MAPC MINUTES

JANUARY 11, 1979

 

The Metropolitan Area Planning Commission met Thursday, January 11, 1979 at 7:00 P.M. in the court room at City Hall.

 

The meeting was called to order by Chairman, Ralph Morrison.

 

Members Present: Morrison, Ball, Smith, Tilton, Gott, Freeman, Brown and Cooper

 

Members Absent: Morse

 

Others Present: Mike Cameron, Roy Douglas, Brenda Barnes and Curt Hodges.

 

Mr. Ralph Gott was appointed by County Judge Dennis Gilliam to the MAPC to replace Mr. Jim McDaniel whose term had expired effectively 12-31-78.

 

Minutes for December were read and approved. Items for business were as follows: Item for business was as follows:

 

Item #1 Bill R. Cato, Nickles J. Leone and Ester E. Leone requests a zoning classification of Commercial three (C-3) for property abutting the present City Limits. Subject zoning request is submitted under the provisions of ordinance #1473 providing for zoning classifications prior to the subject property being annexed to the City. The MAPC is asked to prepare a written statement as to what affect the said annexation would have on the City Accepting such lands.

 

A part of the Northeast Quarter (NE ¼) of the Northeast Quarter (NE ¼) of Section 32, Township 14 North, Range 4 East of the 5th Principal Meridian in Craighead County, Arkansas, more particularly described as follows:

 

From the Northeast Corner of said Section 32, thence S 01° 09’ W 639.9 feet along the east line of the NE ¼ of the NE ¼ of said Section 32 to the point of beginning; thence S 01° 09’ W 386.1 feet to a point, thence S 89°  07’ W 420.1 feet to a point, thence N 01° 09’ E 247.1 feet to a point, thence N 89°56’ T 45.0 feet to a point, thence N 01° 09’ E 145.0 feet to a point, thence N 89° 56’ E 375.0 feet to the point of Beginning, containing some 3.60 acres, more or less, subject to an easement fifty feet (50’) in width on the east side thereof. The general location is south of Parker Road and west of Caraway Road.

 

A motion was made by Mr. Cooper and seconded by Mr. Ball to approve request. REQUEST APPROVED UNANIMOUSLY.

 

Item #2 H.R. Shaver Jr. and Robbie Nelle Shaver request a zoning classification of Commercial Tree (C-3) for the property contiguous to the City Limits. The zoning request is submitted under the provisions of Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the City. The MAPC is asked to prepare a written statement as to what effect the said annexation would have on the City accepting such lands. The property is described as follows:

 

Begin at the East Quarter Corner of Section 28, Township 14 North, Range 4 East, Craighead County, Arkansas; thence North 89 degrees 59 minutes west 110.0 feet to the point of beginning proper; thence south 0 degrees 49 minutes west 225.0 feet; thence north 89 degrees 59 minutes west 180.0 feet; thence north 0 degrees 49 minutes east 225.0 feet; thence south 89 degrees 59 minutes east 180.0 feet to the point of beginning proper, subject to rights-of-way and easements of record. The general location of this property is south of Race Street and west of Richardson Road.

 

Mr. Brown made a motion seconded by Mr. Freeman to approve requests. The Attorney for the owner stated that a development plan would be prepared prior to final passage by the City Council, showing proposed improvements; such as storm sewer, drop inlets, and curbing or curb islands as necessary. REQUEST APPROVED UNANIMOUSLY.

 

Item #3 Ralph G. King, Thelma C. King, Don Foust, Jane Foust, John R. Mays, Allie F. Mays, Floyd Johnson, Mary Jane Johnson, Robert, L. Lewis and Monterie Lewis requests rezoning classification of Residential Two (R-2) for the following parcel of property. The zoning request is submitted under the provisions of Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the City. The MAPC is asked to prepare a written statement as to what effect the said annexation would have on the City accepting such lands. The property is described as follows:

 

Part of the Southwest Quarter, Section 8, 21.11 acres and part of the Northeast Quarter, Northwest Quarter, Section 17 1.12 acres, all being contained in Township 14 North, Range 4 East, Craighead County, Arkansas, being more particularly described as follows: commencing at the South west corner Section 8, Township 14 North, Range 4 East; thence East along the Section line 891.0 feet to the intersection with the Southeasterly right of way line of Greensboro Road the point of beginning proper; thence North 20 degrees 56 minutes 30 seconds east along said right-of-way line Greensboro Road 429.5 feet; thence north 37 degrees 13 minutes east along said right-of-way line Greensboro Road 233.9 feet; thence north 74 degrees 20 minutes east along said right-of-way line Greensboro Road 500.5 feet thence north 10 degrees 49 minutes 13 seconds west to the centerline of Greensboro Road 30.04 feet; thence north 74 degrees 20 minutes east along said centerline 533.3 feet to existing fence; thence south 11 degrees 51 minutes 07 seconds east along said fence 915.6 feet to the South line Section 8, a distance of 271.15 feet west of the Quarter Corner Section 8 and 17; thence west along said Section line 738.4 feet; thence south 1 degree 21 minutes west 305.0 feet; thence west 160.0 feet to the centerline of  a dedicated street; thence north 1 degree 21 minutes east along said centerline 305.0 feet to the south line Section 8; thence west along said Section ling 574.4 feet to the point of beginning proper containing in all 22.23 acres, more or less, and begin subject to road easements as shown on the plat of survey. General location is north of Belt and east of Greensboro Road.

 

A motion was made by Mr. Freeman and seconded by Mr. Tilton to approve request subject to a stipulation made that a development plan be submitted to the MAPC prior to a building permit being issued for any construction on the annexed property. REQUEST APPROVED UNANIMOUSLY.

 

NOTE: It should be noted that property owners were advised that major improvements will be required on Greensboro and Belt.

 

Item #4 David Price requests a replat of Lot 17 of the Northwest Addition to the City of Jonesboro into two lots, 17A and 17B. The general location of this property is north of Gordon Street and South of Allen Street.

 

A motion was made by Mr. Cooper and seconded by Mr. Tilton to approve request subject to 20’ addition R/W on Main - a total of 50’. REQUEST APPROVED UNANIMOUSLY.

 

Item #5 Gerald Marlar requests a replat of Lot 3 of Bartonvale Estates Addition to the City of Jonesboro into two lots, Lots A and B. The general location of this property is east of Rains Street and west of Kitchen Court.

 

Mr. Brown made a motion, seconded by Mr. Ball to approve request. REQUEST APPROVEN UNANIMOUSLY.

 

Other items for business were Election of Officers for 1979. Officers were unanimously re-elected as follows:

Roy Cooper, Vice-Chairman

Larry Ball, Secretary
