APPEAL HEARING - 6:15 P.M. - An appeal hearing was conducted as requested by Winston and Paulette Quinn, regarding denial by the Metropolitan Area Planning Commission to rezone property from Agricultural AG-1 and Residential R-1 to Commercial C-3 and Industrial I-1, located at 6106 Southwest Drive. No opposition was voiced.

 

CITY COUNCIL MINUTES - October 2, 2000

 

The Jonesboro City Council met Monday, October 2, 2000 at 6:30 p.m. A full quorum was in attendance. Present were: City Clerk Donna Jackson, City Attorney Phillip Crego, and 12 council members. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Rega presided over the meeting in the absence of Mayor Brodell, who was away on city business.

 

Councilman Moore moved, seconded by Councilman Perrin to approve the minutes, from September 18, 2000 as provided earlier. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.

 

Councilman Tate offered the following ordinance for first reading:

 

ORDINANCE TO REZONE PROPERTY FROM RESIDENTIAL (R-1) TO COMMERCIAL (C-3), LOCATED AT 2308 PARKER ROAD. (Ms. Peters, Realtor)

 

Councilman Tate moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Tate moved, seconded by Councilman Crockett to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Perrin moved, seconded by Councilman Crockett for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3249.

 

Councilman Young offered the following ordinance for first reading:

Councilman Young moved, seconded by Councilman Moore to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Councilman Tate moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Councilman Young offered the following ordinance for first reading:

 

ORDINANCE DESIGNATING 30 MINUTE PARKING IN FRONT OF JONESBORO CITY HALL, LOCATED AT 515 W. WASHINGTON.

 

Councilman Young moved, seconded by Councilman Moore to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Crockett to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3251.

 

Councilman Moore offered the following ordinance for first reading:

 

ORDINANCE PROHIBITING PARKING ON THE NORTH SIDE OF ROSEMOND AVENUE BETWEEN JAMES STREET AND FRIERSON DRIVE FROM 7:30 A.M. TO 3:30 P.M. ON SCHOOL DAYS ONLY.

 

Councilman Moore moved, seconded by Councilman Young to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Perrin moved, seconded by Councilman Moore to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Perrin moved, seconded by Councilman Moore for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3252.

 

Under new business, Councilman Kelton offered the following ordinance for first reading:

 

ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE THE PURCHASE OF A JOHN DEERE 5210 TRACTOR FOR THE PARKS DEPARTMENT

 

Councilman Tate moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye, with the exception of Councilman Rorex and Councilman Moore. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rega, Province, Copeland, Perrin and Roddy. Councilman Tate moved, seconded by Councilman Copeland to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye, with the exception of Councilman Rorex and Councilman Moore. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rega, Province, Copeland, Perrin and Roddy. Councilman Perrin moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye, with the exception of Councilman Rorex and Councilman Moore. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rega, Province, Copeland, Perrin and Roddy. Councilman Rorex stated the reason he did not support this ordinance was because it did not seem to be an emergency and because other vendors should be given the opportunity to bid on the equipment. Councilman Moore concurred. The ordinance was assigned ordinance number 3253.

 

Councilman Moore offered the following ordinance for first reading:

 

ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE PURCHASE OF A 5 GANG REEL PULL MOWER AND A WORKMAN 3300-D UTILITY VEHICLE FOR THE PARKS DEPARTMENT

 

Councilman Copeland moved, seconded by Councilman Crockett to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye, with the exception of Councilman Rorex. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Crockett to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye, with the exception of Councilman Rorex. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Perrin moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye, with the exception of Councilman Rorex. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Moore, Rega, Province, Copeland, Perrin and Roddy. Councilman Rorex again stated the reason he did not support this ordinance was because it did not seem to be an emergency and because other vendors should be given the opportunity to bid on the equipment. The ordinance was assigned ordinance number 3254.

 

With no further business, the meeting was adjourned.
