JUNE 12, 1980

 

The Metropolitan Area Planning Commission met Thursday, June 12, 1980, in the Court Room at City Hall.

 

The meeting was called to order by Mr. Ralph Morrison, Chairman.

 

Members Present: Morrison, Cooper, Smith, Tilton, Ball and Freeman.

 

Members Absent: Gott, Brown and Scott.

 

Others Present: Mike Cameron, John Broadaway, Joe Tomlinson and Bob Trout.

 

Minutes for March were read with one correction. The vote on Item number four was corrected to read that Ball passed and Cooper, Smith Freeman and Scott voted aye. Minutes were then approved. Items for business were as follows:

 

Item #1 Margaret S. Fried, Brenda S. Heringer and Salley S Sewell, request approval of a replat of lots 1-12 inclusive of Block B and lots 1-12 inclusive of Block C and Sidney Street line between the Blocks B and C. all in Stuck and Stuck Second Addition to the City of Jonesboro, into a single lot designated as lot S of Stuck and Stuck Second Addition to the City of Jonesboro. The general location of this property is north of Johnson Avenue and east of Calion Street.

 

A motion was made by Mr. Freeman and seconded by Mr. Tilton to give preliminary approval of the replat subject to approval by the City Council of closing the dedicated street indicated within the plat. MOTION APPROVED UNANIMOUSLY.

 

Item #2 Dewayne Winters requests approval of a rezoning from Residential Two (R-2) to Commercial Three (C-3) the following described property.

 

All of Lot 40 of Cobb & Lee’s Survey of the Southwest Quarter of the Southeast Quarter of Section 22, Township 14 North, Range 4 East, less the west one foot thereof and subject to a 35 foot highway right-of-way along the south side thereof. The general location of this property is north of Highway 18 east and west of the Missouri Pacific Railroad.

 

A motion was made by Mr. Ball and seconded by Mr. Cooper to approve the request subject to sufficient right-of-way being dedicated to constitute a 41 foot right-of-way from center line of Highway 18 East. REQUEST APPROVED UNANIMOUSLY

 

Item #3 Bill Ebbert requests approval of a rezoning from Residential Three (R-3) to Commercial Three (C3) the following described property:

 

Lots 13, 14 and 15 of Block 14, Matthews Addition to the City of Jonesboro, Arkansas, as recorded in Book 5, Page 500 in the office of the Circuit Clerk and Exofficio Recorder, Craighead County, Arkansas. The general location of this property is north of Johnson Avenue and west of Drake Street.

 

A motion was made by Mr. Tilton and seconded by Mr. Freeman to approve the request with the stipulation that before any development could begin on this property site development plans must be brought before the Metropolitan Area Planning Commission. Voting aye, Tilton and Freeman. Voting no, Cooper Smith and Ball. REQUEST DENIED

 

Item #4 Roy Cooper requests approval of a replat of Lots 7 and 8 of Block A of Service Park Addition to Jonesboro, Arkansas into one lot. The general location of this property is north of Service Street and east of Willow Road.

 

A motion was made by Mr. Freeman and seconded by Mr. Ball to approve the item as requested. Voting aye, Smith, Tilton, Ball and Freeman: Pass, was Cooper. REQUEST APPROVED.

 

Item #5 Wade Quinn requests approval of a replat of Lot 1 and the west 50 feet of Lot 2 and the east 7.5 feet of a public alley adjacent thereto, all in Block 1 of Cole’s Second Addition to Jonesboro, Arkansas, into one lot. The general location of this property is the southwest corner of the intersection of Flint Street and Nettleton Avenue. 

 

A motion was made by Mr. Freeman and seconded by Mr. Ball to approve the request subject to an addition 1 ½ feet of right-of-way being dedicated along Nettleton Avenue. Voting aye, Tilton, Ball and Freeman, voting no, Cooper and Smith. REQUEST APPROVED.

 

Item #6 Wade Quinn requests approval of a site development plan for the southwest corner of the intersection of Flint Street and Nettleton Avenue.

 

A motion was made by Mr. Cooper and seconded by Mr. Freeman to approve the item as requested. REQUEST APPROVED UNANIMOUSLY.

 

Item #7 Jerry Reece requests approval of a replat of the south 25 feet of Lots 4, 5 and 6, the east 50 feet of Lot 13, all of Lots 14, 15, 16 and 17 and the North 25 feet of Lot 18 of Block B of Siglers College Addition to the City of Jonesboro, Arkansas into one lot. The general location of this property is south of Nettleton Avenue and east of Stone Street.

 

A motion was made by Mr. Cooper and seconded by Mr. Ball to approve the request subject to a 7 1/2 foot drainage easement being dedicated along the north boundary of the property.

 

Item #8 Dr. Ray Hall and Dr. Mike Mackey request approval of a replat of a part of Lots 4 and 5 of Warner’s Addition to Jonesboro, Arkansas. The general location of this property is south of Matthews Avenue and west of Cobb Street.

 

A motion was made by Mr. Freeman and seconded by Mr. Ball to approve the request subject to sufficient right-of-way being dedicated along Cobb Street to insure thirty feet of street right-of-way from center line. Voting aye, Smith Ball and Freeman, voting no, Cooper and Tilton.

 

Item #9 W.C.W. Company requests final approval of subdivision plans for Rosewood Estates. The general location of this property is north of Stroud Street and west of Harrisburg Road.

 

A motion was made by Mr. Cooper and seconded by Mr. Freeman to give final approval of Rosewood Estates Subdivision as requested. All voting aye except Ball who passed. REQUEST APPROVED UNANIMOUSLY.

 

Item #10 Mr. Barry Rougeau requested the approval of the Metropolitan Area Planning Commission of a master plan for bikeways in Jonesboro.

 

This plan represents a revision of the plan that has been approved by the City Council previously. The changes that the revision represents are necessary to contend with the future development of Jonesboro.

 

A motion was made by Mr. Freeman and seconded by Mr. Smith to approve the Master Plan presented by Mr. Rougeau as a Revised Master Bikeway Plan for Jonesboro. REQUESST APPROVED UNANIMOUSLY.

 

The meeting was adjourned at 10:30 p.m.
