DECEMBER 8, 1977

 

The Metropolitan Area Planning Commission met Thursday, December 8, 1977 at 7:00 P.M. in the Court Room at City Hall.

 

The meeting called to order by the Chairman, Mr. Ralph Morrison.

 

Members Present: Morrison, Ball, Tilton, McDaniel, Gott, Morse and Cooper

 

Members Absent: Smith and Brown

 

Others Present: Mike Cameron, Larry Fugate, Jimmy Cooper and Brenda Barnes.

 

Item #1 Gregg Funeral Home request a rezoning from Residential Two (R-2) to Commercial Two (C-2) at the following location. A part of Lot 16 of the Homer Parr Addition to Jonesboro, Arkansas, more particularly described as follows: Beginning at the Southeast Corner of said Lot 16; thence north 89 degrees 16 minutes west 120.0 feet along the south line of said Lot 16; thence north 0 degrees 12 minutes east 189.1 feet; thence south 89 degrees 33 minutes east 120.0 feet; thence south 0 degrees 12 minutes west 189.7 feet to the point of beginning proper containing 22,727 square feet and being subject to 41 feet right-of-way from centerline of Matthews Street. General location of this property is on the North side of Matthews Street and west of the new Gregg Funeral Home. Mr. Mike Gott represented Gregg Funeral Home. A motion was made by Mr. Cooper and seconded by Mr. McDaniel to approve the request subject to a 41’ easement of right-of-way on Matthews Street. REQUEST APPROVED UNANIMOUSLY.

 

Item #2 Daniel Buckley, Kay Buckley, Fred Dacus and Brenda Dacus requests a zoning classification of Residential Two (R-2) for a parcel of Property abutting the present city limits of the City of Jonesboro, Arkansas. Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for a zoning classification prior to the subject property being annexed to the City. The MAPC is also asked to make a written statement as to what effect the proposed annexation of this property would have on the city accepting said lands. Subject property is describes as follows: Lots 18 through 35 of Block “B” and Lots 1 through 8 of Block “D” of Cedar Heights Number One Subdivision of the City of Jonesboro, Arkansas. General location of this property is east and west side of Melrose Street from Cedar Heights Drive to Belt Avenue. ITEM WITHDRAWN at the request of the property owners.

 

Item #3 Rankin-white Land Co. and Stradley Appleton request a rezoning from Residential One (R-1) to Commercial Three (C-3) for the following tracts of land.

 

TRACT I. Part of the Northeast Quarter of the Southeast Quarter of Section 20, Township 14 North, Range 4 East, Craighead County, Arkansas, being more particularly described as follows: Commencing at the Southwest Corner of the Northeast Quarter of the Southeast Quarter of Section 20, aforesaid; thence North 89° 16’ East along the south line of said NE ¼ SE ¼ a distance of 198.6 feet; thence north 0°04’ west 930.0 feet to the point of beginning proper; thence continue north 0° 04’ west 60.7 feet; thence north 88° 42’ east 130.2 feet; thence north 0° 27’ west 325.2 feet to the north line of said NE ¼ SE ¼’ thence north 89° 42’ east along said north line 123.9 feet; thence south 0° 04’ east 386.3 feet; thence south 89° 16’ west 252.0 feet to the point of beginning proper, and containing 1.27 acres, more or less, and being subject to right-of-way along the north side of the tract to meet the requirement of 41 feet of right-of-way from the centerline of Nettleton Avenue.

 

TRACT II. A part of the North Half of the Southeast Quarter of Section 20, Township 14 North, Range 4 East, Craighead County, Arkansas, more particularly described as follows: Beginning at the center of said Section 20; thence run Easterly along the north side said SE ¼ 1760 feet to the point of beginning proper; thence south to the south line of said N ½ SE ¼ Section 20; thence east 252 feet; thence north to the north line said SE ¼; thence west along said north line 252 feet to the point of beginning proper less and except the south 721.51 feet thereof, containing 3.6 acres, more or less, and being subject to right-of-way along the north side of the tract to meet the requirement of 41 feet of right-of-way from the centerline of Nettleton Avenue. General location of this property fronting approximately 376 feet on the Southside of Nettleton Avenue and west of Wal- Mart private drive. A motion was made by Mr. Cooer and seconded by Mrs. Morse to approve the request subject to a 41’ right-of way on the south side of Nettleton Avenue across both Tracts of land. REQUEST APPROVED UNANIMOUSLY.

