is issued The motion was seconded by Mr. Lusby. All members present voting aye. MOTION PASSED.

 

#11 Tom Clark and Tommy Reese request a replat of Lots 1, 2 and the south 10' of Lot 3, Block G, Noble Acres. The general location of this property is north of East Nettleton Avenue and west of Tony Drive. Mr. Orr made a motion to approve this request, seconded by Ms. Barber. All members present voting aye. MOTION PASSED.

 

#12 Tom Clark and Tommy Reese requests approval of site development plans for an office building to be located on Lot 1, Block G, Noble Acres. The general location of this property is north of East Nettleton Avenue and west of Tony Drive.

 

A motion to approve this request was made by Mr. Lusby with the stipulation that the developers work with the City Engineer to determine the appropriate drainage on the west side of the site. All members present voting aye. MOTION PASSED.

 

#13 Bowerman Brothers, Inc. Requests approval of site development plans for a manufacturing plant to be located on a part of the South Half of Section 26, Township 14 North, Range 4 East, Craighead County, AR, containing 22.0657 acres more or less. The general location of this property is south and west of Krueger Drive. Mr. McCracken made a motion to approve this request. Seconded by Mr. Orr. All members present voting aye. MOTION PASSED.

 

#14 Joe Murray requests approval of plans for High Meadow, a subdivision located on a part of the West Half of the Southwest Quarter of the Southwest Quarter of Section 26, Township 14 North, Range 3 East, Craighead County, AR. The development covers 14.02 acres more or less and will have 24 lots. The general location of this property is north of Neely Road.

 

Mr. McCracken made a motion to approve this request with the stipulation that the easements be corrected as shown on the plans submitted from the utilities and that the developers, in cooperation with the City Engineer, work to come up with some type of drainage proposal for consideration at the next meeting. The motion was seconded by Ms. Barber. All members present voting aye. MOTION PASSED.

 

#15 Heatherwood Developers requests approval of plans for the Williamsburg Addition, a subdivision locate on a part of the Northwest Quarter of Section 24, Township 14 North, Range 3 East, Craighead County, Ar. The development covers 4.97 acres more or less, and will have 6 lots. The general location of this property is east of Ferrell St. and south of West Matthews Ave.

 

Mr. Lusby made a motion to approve this request with the stipulation that the easements be widened to the north to 20' total between lots 3, 4, 5 and lot 6, 10 feet either side of the property line. The motion was seconded by Mr. Orr. All members present voting aye. MOTION PASSED.

 

#16 James and Hubert Blalock requests approval of plans for Sunset Hills, 6th Addition, a subdivision located on a part of the Southeast corner of the Northeast Quarter of the Southwest Quarter of Section 10, Township 14 North, Range 4 East. The development covers 10.88 acres more or less and will have 40 lots. The general location of this property is west of Airport Road and north of Pamela Drive.

 

Mr. McCracken made a motion to approve this request as submitted for final approval and further ask the City Engineer to contact the State Highway Department about the drainage under Airport Road to see what suggestions or improvements, particularly in regards to the structure being filled with silt which restricts the flow. The motion was seconded by Mr. Orr. Those voting no were Ms. Barber, Mr. Lusby, Mr. Vance. MOTION FAILED.

 

A second motion was made by Mr. McCracken for final approval subject to the City Engineer giving his review of drainage plans and the vote of this commission being contingent upon his approval of the drainage structures being adequate, specifically including the drainage under Airport Road. Those voting aye were Mr. Lusby, Mr. McCracken, Mr. Orr. Those voting no were Ms. Barber. MOTION PASSED.

 

Some discussion about zoning classifications was held before the meeting adjourned at 10:30 pm
