CITY COUNCIL MINUTES - FEBRUARY 4, 1985

 

The Jonesboro City Council met in regular session, Monday, February 4, 1985, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney and all Aldermen.

 

The minutes of January 21, 1985, were approved as mailed on motion by Mr. Evans, seconded by Mr. Shelton. All voted aye.

 

The following bid was up for review:

 

85:1 - Dump Truck- Mr. Nix moved, seconded by Mr. Evans to accept the low bid meeting specifications for $43,933.00 from O’Neal Ford. All voted aye.

 

Concerning appointments to the Metropolitan Area Planning Commission, Mayor Stallings placed in nomination Lloyd McCracken, Jr. and Richard Lusby to fill the positions. Mr. Stricklin moved, seconded by Mr. Nix to appoint Lloyd McCracken, Jr. and Richard Lusby to three-year terms on the Metropolitan Area Planning Commission. All voted aye.

 

Ben Cooper, 1323 West Jefferson, addressed the council concerning election of council members by wards instead of running at large in city-wide voting. Mr. Nix, Chairman of the ad hoc committee researching the issue announced that the committee had no formal recommendations to make at this meeting since aldermanic elections will not be held for eighteen months.

 

Mr. Bridger offered the following ordinance: (Abandon Matthews & Rains property)

 

AN ORDINANCE ABANDONING CERTAIN PROPERTY ADJACENT TO MATTHEWS AVENUE

 

Mr. Shelton moved, seconded by Mr. Evans to suspend the rules and place on second reading. All voted aye.

 

Mr. Hannah offered the following ordinance: (Rezone C-5 to C-4 Cole & Nettleton)

 

AN ORDINANCE TO AMEND #954, KNOWN AS THE ZONING ORDINANCE FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES.

 

Mr. Hannah moved, seconded by Mr. Shelton to suspend the rules and place on second reading. All voted aye. Mr. Robert Rees, owner of the property distributed plot plans to the council following the vote.

 

Mr. Culpepper offered the following ordinance:

 

AN ORDINANCE TO AMEND #1536 BEING AN ORDINANCE CREATING THE POSITION OF PUBLIC WORKS DIRECTOR/CITY ENGINEER FOR THE CITY OF JONESBORO, ARKANSAS; PRESCRIBING THE QUALIFICATIONS THEREOF AND THE RESPONSIBILITIES THEREOF.

 

The following ordinance was on second reading: (Annex - off Neely Rd.)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-1); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.

 

The following ordinance was on third reading: (Speed Control Sims Street)

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES TO PROVIDE PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSES

 

Mr. Evans moved, seconded by Mr. Park to adopt the ordinance. The Mayor asked the City Clerk for a roll call vote. Aldermen Evans, Strauser, Sanderson, Culpepper, Park, Stricklin, and Mays voted aye. Aldermen Hinson, Bridger, Shelton, Hannah and Nix voted nay. The ordinance passed 7-5 and was given the number 1909.

 

Concerning the appointment of a Public Works Director, Mr. Bridger moved, seconded by Mr. Hinson to appoint Freddie Hendrix as the Director of Public Works/City Engineer. All voted aye. Mr. Hendrix is a Certified Civil Engineer and will earn a salary of $32,000 annually.

 

Mr. Stricklin announced Mr. Wayne Masterson as the new Assistant Fire Chief.

 

Mr. Sanderson recommended the agenda and minutes be mailed on Thursday by the City Clerk in order to provide sufficient time for aldermen to prepare for the council meeting.

 

With no further business, the meeting adjourned.
