IV. NEW BUSINESS
Light ask the Board to make a decision on Balance Cut & Fill in the Floodplain. He explained it is mentioned in the Section 5.3 of the Stormwater Management Regulations but not in Section 4 of the Stormwater Drainage Design Manual. He stated that he had provided CRS Language for the Board to review. Vance stated that it is not required by FEMA but to receive additional CRS points it is needed. Farmer stated that additional CRS points would lower insurance rates. Vance suggested going with FEMA requirements and removing it from the regulations. He stated that, if needed, it could be added in the future. Zolper motioned to delete the last sentence in Section 5.3 of the Stormwater Drainage Regulations. Street seconded. All voted aye.
Light stated that an ordinance had been prepared to correct errors in Table 1. The updated ADEQ permit will replace the expired one. Figure 1 was added to Appendix 2. Light asked that the previous motion be added to the ordinance. Zolper motioned to approve the ordinance amending the GIS Database Submittals and deleting the last sentence in Section 5.3 of the Stormwater Drainage Regulations (previous motion). Street seconded. All voted aye.
Light explained that the next ordinance was to replace existing codes that conflict with the drainage manual. Zolper motioned to approve the ordinance amending Title 9. Street seconded. All voted aye.
V. PENDING ITEMS
VI. STAFF REPORTS
Light ask what the Board’s role will be in long-range planning. Farmer stated that the Board serves at the direction of the Mayor and City Council. Vance and Light will meet with Mayor Perrin to determine the direction of long-range planning.
The next regularly scheduled meeting is Wednesday, February 18th, at 8:30 a.m. in the City Council Chambers.
VII. PUBLIC COMMENTS
Terry Bare ask if a smaller group (consisting of the Public Works Director, Planner, etc.) could be formed to declare an emergency and make determinations without causing delays in projects. He stated that if a project has to go BZA, it could take up to one month. Bare stated the process needs to be faster. Farmer suggested that Bare prepare something in writing and make a presentation. Vance suggested that Light and Spriggs also discuss the matter.
Don Parker questioned, in what cases are flood elevation certificates required? Light answered, if any portion of a lot touches the floodway.
Farmer ask the status of the FEMA maps. Light stated everything was submitted to FEMA at the end of July and that the City has not received any comments.
Zolper questioned if in-lieu contributions would be considered again in the next year. To consider this, the City will need a study of the basins. Light stated that it would take five years to complete the basin studies.
