CITY COUNCIL MINUTES MARCH 17, 1980

 

The Jonesboro City Council met in regular session, Monday, March 17, 1980, at 7:30 p.m. Present: City Clerk, City Attorney, Park, Sanderson, Shelton, Bridger, Minx, Hannah, Haigler, Stricklin, Province, Mays and Haggenmacher. Absent: Hinson, Mayor.

 

The minutes of March 3, were approved as mailed on motion by Mr. Hannah, seconded by Mr. Park and all council voting aye.

 

After a lengthy discussion with Mr. John Coleman and Warren Dupwe, attorneys representing property owners adjourning an alley on Bridge Street from Miller, Mr. Minx moved that the City Attorney be authorized to proceed with the abandonment of the west 150 feet by 20 feet from Miller Street. The motion was second by Mr. Bridger. Voting aye: Park, Bridger, Minx, Haigler, Stricklin, Province and Haggenmacher. Voting nay: Sanderson, Shelton and Hannah. Mr. Mays passed. Motion passed.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO PROHIBIT THE STORAGE, HANDLING OR USE OF CLASS I FLAMMABLE LIQUIDS AND COMBUSTIBLE CLASS II AND III LIQUIDS ON RESIDENTIAL LOTS LOCATED WITHIN THE MUNICIPAL LIMITS OF THE CITY OF JONESBORO; PRESCRIBING PENALTIES FOR VIOLATIONS HEREOF AND FOR OTHER PURPOSES

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE FOR THE CITY OF JONESBORO: PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Several suggestions were made by the adjoining property owners and also the developers before Ms. Haigler moved that the 60-foot buffer zone remain R-1 and to be deeded to the property owners. The motion was seconded by Mr. Mays and all council voted aye. Mr. Park then moved for the adoption of the ordinance as amended, seconded by Mr. Shelton. All voted aye. The ordinance was given the number 1715.

 

The following bids were reviewed for insurance on city owned buildings:

 

Mardis, Bennett, Adkins                     $5,359.00

General Insurance                      5,496.00

General Insurance                      5,672.00

Consolidated                      7,182.00

Grady                      6,946.00

 

Mr. Bridger moved that the bid from Mardis, Bennett, Adkins, be approved, seconded by Mr. Bridger. All voted aye.

 

The following bids were reviewed for tornado sirens:

Mr. Hannah moved that the low bid of Alerting Communications be approved with funds appropriated from capital improvements, duly seconded by Mr. Haigler. All voted aye.

 

On motion by Mr. Bridger, seconded by Mr. Minx, all bids were rejected on a one ton truck for the street department. The bids were as follows:

 

Central Chevrolet                     $8,247.00

O’Neal Ford                      8,764.72

Keasler Body Co.                      1,998.20 (Dump bed only)

 

Mr. Cameron announced that Clean Sweep would begin on April 7, for trash hauling.

 

The Mayor offered the following nominations to CW&L Board: Bruce Kimmel, Ward 4, arr. Harris Gilliam, Ward 6 APPT.

 

Both were approved by unanimous vote of council on motion by Mr. Stricklin, seconded by Bridger.

 

Larry Fugate, Associate Editor, Jonesboro Sun, announced that request was being made for all bid specifications be mailed to the paper.

 

There being no further business, council adjourned.
