CITY COUNCIL MINUTES JUNE 21, 1982

 

The Jonesboro City Council met in regular session, Monday, June 21, 1982, at 7:30 P.M. Present, Mayor, City Clerk, City Attorney and all aldermen.

 

The minutes of June 7, 1982, were approved as mailed on motion by Mr. Sanderson, second by Mr. Johnson.

 

The following bids were reviewed for vehicle insurance (as attached)

 

Mr. Province, moved that the bid from United Agencies of $19,816., with no deductible be accepted, seconded by Mr. Bridger, all voted aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 952 BEING AN ORDINANCE REGULATING THE KEEPING OF ANIMALS WITHIN THE CORPORATE LIMITS OF THE CITY OF JONESBORO, ARKANSAS

 

Mr. Charles Mooney addressed council and inquired as to whether the public should be protected from excessive charges by veterinarians. Mr. Hannah responded that council would be in violation of law by setting fees for professional services.

 

Mr. Park moved for the adoption of the ordinance, seconded by Mr. Hannah. Mr. Sanderson and Mr. Mays moved nay, all others aye and the ordinance was assigned #1804.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1266 BEING AN ORDINANCE PRESCRIBING CERTAIN RULES AND REGULATIONS WITH REQUEST

 

Mr. Hannah moved for the adoption of the ordinance, seconded by Mr. Park. Mr. Sanderson voted nay, all other aye and the ordinance was assigned #1805.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Shelton offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Hinson offered the following ordinance:

 

AN ORDINANCE DESIGNATING CERTAIN PARKING SPACES FOR LOADING AND UNLOADING; PROVIDING PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES

 

Mr. Hinson moved the rules be suspended and the ordinance, be placed on 2nd reading, seconded by Mr. Hannah, all aye. Mr. Hinson moved the rules be further suspended and the ordinance, be placed on 3rd reading, seconded by Mr. Shelton, all aye. Mr. Sanderson moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Hannah, all aye and the ordinance was assigned #1806.

 

Mr. Mays reviewed with council an ordinance for obstructing drivers view in street right-of-ways.

 

Mr. Sanderson suggested that a study be made with the Humane Society concerning control over the City’s animal problem and advised that it would save the City money.

 

Permission was granted for taking bids on a lawn mower for Cemetery Department.

 

With there being no further business, council adjourned.
