Minutes for the City Council meeting on January 3, 1995

APPEAL HEARING - 7:15 P.M. - Mrs. Mary Mitchell of 500 Ridge Crest, requested the Appeal Hearing scheduled for 7:15 p.m., be postponed till the next council meeting.

 

OATH OF OFFICE - 7:20 P.M. - Craighead County Clerk, Jane Todd administered the oath of office to the following public officials: City Clerk, Donna Jackson, Alderman Gene Vance, Alderman Donnie Wise, Alderman Brian Rega, Alderman Grover Evans, Alderman Cecil Province, Alderman David Young, Alderman Harold Perrin, Alderman Garry Tate, Alderman Ron Kelton, Alderman Bill Roddy, Alderman Gary Harpole and Alderman Jim Hannah. Mayor Brodell and City Attorney, Phillip Crego were administered the oath of office by Judge Templeton on Monday, January 2, 1995, a day before the regularly scheduled council meeting.

 

CITY COUNCIL MINUTES, JANUARY 3, 1995

 

The Jonesboro City Council met in regular session, Monday, January 3, 1995, at 7:30 P.M. A full quorum was in attendance. Present were the Mayor, City Clerk, City Attorney, and all twelve council members.

 

The minutes of December 19, 1994, were approved as mailed on motion by Councilman Perrin seconded by Councilman Harpole. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

Councilman Harpole moved, seconded by Councilman Wise to table the Appeal Hearing scheduled for Mrs. Mary Mitchell of 500 Ridge Crest until January 16, 1995. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Allie G. Fallis)

 

Councilman Vance moved, seconded by Councilman Kelton for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The ordinance was given the number 2596.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Kathy Goodman)

 

Councilman Evans moved, seconded by Councilman Province for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The ordinance was given the number 2597.

 

The following ordinance was on the third reading:

Councilman Evans moved, seconded by Councilman Harpole for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The ordinance was given the number 2598.

Councilman Harpole moved, seconded by Councilman Wise for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Councilman Kelton offered the following ordinance for the first reading:

Councilman Harpole moved, seconded by Councilman Kelton to suspend the rules and place on second reading. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

Councilman Province offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Owen Parker Estates)

 

Councilman Evans moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

Councilman Vance offered the following ordinance for the first reading:

 

AN ORDINANCE CALLING A SPECIAL ELECTION IN THE CITY OF JONESBORO, ARKANSAS ON THE QUESTIONS OF ISSUING BONDS UNDER AMENDMENT NO. 62 TO THE CONSTITUTION OF THE STATE OF ARKANSAS FOR THE PURPOSE OF FINANCING THE COST OF STREET AND ROAD IMPROVEMENTS; LEVYING A ONE PERCENT (1%) SALES AND USE TAX FOR THE PURPOSE OF RETIRING SUCH BONDS; PRESCRIBING OTHER MATTERS PERTAINING THERETO; AND DECLARING AN EMERGENCY. MATA

 

Councilman Hannah moved, seconded by Councilman Harpole to suspend the rules and place on second reading. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. Councilman Harpole moved, seconded by Councilman Perrin to further suspend the rules and place on the third and final reading. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. Councilman Hannah moved, seconded by Councilman Harpole for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The ordinance was given the number 2600.

 

Under new business, Mayor Brodell informed the Council of two meetings regarding a land use plan. The first was set for January 16, 1995, at 4:30 p.m. with Mr. Al Raby and the Metropolitan Area Planning Commission (Refreshments would be served before the council meeting). The other was for January 17, 1995, from 4:30 p.m. to 7:30 p.m. with the newly appointed, Land Use Policy Advisory Committee who will be working with Mr. Raby. Mayor Brodell then gave the Council a list of committee assignments, totaling fifteen committees in all. Each Councilman will be chairing and/or serving on five committees.

 

Councilman Vance moved, seconded by Councilman Hannah to appoint Councilman Donnie Wise as Vice Mayor. A roll call vote was taken resulting in all council members voting aye with the exception of Alderman Wise who abstained from voting. Those aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

Councilman Province reported of several complaints, regarding local Cable Television rates. Councilman Hannah recommended filing grievances with the Federal Communications Commission (FCC). Mayor Brodell stated according to FCC regulations, cable companies may adjust the rates on a quarterly basis.

 

Councilman Hannah inquired if the sound system had been repaired. Mayor Brodell stated that Councilman Harpole had volunteered to try and solve the sound problems.

 

With no further business the meeting was adjourned.