 

Item #4 W.S. Aycock requests a rezoning from Residential Two (R-2) to Commercial Five (C-5) at the following location. Lot 3 of Block 2 of Haltom Addition to Jonesboro, Arkansas. General location of this property is on the South/West corner of Matthews Avenue and Patrick Street. This item was tabled by the MAPC at the November meeting. This item was WITHDRAWN at the property Owners request.

 

Item #5 Joe Murray jr. request final approval of Southridge Addition. Subject property received preliminary approval by MAPC in August 1977. General location of this property is described as being on the north side of Neely Road and West of Timber Trails 1st Addition containing 19.80 acres, more or less. This item was tabled at the November MAPC meeting for additional drainage planning. The drainage problem for Southridge Addition and Timer Trails was not resolved in the 30 days allotted by the Planning Commission at the November MAPC meeting. A motion was made by Mr. Tilton and seconded by Mr. Ball to form a committee to try and resolve the drainage problem in this area. The motion was approved unanimously. Chairman Morrison appointed Mr. Tilton, Mr. Ball and Mr. Cooper to meet with the City Engineer, the developer of Southridge Addition, Developer of Timber Trails 2nd Addition, Developer of Rankin Oak Forest 2nd Addition, City Attorney, and residents that might be affected by the drainage problem.

 

Item #6 Northside Development Corporation request final approval of Crescando Valley First Addition, Jonesboro, Arkansas. Subject property received preliminary approval by the MAPC at the November 1977 meeting. General location of this property is described as being on the west of Hwy No. 141 North and north of Ginger Street. A motion was made by Mr. Ball and seconded by Mr. Gott to approve the request. REQUEST APPROVED UNANIMOUSLY.

 

Item #7 Larry Lewis request final approval of a Property Development Plan which proposes the construction of two buildings on one lot. Al Hendrix Motor Company, the existing building on the lot, and a car wash is to be built on the north side of existing buildings. General location of this development is on the north side of Washington Avenue and west of Bridge Street. A motion was made by Mr. Ball and seconded by Mr. Tilton to approve the request subject to a 41’ easement on East Washington and a 30’ easement on So. Bridge and 30’ easement on East Monroe. REQUEST APPROVED UNANIMOUSLY.

 

Item #8 Charles and Pat Metzler request final approval of a replat of Lots 1, 2. 3 and 4 of Block A of Metzler Addition to Jonesboro. General location of this property is on the South/West corner of Wilkins Avenue and Metzler Lane. A motion was made by Mr. Gott and seconded by Mr. McDaniel to approve the requests. REQUEST APPROVED UNANIMOUSLY.

 

Item #9 Wallace Fowler and Fred Dacus request preliminary approval of Fowler Caraway Addition to Jonesboro, Arkansas. Subject property is described as the north 517.2 feet to the Southeast Quarter of the Northeast Quarter of Section 29, Township 14 North, Range 4 East; less and except, the east 60 feet thereof. General location of this property is described as being west of Caraway Road (Hwy #173), and south of Vance’s 2nd Addition south of Highland Drive (Hwy #18). A motion was made by Mr. Cooper and seconded by Mr. Gott to approve the request subject to a 30’ right-of-way on the West End of Block A for the future construction of Bernard Street and adequate drainage easement on the north side of Block A. REQUEST APPROVED UNANIMOUSLY.

 

Item #10 Allen Hester request preliminary and final approval of Hester’s Addition. General location of subject addition, containing 5.997 acres more or less in described as being on the south side of Nettleton Avenue, being east of the Southwest Church of Christ property and west of Frierson Street. This item was tabled by the MAPC at the November 1977 meeting for further study by the City Engineer and the consulting engineer. A motion was made by Mr. Ball and seconded by Mr. Gott to approve the request with stipulation that a curb and gutter be installed on Nettleton Avenue. REQUEST APPROVED UNANIMOUSLY.

 

Additional items discussed by the Planning Commission were as follows:

 

A resolution was proposed by Mr. Ball and seconded by Mr. Gott to direct Mr. Joe D. Tomlinson, Building Inspector, not to issue a building permit to Malco Theaters for the addition to Malco Tri Cinema until he has received dedication of 60’ right-of-way for the existing Grant Street West across Malco property. Also, a 10’drainage easement across the Southside of Malco property and dedication of 60’ right-of-way for the existing of Grant west across Malco property. Also, a 10’ drainage easement across the Southside of Malco property and dedication of 60’ right-of-way on Highland Drive or request Malco to submit a property development plan to the Planning Commission before construction. A vote was taken: Aye, Cooper, Ball, Tilton Gott and Morse, no, McDaniel.
