The Metropolitan Area Planning Commission met in a called meeting on Thursday, May 15, 1975 in the Court Room at City Hall.  The regularly scheduled meeting was cancelled on May 8, 1975.
 
The meeting was called to order by the Chairman, Mr. A.E. Scott, Jr.
 
MEMBERS PRESENT: Scott, Morrison, Cooper, Smith, Wheeless, and Ball.
 
MEMBERS ABSENT: Roddy and McDaniel.
 
Item #1.  Rankin-White Land Company requests a rezoning from Residential One (R-1) to Commercial Four (C-4) at the following described location.  A part of the Spence Subdivision of a part of the Northeast Quarter of the Southeast Quarter of Section 29, Township 14 North, Range 4 East, Craighead County, Arkansas, and being more particularly described as followed: The east 30 feet of Lot 14, all of Lot 15 and the west 90 feet of Lot 16, all being in Block A, and the west 70 feet of Lot 1, all of Lot 2, all of lot 13 and the west 70 feet of Lot 14, all being in Block B.  The general location of this property is described as commencing approximately 170 feet south of Race Street with approximately 480 feet of frontage on the west side of Caraway Road.  A motion was made by Mr. Ball and seconded by Mr. Wheeless to APPROVE the request.  A vote was taken and the motion was passed unanimously.
 
Item #2.  J.A. Lamberth requests final approval of the J.A. Lamberth Subdivision.  Initial request for final approval on the 10th of April, 1975 was tabled for further study to be resubmitted at the regular scheduled May, 1975 meeting.  General location of said subdivision is as follows: East of the May's Addition and north of the Watkins Subdivision on the north side of the Old Greensboro Road.  A motion was made by Mr. Cooper and seconded by Mr. Smith to APPROVE the request.  A vote was taken and the motion was passed unanimously.  
 
Item #3.  Glen Hutson and Bob Jones representing Kingsway Skateland Inc. requests final approval of a Property Development Plan to construct a 20,000 square foot skating rink of 1850 South Church.  Subject property is presently zoned Commercial Three (C-3).  Mrs. R. Allen is the property owner.  Mr. Skip Mooney represented Mrs. Allen and discussed the option to purchase the property.  Mr. Edward Richards, a property owner in the neighborhood of the development, presented a petition signed by surrounding property owners against the development.  After discussion, a motion was made by Mr. Morrison and seconded by Mr. Cooper to DISAPPROVE the request because of the fact that it would generate undue noise from outside traffic, the traffic situation would be enlarged, and even though zoned C-3, the development would not be in character with the general district or area.  A vote was taken and the motion was passed unanimously.
 
Item #4.  John Wheeler requests preliminary approval of Wheeler Acres.  This property is described as being a part of the northeast quarter of Section 10, Township 14 North, Range 4 East, Craighead County, Arkansas, containing 12.86 acres more or less.  General location of said property is as follows:  East of Airport Road and south of Highway 1 North, with the east property line being bounded by the Old Paragould Highway.  A motion was made by Mr. Cooper and seconded by Mr. Wheeless to APPROVE the request to the property owner providing access to the southwest and providing right of way on the Old Highway Number One (Paragould Highway.)
 
Item #5.  Mr. Bob Gibson requests preliminary approval of the Northland Subdivision.  The property is described as being a part of the Southeast Quarter of the Northwest Quarter of Section 32, Township 15 North, Range 4 East, containing 12.4 acres more or less.  General location of said property is as follows: East of Highway 141 and north of the Bennett Subdivision and being approximately one quarter mile north of the Thomas Green Road.  A motion was made by Mr. Cooper and seconded by Mr. Smith to APPROVE the request subject to the dedication of a 41 foot right of way from the center line of the road to the property line.  A vote was taken and the motion was passed unanimously.   
 
Item #6.  Dr. H.O. Edwards requests preliminary approval of the Edwards Addition.  This property is described as being a part of the Southwest Quarter of the Southeast Quarter of Section 8, Township 14 North, Range 4 East containing 10.76 acres more or less.  General location of said property is as follows:  Being on the north side of Belt Street, north of Cedar Heights Addition and north of Melrose Street.  A motion was made by Mr. Ball and seconded by Mr. Wheeless to APPROVE the request.  A vote was taken and the motion was passed unanimously.
 
The meeting was dismissed at 10:15 P.M.
