APPEAL HEARING - 6:10 P.M. - An appeal hearing was conducted regarding the recommendation of the Metropolitan Area Planning Commission to deny a zoning change from Agricultural (AG-1) to Residential (R-3) as requested by Mr. Jay Harmon and his Attorney, Charles Mooney, Sr. Due to an error in the legal publication notice, and even though a corrected publication notice had been run, Mr. Mooney requested the ordinance be read twice and held until the December18, 2000 council meeting. No opposition was voiced.
 
PUBLIC HEARING - 6:20 P.M. - A public hearing was conducted for the purpose of establishing the Kid's Kabbie Transport Service and to allow input from other taxi-cab services. There had been questions at the last council meeting, regarding zoning, bonds, and insurance, but it was determined that Ms. Martha McMillin had met all the necessary requirements. No opposition was voiced.
 
CITY COUNCIL MINUTES - December 4, 2000
 
The Jonesboro City Council met Monday, December 4, 2000 at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk Donna Jackson, City Attorney Phillip Crego, and 11 council members. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. Councilman Perrin was unable to attend.
 
Councilman Roddy moved, seconded by Councilman Young to accept the minutes as provided. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy.
 
Councilman Moore offered the following ordinance for first reading:
 
ORDINANCE TO REZONE PROPERTY FROM AGRICULTURAL (AG-1) TO RESIDENTIAL (R-3), LOCATED ON THE EAST SIDE OF KATHLEEN STREET, NORTH OF MORTON DRIVE. (C.M. MOONEY, JAY HARMON)
 
Councilman Young moved, seconded by Councilman Moore to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. No further action was taken on this particular ordinance.
 
Councilman Moore moved, seconded by Councilman Rega to approve the establishment of Kid's Kabbie Transport Service with the stipulation that all requirements had been met. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy.
 
Councilman Young offered the following ordinance for first reading:
 
ORDINANCE PROHIBITING THE STORAGE UNDER CERTAIN CIRCUMSTANCES, OF JUNK AND/OR ABANDONED VEHICLES; REPEALING CERTAIN CODE PROVISIONS REGARDING SUCH VEHICLES; AND DECLARING AN EMERGENCY.
 
At Mayor Brodell's request the ordinance was read one time and held for further research.
 
Councilman Moore moved, seconded by Councilman Roddy to set an appeal hearing for 6:15 p.m. on December 18, 2000, regarding the recommendation of the Metropolitan Area Planning Commission to deny a zoning change from Residential (R-1) to Commercial (C-3), located on the north side of the 3400 block of Colony Drive for Mr. Mitchell Caldwell. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy.
 
Councilman Kelton moved, seconded by Councilman Tate for the adoption of a resolution certifying local government endorsement of High Tech Properties, located at 3307 One Place, to participate in the Advantage Arkansas Program. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. The resolution was assigned number 2000:50.
 
Councilman Rega moved, seconded by Councilman Crockett to appoint Mr. Jimmy Cooper, Jonesboro School Board President to replace Mr. Ron Bennett on the City Water and Light Board with an expiration date of February, 2002. A voice vote was taken resulting in all members voting aye with the exception of Alderman McCall who abstained from voting. Those members voting aye were: Kelton, Tate, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy.
 
Under new business, Councilman Young, Chairman of the Finance Committee reported that the proposed 2001 budget was provided to Council on November 30, 2000 in accordance with Arkansas Statues.
 
Councilman Rega reported that the Personnel Committee would begin reviewing the applications for the position of Human Resources Director.
 
With no further business the meeting was adjourned.
