CITY COUNCIL MINUTES AUGUST 15, 1977

 

The Jonesboro City Council met in regular session, Monday, August 15, 1977, at 7:30 p.m. There were present: City Clerk, City Attorney, and the following named aldermen: Park, Sanderson, Hinson, Shelton, Bridger, Minx, Hannah, Stricklin Province, Smith and Shepard. Absent: Mayor and Haigler. Vice Mayor Hannah presided in the absence of the Mayor.

 

Mr. Park moved that the minutes of August 1st be corrected to indicate that he passed on the vote for Senior Citizens building. Mr. Smith then moved that the minutes be adopted as corrected, seconded by Mr. Stricklin, All aye.

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE VACATING THE ABANDONING TWO ALLEYS LOCATED BETWEEN BLOCKS E, F, G, AND H OF SIGLERS COLLEGE ADDITION TO THE CITY OF JONESBORO, ARKANSAS, AND FOR OTHER PURPOSES

 

The following ordinance was on 3rd reading:

                     

AN ORDINANCE TO CHANGE THE NAME OF YOUNG ROAD TO STADIUM BOULEVARD AND TO ERECT APPROPRIATE SIGNS AND FOR OTHER PURPOSES

 

Mr. Minx moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Shelton. The only descending vote cast by Mr. Sanderson. The ordinance was adopted and given #1594.

 

Mr. Sanderson moved that condemnation be approved for 109 W. Woodrow, seconded by Mr. Minx and receiving unanimous vote of council.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGES IN ZONING BOUNDARIES

 

Mr. Shepard moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Park. All voted aye and the ordinance was given #1595.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Shelton offered the following ordinance:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES

 

Mr. Hinson moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Stricklin, all voted aye. Mr. Sanderson moved that the ordinance be amended, by placing a 4-way Stop at Wilkins and Rains, seconded by Mr. Park, all voted aye. Mr. Hinson then moved that the ordinance be placed on 3rd and final reading, seconded by Mr. Sanderson, all voted aye and the ordinance was given #1598.

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE #1571 ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 5: ZONING SAID ANNEXED TERRITORY R-1 AND R-2: DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Shelton moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Stricklin, all voted aye. Mr. Stricklin then moved that the rules be suspended and the ordinance be placed on third and final reading, seconded by Mr. Shelton, all voted aye. Mr. Stricklin then moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Hinson, all voted aye and the ordinance was given #1599.

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES

 

Mr. Sanderson moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Hinson, all voted aye. Mr. Sanderson then moved that the rules be further suspended and the ordinance be placed on third and final reading, seconded by Mr. Shelton, all voted aye. Mr. Stricklin then moved for the adoption of the ordinance, including the emergency clause, seconded by Mr. Sanderson, all voted aye and the ordinance was given #1600.

 

Mr. Bridger moved that the City be given permission to advertise for bids on a 2 ½ ton truck and chassis, seconded by Mr. Stricklin, all voted aye.

 

Mr. Park moved that the list of streets presented to council for slurry seal be approved, seconded by Mr. Shelton, all voted aye. (List attached to permanent record of minutes)

 

On recommendation of Mr. Minx, Sanitation Department Chairman, Mr. Hinson moved that two trucks be purchased for the Sanitation Department from O’Neal Ford and a rear loader from Hawkins Equipment Company. The motion was seconded by Mr. Bridger with the only descending vote cast by Mr. Shepard.

 

Mr. Park moved that the City Attorney be directed to contact Binkley Advertising Company to remove signs located at Main and Nettleton by October 1, seconded by Mr. Smith, with the only descending vote cast by Mr. Sanderson.

 

There being no further business, council adjourned.
