CITY COUNCIL MINUTES - AUGUST 4, 1997

 

The Jonesboro City Council met Monday, August 4, 1997, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Brodell, City Clerk, Donna K. Jackson, City Attorney, Phillip Crego and 11 council members. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy.

 

The minutes of July 21, 1997, were approved as delivered by Councilman Kelton seconded by Councilman Roddy. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy.

 

The following ordinance was on the third and final reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Cleo White & Associates)

 

Councilman Tate moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. The ordinance was given number 2798.

 

The following ordinance was on the third and final reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Joe Carrier)

 

Councilman Bowers moved, seconded by Councilman Fletcher for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. The ordinance was given number 2799.

 

Councilman Province moved, seconded by Councilman Kelly for the adoption of a resolution authorizing the Mayor to make application through the Arkansas Department of Parks and Tourism, to the National Park Service, U.S. Department of Interior for assistance to develop recreational facilities for the city of Jonesboro, Arkansas. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. The resolution was given number 1997:49.

 

Councilman Tate moved, seconded by Councilman Kelton for the adoption of a resolution authorizing the Mayor and Clerk to sell certain real property in the Industrial Mini Park accepting the sum of $10,000.00 per acre on each lot and $1,000.00 earnest money. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. The resolution was given number 1997:48.

 

Councilman Rega moved, seconded by Councilman Roddy for the adoption of a resolution to appropriate $165,000.00 from unappropriated sales tax to Jonesboro Industrial Development Commission for reimbursement for the rail road right of way for rail spur to the Industrial Park for the Frito Lay Project. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. The resolution was given number 1997:50.

 

Councilman Kelton moved, seconded by Councilman Bowers to accept the Mayor’s recommendation to appoint Bill Waldrip to replace Bob Miller on the Civil Service Commission with an expiration date of April 1, 1999. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy.

 

Under new business Mayor Brodell presented certificates of appreciation to several retiring fire fighters.

 

Councilman Tate moved, seconded by Councilman Kelly to appropriate $50,000.00 from unappropriated sales tax for the balance of 1997 to reimburse Craighead County for labor and supplies for inadequate bridging. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy.

 

Councilman Kelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZED PURCHASE OF A USED POLICE CAR FOR THE C.D.B.G. FEDERAL FUNDS DEPARTMENT

 

Councilman Tate moved, seconded by Councilman Fletcher to suspend the rules and place on the second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. Councilman Rega moved, seconded by Councilman Roddy to further suspend the rules and place on the third and final reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. Councilman Bowers moved, seconded by Councilman Crockett for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. The ordinance was given the number 3000.

 

Councilman Bowers moved, seconded by Councilman Kelton to move the funds needed to pay for the used police car for the C.D.B.G. Federal Funds Department from Unappropriated Sales Tax, to be reimbursed by the C.D.B.G. Federal Funds budget. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy.

 

Councilman Fletcher moved, seconded by Councilman Kelly for the adoption of a resolution placing various traffic signs at the following locations:

 

STOP SIGN:                                           

On Kristi Lake at Gladiolus

 

30 M.P.H. SPEED SIGN:                     

On Darr Hill Rd.

 

25 M.P.H. SPEED SIGN:                     

On Johnwood

On Pam

 

20 M.P.H. SPEED SIGN:                      

On Jean

On Martha

 

NO PARKING SIGNS:                     

On Morton, on the North Side of the Street.

 

A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. The resolution was given the number 1997:51.

 

City Clerk, Donna Jackson reported to Council that petitions opposing Ordinance No. 2787, had been found to be sufficient and had been certified. The number of signatures needed was 2013, and the City Clerk reported the petitions contained 2168 registered voters.

 

Councilman Rega moved, seconded by Councilman Roddy for the adoption of a resolution referring Ordinance No. 2787 to a vote of the people at a special election to be held on the 4th day of November, 1997. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. The resolution was given the number 1997:52.

 

With no further business the meeting was adjourned.
