PUBLIC HEARING - 7:15 P.M. - A public hearing was conducted as requested by Mr. Ted Troutman for the purpose of vacating an existing plat and the approval of a revision plat. Mr. Troutman explained he wished to remove one lot so he could expand the remaining six lots to meet County Health requirements. No opposition was voiced at the public hearing.

 

CITY COUNCIL MINUTES, JULY 17, 1995

 

The Jonesboro City Council met Thursday July 17, 1995, at 7:30 p.m. A full quorum was in attendance. Present were Mayor Brodell, City Clerk, Donna K. Jackson, City Attorney, Phillip Crego, and eleven Councilmen. Those Councilmen were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Roddy, Harpole and Hannah. Councilmen Kelton was unable to attend due to a death in his family.

 

The minutes of July 6, 1995, were approved as mailed on motion by Councilman Perrin seconded by Councilman Tate. A roll call vote was taken resulting in all council members voting aye. Those Councilmen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

As requested, the rezoning of property owned by Mac Fleming (Agenda Item 4A) was tabled till August 7, 1995. The request was made by Mr. Charles Mooney, Sr., attorney for Mr. Fleming.

 

The following ordinance was on third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (STEVE STOKER)

 

Councilman Tate moved, seconded by Councilman Harpole for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Roddy, Harpole and Hannah. The ordinance was given the number 2633.

 

The following ordinance was on third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (LAVAUGHN RUSHER)

 

Councilman Perrin moved, seconded by Councilman Tate for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Roddy, Harpole and Hannah. The ordinance was given the number 2634.

Councilman Wise moved, seconded by Councilman Evans for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye, with the exception of Councilman Vance who abstained from voting. Those Aldermen voting aye were: Wise, Rega, Evans, Province, Young, Perrin, Tate, Roddy, Harpole and Hannah. The ordinance was given the number 2635.

 

Councilman Roddy offered the following ordinance for the first reading.

 

AN ORDINANCE TO VACATE AND ABANDON THE EXISTING PLAT AND APPROVAL OF A REVISION PLAT, TO ALLOW THE REMOVAL OF ONE LOT AND EXPANSION OF THE REMAINING SIX LOTS TO MEET COUNTY HEALTH REGULATIONS. (TED TROUTMAN)

 

Councilman Vance moved, seconded by Councilman Harpole to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Roddy, Harpole and Hannah. No further action was taken regarding this ordinance.

 

Councilman Vance offered the following ordinance for the first reading.

Councilman Hannah moved, seconded by Councilman Wise to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Roddy, Harpole and Hannah. No further action was taken regarding this ordinance.

Councilman Hannah moved, seconded by Councilman Harpole to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Roddy, Harpole and Hannah. No further action was taken regarding this ordinance.

 

Item Five (5) on the agenda, Bids for Review: 95:35 - Fuel System - Sanitation/Street Departments; 95:36 - 911 Digital Recording Equipment; and 95:37 - Used Roller - Street Department, were tabled until August 7, 1995 so more information regarding the Supreme Court’s ruling on sales tax could be obtained.

 

Councilman Harpole moved, seconded by Councilman Young for the adoption of a traffic resolution requesting “NO THRU TRAFFIC" signs to be placed at the north/south alley, located at 621 E. Matthews, as recommended by the Metropolitan Area Traffic Authority, and the Jonesboro Police Department. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Roddy, Harpole and Hannah. The resolution was given the number 1995:33.

 

Councilman Evans moved, seconded by Councilman Perrin for the adoption of a resolution to condemn property located at 520 N. Main in Jonesboro, Arkansas. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Roddy, Harpole and Hannah. The resolution was given the number 1995:34.

 

Councilman Hannah moved, seconded by Councilman Harpole to appoint Mr. Bob Miller to replace Mr. Larry Duke on the Civil Service Commission with the term to expire April 1, 1999. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

Councilman Perrin moved, seconded by Councilman Rega to appoint Mr. Chris Munos to Advertising and Promotions Committee with a term to expire February 1, 1999. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

The decision was made to delay filling a position on the Public Facilities Board until a later date.

 

Under new business, Mayor Brodell reported the Graver & Garver firm would provide guidelines for bid specifications and Stephens Inc. would provide estimated cost for all road projects. Mayor Brodell predicted the sale of the bonds would begin in August.

 

Councilman Young distributed a proposed ordinance, amending Chapter 8.24 "Vehicles For Hire" of Jonesboro's Municipal Code. Mr. Young explained the committee (Taxi) had reviewed current guidelines and recommended the following: Increasing surety bond requirements from $5,000.00 to $25,000.00; Transfer of permits only as approved by City Council; To provide for limousines outside the eight (8) year maximum age requirement for taxi-cabs. The ordinance is to be offered August 7, 1995.

 

Councilman Harpole gave an update on several different projects, the first being the Salary/Administration Plan, stating it is near completion, with recommendations to be given to Mayor Brodell and Finance Committee by early August. Mr. Harpole also stated the Parks Planning & Advisory Council had completed its ninety day Planning Study and will be making recommendations to the Council's Parks Committee by next week. Next, Councilman Harpole also reported 85 resumes had been received for the position of Mayor's Assistant. The Personnel Committee will meet August 7, 1995, for the purpose of screening the resumes, and narrowing the selection to ten or fifteen applicants. The Insurance Committee will also meet in August to discuss the Actuarial Report regarding the Non-Uniform Pension Fund. In closing, Councilman Harpole moved, seconded by Councilman Young to approve the Insurance Committee's recommendation to renew Jonesboro's insurance coverage with Blue-Cross Blue-Shield for one more year. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

With no further business the meeting was adjourned.
