CITY COUNCIL MINUTES - NOVEMBER 16, 1987

 

The Jonesboro City Council met at 7:30 p.m. at City Hall. Present were Mayor, City Clerk, City Attorney, and all Aldermen.

 

The minutes of November 2, 1987, were approved as mailed on motion by Mr. Stricklin, seconded by Mr. Evans. All voted aye.

 

Mr. Shelton offered the following ordinance for first reading:

 

AN ORDINANCE TO WAIVE BIDDING REQUIREMENTS FOR THE PURCHASE OF AN AMX POTHOLE PATCHER SERIAL NO. 205305

 

Mr. Bridger move, seconded by Mr. Evans to suspend the rules and place the ordinance on second reading. All voted aye.

 

Mr. Evans offered the following ordinance for first reading: (Rez/T. Davis, N. of intersection of Cain & Highland, C-3 to I-1)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES

 

The following ordinance was on second reading: (Annexation, Easley, et al, N. of Hwy 18 E,

R-2, R-3, AG)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.

 

The following ordinance was on second reading:

 

AN ORDINANCE PROHIBITING TELEPHONE SOLICITATIONS OF CONTRIBUTIONS FOR ELEEMOSYNARY PURPOSES WITH A CITY PERMIT AND TO REQUIRE CERTAIN DISCLOSURES BEFORE A PERMIT CAN BE ISSUED

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES

 

Mr. Mays moved, seconded by Mr. Park to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2057.

 

The following ordinance was on third reading:

 

AN ORDINANCE TO AMEND ARTICLE 1 OF CHAPTER 8 DESIGNATED ELECTRICAL CODE

 

Mr. Stricklin moved, seconded by Mr. Park to adopt the ordinance with the emergency clause.

All voted aye. The ordinance was given the number 2054.

 

The following ordinance was on third reading: (Annexation, A. Bartels, et al, E & W of Hwy l N)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS ASSESSING SAID ANNEXED TERRITORY TO WARD 2; ZONING SAID ANNEXED TERRITORY RESIDENTIAL, R-3, COMMERCIAL, AS SHOWN ON THE ANNEXATION PLAT; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Hannah moved, seconded by Mr. Nix to adopt the ordinance with the emergency clause, subject to the stipulations of the MAPC. A roll call vote was taken and all voted aye. The ordinance was given the number 2055.

 

The following ordinance was tabled for the second time on November 2, 1987:

 

AN ORDINANCE TO VACATE AND ABANDON CAROL CIRCLE WHICH IS LOCATED IN JONESBORO, ARKANSAS CRAIGHEAD, COUNTY, ARKANSAS

 

Alderman Hannah addressed the matter and stated he favored vacating the street because he believed it to be in the best interest of the city and the property owner. His research reflected that Carol Circle was never formally dedicated and has never been formally opened to traffic. He added the owner of the property apparently paid to have an area between Carol and Parker paved to oven up a second street to the area.

 

Jim Lyons, Attorney for the property owner, Citizens Bank stated the bank has agreed to pay one-half of the estimated $5,000 cost to improve drainage in the area and the intersection of Shelby and Parker Rd., the frontage road south of the expressway. Mr. Lyons also stated the property owner would be in agreement with the stipulation that when Carol Circle in closed and torn up, that the owner (Citizens Bank) or future property owner will obtain permission from AHTD to remove asphalt, dirt, tile and to re-slope the dirt for proper drainage and seed it.

 

Mr. Sanderson moved, seconded by Mr. Shelton to amend the ordinance as follows: for the owner of the vacant property to pay the cash outlay for straightening the drainage at the street. A roll call vote was taken and all voted aye.

 

Mr. Stricklin then moved, seconded by Mr. Mays to adopt the ordinance as amended with the stipulations. A roll call vote was taken, all voted aye. The ordinance was given the number 2056.

 

The following bids were up for review:

87:41- Police Uniform Cleaning - Mr. Park moved, seconded by Mr. Evans to approve low bid meeting specifications from Massanelli Cleaners. All voted aye.

 

87:42 - Pest Control

Mr. Shelton moved, seconded by Mr. Park to approve the low bid meeting Specifications from Ace Termite. All voted aye.

 

87:43 - Base Radio - pulled from the agenda.

 

87:44 - Public Works Uniforms - Mr. Park moved, seconded by Mr. Shelton to split the bid to the low bid meeting specifications. All voted aye.

 

Mr. Evans moved, seconded by Mr. Bridger to set a Public Hearing on December 14, 1987, at 7:00 p.m. regarding the annexation of all islands within the city. All voted aye.

 

Mr. Shelton offered a resolution to ask the Arkansas Highway Commission to include the City of Jonesboro in the Economic Development Corridor Plan in the widening of Arkansas Highway 18 between Jonesboro and Blytheville from two (2) to four (4) lanes. Mr. Shelton then moved, seconded by Mr. Stricklin for the adoption of the resolution. All voted aye. The resolution was given the number 1987:40.

 

Mr. Hannah offered a resolution commending Assistant Chief Marvin Cook for outstanding service to the Jonesboro Police Department. The resolution was read by the Clerk. Mr. Hannah moved, seconded by Mr. Mays for the adoption of the resolution. All voted aye. The resolution was given the number 1987:39.

 

Mayor Brodell announced a special committee to review the citys salary schedule consisting of Robin Nix, Chairman; Bill Hinson and Cecil Province.

 

Mr. Evans asked the council to consider adoption of a new sign ordinance, adding that permits for more than 50 signs, some 45 ft. tall, have been issued since September 1, 1987.

 

Mr. Mays announced Police indicated a train in E. Jonesboro was clocked doing 56 mph. He asked council to authorize the City, Jim Burton to notify railroads serving the city that the speed limit for trains passing through Jonesboro will be enforced. He added that research into ordinances regarding trains is being performed.

 

Dr. Strauser asked council to approve an additional expenditure of $125.000 for construction of the new FAA Flight Service Station at Jonesboro Municipal Airport. He added that more than one-half of the allocation involves a formal transfer of Street Department funds for work construction completed several months ago.

 

Dr. Strauser asked council to review the 1988 Budget and make recommendations by the next meeting. He expressed appreciation to Mr. Hannah and Mr. Park, Finance Committee members for their diligent work and to Aldermen Stricklin and Mays for their attendance and advice at the budget meetings.

 

With no further business, the meeting adjourned.
