A RESOLUTION BY THE CITY COUNCIL OF JONESBORO, ARKANSAS TO ALTER THE OFFICIAL ROUTE DESIGNATED AS A NATIONAL SCENIC BYWAY BY SEEKING AN AMENDMENT OF CERTAIN PORTIONS THAT LIE WITHIN THE CITY LIMITS OF JONESBORO, ARKANSAS

WHEREAS, Act 382 of 1997 of the 81st General Assembly of the State of Arkansas designated a route extending from St. Francis in Clay County to Helena-West Helena in Phillips County, and including portions of several highways, as an Arkansas Scenic Highway, known as the Crowley’s Ridge Parkway; and

 

WHEREAS, Arkansas State Highway Commission Minute Order No. 97-187 designated this same route as an Arkansas Scenic Byway, with certain exception; and

 

WHEREAS, this route was designated as a National Scenic Byway by the Federal Highway Administration and the Secretary of Agriculture on June 10, 1998; and

 

WHEREAS, this designation simply extended identified major highway segments through municipalities and called for city assessments to determine the most appropriate official connecting routes; and

 

WHEREAS, an assessment was completed and the specific route to be followed through the City of Jonesboro was established through Jonesboro Resolution No. 1998-62, adopted August 28, 1998; and

 

WHEREAS, the addition of the Forrest L. Wood Crowley’s Ridge Nature Center on Lawson Road and the historic significance of Lawson Road as part of the Old Military Trail through Jonesboro make it an important potential route segment;

 

NOW THEREFORE BE IT RESOLVED, that the City Council of Jonesboro, Arkansas requests the official designation through Jonesboro to be amended as follows:  South from Greene County along SH141 (Church Street) to CR766 (KAIT-RV Road); east on CR766 to SH351 (Old Greensboro Road); South on SH351 to US49 and US1 (Stadium Boulevard); South on US49 and US1 to Aggie Road; West on Aggie Road to University Loop East; South and then West on University Loop East to Caraway Road; South on Caraway Road to Matthews Avenue; West on Matthews Avenue to US 49B (Main Street); North on Main Street to Cate Avenue; West on Cate Avenue to US49B (Union Street); South on US49B to the intersection of US49B (Main Street) and Campus Street; [South from intersection of US49B and Campus Street to SH18; East on SH18 to SH1B]; South on SH1B (Harrisburg Road) to the intersection with Windover Road; [continuing on SH1B South to  Lakewood Drive]; continuing on SH1B south to Craighead Forest Road; West on Craighead Forest Road to SH141 (Culberhouse Road); South on SH141 to Lawson Road; East on Lawson Road across SH1, continuing West to join SH163.  

 

LESS AND EXCEPT the segments in brackets, which are for directional purposes only and are inconsistent with the State’s criteria for designation.
