APPEAL HEARING - 7:00 P.M. - The appeal hearing for Ms. Linda Smallman was postponed until May 15, 1995 due to unavoidable circumstances with Ms. Smallman's business.

 

PUBLIC HEARING - 7:15 P.M. - A public hearing was conducted at the request of Mr. Harvey Newcom for the purpose of vacating an unimproved portion of East Street, located north of Cate Avenue, east of Church Street and west of Vandyne Street. No opposition was voiced regarding this matter.

 

CITY COUNCIL MINUTES, MAY 2, 1995

 

The Jonesboro City Council met Tuesday May 2, 1995, at 7:30 p.m. A full quorum was in attendance. Present were Mayor Brodell, City Clerk Donna Jackson, City Attorney, Phillip Crego, and all twelve Councilmen. Those Councilmen were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. Councilman Province arrived late, but was in attendance and voted on several motions.

 

The minutes of April 17, 1995, were approved as mailed on motion by Councilman Young seconded by Councilman Wise. A roll call vote was taken resulting in all council members voting aye. Those Councilmen voting aye were: Vance, Wise, Rega, Evans, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

Councilman Harpole moved, seconded by Councilman Perrin to reschedule an Appeal Hearing for Linda Smallman regarding a rezoning denial by the Metropolitan Area Planning Commission. The hearing was set for May 15, 1995, at 7:00 p.m. A roll call vote was taken resulting in all council members voting aye. Those Councilmen voting aye were: Vance, Wise, Rega, Evans, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO VACATE AND ABANDON TEN FEET OF AN EXISTING 25 FOOT UTILITY EASEMENT ALONG THE NORTH SIDE OF LOTS 1, 3, AND 4 OF BRAMBLEWOOD SUBDIVISION.

 

Councilman Evans moved, seconded by Councilman Harpole for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The ordinance was given the number 2619.

 

Councilman Harpole offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (O. R. MCKISSION)

 

 

Councilman Vance moved, seconded by Councilman Roddy to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. No further action was taken regarding this rezoning.

 

Councilman Vance offered the following ordinance for the first reading:

 

AN ORDINANCE TO VACATE AND ABANDON AN UNIMPROVED PORTION OF STREET RIGHT OF WAY ON EAST STREET LOCATED EAST OF CHURCH STREET AND WEST OF VANDYNE. (HARVEY NEWCOM)

 

Councilman Evans moved, seconded by Councilman Perrin to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. No further action was taken regarding this ordinance.

 

Councilman Vance offered the following ordinance for the first reading:

 

AN ORDINANCE TO WAIVE BIDDING OF REPAIR PARTS AND LABOR FOR A 1550 CASE DOZER.

 

Councilman Vance moved, seconded by Councilman Wise to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. No further action was taken regarding this ordinance.

 

Councilman Harpole moved, seconded by Councilman Perrin for the adoption of a Resolution requesting City Water and Light to provide free service to Jonesboro's softball parks scoreboards and to four community baseball fields at the Valley View School. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The resolution was given the number 1995:17.

 

Under new business, Councilman Hannah moved, seconded by Councilman Harpole for the adoption of a Resolution requesting City Water and Light to provide free service at 1327 South Caraway, 1401 South Caraway, and 1401 Stadium Boulevard, locations of islands for the "Adopt an Intersection Project". A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The resolution was given the number 1995:18.

 

Councilman Harpole moved, seconded by Councilman Perrin to schedule a Public Hearing regarding the vacating of an alley located south of Washington Ave. and east of Madison Street, for May 15, 1995, at 7:15 p.m. A roll call vote was taken resulting in all council members voting aye. Those Councilmen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The resolution was given the number 1995:19.

 

Councilman Wise moved, seconded by Councilman Kelton to appropriate $32,477.00 for equipment for a fire truck, with funds to come from the Act 833 money. A roll call vote was taken resulting in all council members voting aye. Those Councilmen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

Councilman Evans reported on a list of twelve areas the Grant Committee wishes to pursue. The first three prioritized areas were: Parks and Recreation, Law Enforcement & Youth, and Education and the Arts.

 

Councilman Young reported to the Council of three banks which had applied for Trusteeship of the Bond Issue, but progress could not be made on the bond issue until a draw schedule, and an Engineer were in place. Councilman Vance stated he is hopeful that a recommendation regarding these matters would be brought before Council in two weeks.

 

Councilman Kelton informed the Council of a Taxi Committee meeting for Friday, May 12, 1995, in the Council Chambers.

 

Councilman Roddy stated on May 11, 1995, at 4:30 p.m. the Mosquito Control Committee would have a meeting. Vector Disease Control would be available to answer questions and bring everyone up to date at this meeting, and again on May 15, 1995.

 

Councilman Harpole reported the Negotiations Committee would meet as soon as updated information arrived from several engineering firms, and negotiations would begin as soon as possible. Mr. Harpole also reported on the progress of the Salary Administration Plan stating all meeting deadlines had been met.

 

Councilman Hannah announced a Sanitation Committee meeting for 7:30 a.m. Thursday, May 4, 1995, to review the Internal Sanitation Efficiency Audit. Also, Mr. Hannah requested Phillip Crego, City Attorney and Wayne Masterson, Fire Chief to prepare an ordinance providing for a ban on burning within the city limits of Jonesboro. This request was made due to the illegal dumping of leaves and debris by individuals and the Fire Department being unauthorized to enforce a penalty for burning within Jonesboro.

 

Councilman Perrin offered the following ordinance for the first reading:

 

AN ORDINANCE EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO, ARKANSAS TO UTILIZE THE FEDERAL COMMUNITY POLICING & BUDGET GRANT KNOWN AS COP FAST, FOR THE PURPOSE OF HIRING TWO POLICE OFFICERS

 

Councilman Hannah moved, seconded by Councilman Vance to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. Councilman Harpole moved, seconded by Councilman Perrin to suspend the rules and place on the third and final reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. Councilman Vance moved, seconded by Councilman Hannah for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Rega, Evans, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The ordinance was given the number 2620.

 

With no further business the meeting was adjourned.
