CITY COUNCIL MINUTES - JANUARY 4, 1988

 

The Jonesboro City Council met at 7:30 p.m. at City Hall. Present were Mayor, City Clerk, City Attorney and all Aldermen, with the exception of Mr. Sanderson, who was absent.

 

The Minutes of December 21, 1987, were approved as mailed on motion by Mr. Park, seconded by Mr. Stricklin. All voted aye.

 

Mr. Nix moved, seconded by Mr. Hinson to set a public hearing re: the abandonment of a portion of Gwyndale Ave. a/k/a/ Baswell St. running E. and W. between Brazos St. and Young Rd. a/k/a Stadium Blvd. on Feb. l, 1998, at 7:00 p.m. all voted aye.

 

Mr. Park offered the following ordinance: (Rez/ NE corner of intersection of W. Matthews & Freeman)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES

 

Mr. Hannah moved, seconded by Mr. Nix to suspend the rules and place the ordinance on second reading. All voted aye.

 

The following ordinance was on second reading:

 

AN ORDINANCE ANNEXING CERTAIN LANDS THAT ARE COMPLETELY SURROUNDED BY THE INCORPORATED LIMITS OF THE CITY OF JONESBORO; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

The following ordinance was on third reading: (Rez/ I-1 to C-3 & I-1 to R-3 Conrad Dr.)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES

 

Mr. Nix moved, seconded by Mr. Hinson to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2065.

 

The following bid was up for review:

 

87:48 - Cemetery Maintenance

 

Mr. Mays moved, seconded by Mr. Shelton to reject the bids. All voted aye.

 

Dr. Strauser moved, seconded by Mr. Mays to elect Robin Nix as Vice-Mayor. All voted aye.

 

The Mayor asked the City Clerk to report on the Code of Ordinance update. She stated she had spoken with Don Zimmerman of the Municipal League and he advised that they are half-way completed with the material submitted by the City of Jonesboro to see if it conflicts with state law, and typing has begun on the first section. The new book will include all ordinances adopted to date since the last supplement, some twenty years ago. In addition, the book will be large in size and the Clerk plans to update the book with the passage of each ordinance.

 

Mr. Hannah moved, seconded by Mr. Stricklin to authorize the Finance Director to pay for fifty blankets @ $4.00 per blanked plus $10.00 tax to Gibson’s Discount for victims of flooding and the tornado in W. Memphis. A roll call vote was taken and all voted aye. The Mayor expressed appreciation to the Manager of Gibson’s opening his business on Christmas night to provide the blankets below cost. Mr. Hannah asked that a letter be written to the Manager of Gibson’s Discount expressing appreciation for his assistance in the matter. The Mayor also noted that the Building and Electrical Inspectors had traveled to W. Memphis to assist in their code enforcement. The utility crews from Jonesboro that also went to assist were complimented for their aid in the disaster.

 

Dr. Strauser moved, seconded by Mr. Hannah to appropriate $7,481.70 from the Unappropriated Reserve of the General Fund for the Police base radio system. A roll call vote was taken and all voted aye.

 

With no further business, the meeting adjourned at 8:23 p.m.
