FEBRUARY 10, 1983
 
The Metropolitan Area Planning Commission met Thursday February 10, 1983, at 7:00 p.m. in the Council Chambers at 314 West Washington, Jonesboro, Arkansas.
 
The meeting was called to order by Chairman Mr. Roy Cooper.
 
MEMBERS PRESENT: Mr. Cooper, Mr. Ball, Mr. Tilton, Mr. Smith Mr. Blalock, Mr. Farmer, Mr. White,  Mr. Scott.
 
MEMBERS ABSENT:  Mr. Feher.
 
OTHERS PRESENT: Mike Cameron, John Broadaway, Carlos Wood, Curt Hodges, Sheri Kiech
 
#1   Jonesboro Public Schools and Floyd Dupwe request a zoning classification of Residential One (R-1), Residential Two (R-2), and Commercial Four (C-4).  Subject zoning request is submitted under the provisions of Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the City.  The MAPC is asked to prepare a written statement as to what affect the annexation would have on the City accepting such lands.  The property is described as follows: a part of the South ½ of the South ½ of the Southwest 1/4 of the Northwest 1/4 Section 24, Township 14 North Range 3 East, containing 12.28 acres.  The general location of this property is West of Hester Street and North of West Nettleton Avenue.
 
Mr. Ball made a motion to approve the request, seconded by Mr. White, subject to the following Stipulations:  
 
1.   The Street right-of-way conforms to the City needs prescribed by Mike Cameron,
2.   The right-of-way is only needed from the Floyd Dupwe property, this will not delay the Jonesboro Public Schools from continuing with their plans.
 
Voting Aye: Mr. Ball, Mr. Tilton, Mr. Smith, Mr. Blalock, Mr. Farmer, Mr. White.  Mr. Scott Abstains.  REQUEST APPROVED.
 
#2    Jim Wagner requests a rezoning from Residential Two (R-2) to Commercial Five (C-5), the following described property:   The South of the West 120 feet of Lot 4 and South 4.1 feet of the West 120 feet of Lot 3 in Block F of Culberhouse Addition to Jonesboro, Arkansas, being a lot 100 feet North and South on Main Street and 120 feet deep.  The general location of this property is East of South Main Street and South of College Avenue.
 
Mr. Blalock made a motion to approve the request, seconded by Mr. Tilton, subject to  the following  Stipulation:
 
1.   Needs to meet the necessary parking requirements.
 
#3   John Kitterman requests  preliminary  approval of  construction  plans  for  Courtyard Condominiums, a Planned Unit Development to be located West of Brown's Lane and South of Highland Drive.  The development covers 7.95 gross acres, containing eight mixed single story and two story units per acre.  The property is zones (C-3).
 
Mr. White made a motion to approve the request, seconded by Mr. Scott, subject to the following stipulations:
 
1.   Drainage Structures need to be sized and connected to the existing drainage structures, as per Mike Cameron, City Engineer's request.
2.   All building structures should meet visibility requirements as per the Police and Fire Department.
3. Fire Lanes as per Fire Department requirements.
 
REQUEST APPROVED UNANIMOUSLY.
 
#4   Jim Steele & Mrs. Maxine Steele request approval of a replat of Lots 2 and 3 of Thompson's Re-subdivision  of  HW Gram's Subdivision of  Block B of  Culberhouse Addition.  The general location of this property is South of  West Nettleton Avenue and East of  South Madison Street.
 
This replat was tabled at the January 13, 1983, meeting of the MAPC.
 
Mr. Ball made a motion to approve the request, seconded by Mr. Scott. REQUEST APPROVED.
 
#5   Guaranty Mortgage Company requests preliminary approval of construction plans for Scenic Hill 4th Addition, a Planned Unit Development to be located North of West Nettleton Avenue and East of Scenic Hills 1st Addition. The development covers 7.50 acres containing five single story units per acre for a total of 355 units.
 
Mr. Tilton made a motion to give preliminary and final approval of the request, seconded by Mr. Scott, subject to the following stipulation:
 
1.   The letter drawn up by Larry Ball be attached to the minutes, explaining the conditions that caused this item to be Tabled at the last meeting (January 13, 1983) has been met for a preliminary and final approval.
 
REQUEST APPROVED UNANIMOUSLY.
 
#6   Gene Vance  requests  a  replat  of  Lots 11 and 12  of  Block B of  Vance's 3rd  Addition to Jonesboro, Arkansas, into two lots. The general location of this property is South of Grant Avenue and West of Bernard Street.
 
