CITY COUNCIL MINUTES - March 18, 2002
 
The Jonesboro City Council met Monday, March 18, 2002, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Attorney, Phillip Crego, City Clerk, Donna K. Jackson, and twelve council members. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, Copeland, and Roddy.
 
Councilman Perrin moved, seconded by Councilman Roddy to approve the minutes of March 4, 2002, as previously delivered. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin Copeland and Roddy.
 
Councilman Perrin moved, seconded by Councilman Crockett to reinstate a request for an appeal hearing for Roy and Nell Bearden regarding the Metropolitan Area Planning Commission's recommendation to deny rezoning from Residential (R-1) to Commercial (C-3). The appeal hearing was set for April 1, 2002, for 6:10 p.m. at Council Chambers, located at 900 W. Monroe. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin Copeland and Roddy.
 
Councilman Tate moved, seconded by Councilman Crockett for the adoption of a resolution endorsing Thomas and Betts Corporation, located at 5601 East Highland Drive to participate in the Arkansas Enterprise Zone Program. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin Copeland and Roddy. The resolution was assigned resolution number 2002:15.
 
Councilman Kelton moved, seconded by Councilman Province to appoint Dr. Ken Beadles to fill the unexpired term of Mr. Tommy Brown to the Board of Directors, Jonesboro Urban Renewal and Housing Authority, with an expiration date of October, 2006. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin Copeland and Roddy.
 
Under new business, Mr. Jason Wilkie, Parks Director presented the champions of the City Stars winter league basketball program. Participants and adult volunteers were recognized for their participation in the program.
 
Councilman Tate stated that the Engineering Department had delivered a report to the Mayor's Office today at 3:00 p.m., regarding the results of the ditch paving done by Brand Construction and Fred Barnett. Mr. Tate stated he would review the report with City Attorney, Phillip Crego before bringing it to the Street Committee. He requested the full council attendance in order to determine which direction should be taken. Mayor Brodell stated he would be involved with the investigation as well as the Street Committee.
 
Councilman McCall requested a written statement providing the following information prior to the Street Committee meeting mentioned by Councilman Tate:
 
(1) Why the ditch project was not turned over to the engineering department? Mr. McCall pointed out that state law requires inspection of projects exceeding $25,000.00, and the ditch project was well over that specified amount.
 
(2) Why were no work specifications provided for the project by the City of Jonesboro?
 
(3) Why a ditch project totaling over $400,000.00 was not brought before the Street Committee?
 
(4) Plans to prevent this from happening in the future.
 
Mayor Brodell responded saying if Councilman McCall would put his questions in writing he would provide the answers.
 
Councilman Moore stated the Street Committee has the same concerns expressed by Councilman McCall. He explained additional work and effort has been done by the Street Committee to address the situation and thanked Councilman McCall for his concern.
 
With no further business, the meeting was adjourned.