Mr. Scott made a motion to approve the request, seconded by Mr. Smith. REQUEST APPROVED
 
#7   Bob Bennett requests a replat of a part of  Lots  23, 26, 27, and 28 of Cobb and Lee Survey of the Southwest 1/4 of Section 17 Township 14 North Range 4 East into two lots.  The general location of this property is South of Washington Avenue and East of Houston Street.
 
Mr. Scott made a motion to approve the request, seconded by Mr. Smith, subject to the following stipulations:
 
1.   The City may request additional five (5) feet of right-of-way on Logan Street, if the City ever decides to develop this area2.   City Water and Light needs a 20 foot easement, 10 feet either side of an existing sewer, main which runs down the lot line between lots of the original Cobb and Lee Survey.
 
REQUEST APPROVED UNANIMOUSLY
 
#8   Bob Bennett requests approval of site development plans for Lot one of Bob Bennett's East Washington Subdivision replat. The general location of this property is South of Washington Avenue and East of Houston Street.
 
Mr. Ball made motion to approve the request, seconded by Mr. Tilton. REQUEST APPROVED.
 
#9   Bob Bennett requests approval of a replat of Lots 5 and 6 of Block Two of Patrick's Second Addition to Jonesboro, Arkansas, into one lot.  The general location of this property is North of Matthews and East of Houston Street.
 
Mr. Tilton made a motion to approve the request, seconded by Mr. Ball, subject to the following stipulations:
 
1.   Need additional 12 feet on Houston Street, and 11 feet on Matthews Avenue.
2.   The MAPC will give a letter to the BOA recommending approval for a 15 foot setback instead of a 25 foot setback.
3.   Subject to the BOA approval.
 
REQUEST APPROVED UNANIMOUSLY.
 
#10   Bob Bennett requests approval of site development plans for a 17 unit apartment complex to be located on a replat of Lots 5 & 6 of Block Two of Patrick's Second Addition to Jonesboro, Arkansas.  The general location of this  property  is  North  of  Matthews Avenue  and  East  of Houston Street.
 
Mr. Ball made a motion to approve the request, seconded by Mr. Tilton, subject to the following stipulations:
 
1.   The MAPC will give a letter to the BOA recommending approval for a 15 foot setback instead of a 25 foot setback.
2.   Subject to a BOA approval.
 
REQUEST APPROVED UNANIMOUSLY.
 
#11   Stuck and Associates request preliminary approval of site development and subdivision plans for Lloyd L. Goff Sourts, being a part of North Acres Subdivision 1st Extension.  The general location of this property is East of Bridge Street and South of Cayman Villa.
 
Mr. Ball made a motion to approve the request, seconded by Mr. Smith, subject to the following stipulation:
1.   Mr. McKinnon will try to have a response from HUD, for approval of these plans, by the next MAPC meeting.
 
REQUEST APPROVED UNANIMOUSLY.
 
#12   Stuck and Associates request final approval of site development plans for a new Junior High School for the Jonesboro Public School system.  The general location of this property is North of West Nettleton Avenue and West of Hester Street.
 
Mr. White made a motion to approve the request, seconded by Mr. Ball, subject to the following stipulations:
 
1.   Curbs and Gutters are needed along Nettleton Avenue.
2.   Egress Drive straighten.
 
REQUEST APPROVED UNANIMOUSLY.
 
#13   Max Dacus requests approval of a replat of all of Lots 7, 8, 9, and part of Lot 10 Lot 10 Block C Foxwood Addition to Jonesboro, Arkansas.  The general location of this property is East of Stone Street and North of Primrose Avenue.
 
Mr. White made a motion to approve the request, second by Mr. Tilton. REQUEST APPROVED
 
#14   Carroll Caldwell  requests  a  replat of  the South 80' of  the North 160' of  the East 100' of Lot 4 of Knight's Addition to Jonesboro, Arkansas, into Two Lots.  The general location of  this property is North of Warner Avenue and West of Madison Street.
 
This item should read One Lot instead of Two Lots.
 
Mr. Ball made a motion to approve the request, seconded by Mr. Scott.  REQUEST APPROVED
 
#15   David Conrad requests approval of plans to place two buildings on one lot.  This lot was recently rezoned from Commercial Three (C-3) to Residential Three (R-3).
 
Mr. White made motion to approve the request, seconded by Mr. Scott. REQUEST APPROVED
 
Mr. Ball made motion to re-elect Roy Cooper for Chairman of the MAPC, second by Mr. Tilton.
 
Mr. White suggested an amendment to the first motion that would include in the first motion all Officers from 1982 year by acclamation. Mr. Smith seconds the motion. MOTION  APPROVED.
 
The Officers as elected by acclamation are as follows:
