Minutes for the City Council meeting on November 5, 1984

An Appeal Hearing was held at City Hall on November 5, 1984, at 7:00 p.m. concerning a MAPC decision at Lots 3 & 4, Block A, Noble Acres to rezone. No action by the council was taken during the hearing but later acted during the regular Council Meeting.

 

CITY COUNCIL MINUTES - NOVEMBER 5, 1984

 

The Jonesboro City Council met in regular session, Monday, November 5, 1984, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and all aldermen.

 

The minutes of October 15, 1984, were approved as mailed on motion by Mr. Sanderson, seconded by Mr. Stricklin. All voted aye.

 

Mr. Nix offered the following ordinance: ((R-3 to C-5 Noble Acres)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES

 

Mr. Sanderson moved, seconded by Mr. Hannah, to suspend the rules and place the ordinance with the emergency clause. All voted aye. The ordinance was given the number 1895.

 

The following ordinance was on 3rd reading: (R-1 to C-3 - Noble Acres)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES

 

Mr. Hinson moved, seconded by Mr. Nix to adopt the ordinance. All voted aye. The ordinance was given the number 1896.

 

Concerning an appeal hearing held on October 15, 1984, Mr. Sanderson moved, seconded by Mr. Mays, to send the request back to the Board of Zoning Adjustment. All voted aye.

 

Concerning a decision by the residents of Merrywood Subdivision, Mr. Bridger moved, seconded by Mr. Park, to accept $20,000 cash and $12,000 property from the developer and the city do the drainage work involved. All voted aye.

 

Mr. Stricklin moved, seconded by Mr. Hannah to allow trailer placement at 1325 West Jefferson. All voted aye.

 

Mr. Stricklin moved, seconded by Mr. Shelton to amend the Fire Department rules & regulations as on file in the Clerks Office. All voted aye.

 

The following ordinance was on 2nd reading: (Colson Bond Issue)

 

AN ORDINANCE CONFIRMING THE AUTHORIZATION TO ISSUE INDUSTRIAL DEVELOPMENT REVENUE BONDS; AMENDING ORDINANCE #1864, PASSED AND APPROVED ON THE 16TH DAY OF APRIL, 1984, PERTAINING TO THE ISSUANCE OF SUCH BONDS; AUTHORIZING AND PRESCRIBING OTHER MATTERS PERTAINING THERETO; AND DECLARING AN EMERGENCY

 

Mr. Shelton moved, seconded by Mr. Park, to suspend the rules and place the ordinance on 3rd reading. All voted aye. Mr. Park moved, seconded by Mr. Shelton, to adopt the ordinance. All voted aye. Mr. Park moved, seconded by Mr. Sanderson to pass the emergency clause. All voted aye. The ordinance was given the number 1897.

 

Mrs. Cleve Elliott, with the Arkansas Humane Department, asked that the council consider donating funds to help with their needs. No action was taken.

 

Mr. Hannah moved, seconded by Mr. Sanderson, to use remaining drainage funds from Industrial Park to aid in the Higginbotham Creek project. All voted aye.

 

The following bids were on review:

 

84:28                     Fire Department Uniforms - Mr. Hannah moved, seconded by Mr. Shelton to award to the lower bidder meeting specs. (Farriors) All voted aye.

84:29                     Street Signs - Mr. Hannah moved, seconded by Mr. Mays to award the bid to the lower bidder meeting specs. (Superior Sign) All voted aye.

84:30                     Re-roofing City Hall and Bell Community Center - Mr. Hinson moved, seconded by Mr. Shelton, to award the bid for complete job - both buildings to B. B. Vance.

All voted aye.

84:31                     Police Department uniforms - Mr. Shelton moved, seconded by Mr. Blevins to award to the lower bidder meeting specs. (Farriors) all voted aye.

 

The following ordinance was offered by Mr. Shelton: (Annex prop- South of Race St. Stem)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-3); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

Mr. Shelton moved, seconded by Mr. Blevins, to suspend the rules and place the ordinance on 2nd reading. All voted aye.

 

Mr. Sanderson offered the following ordinance: (Budget - Sanitation Dept)

 

AN ORDINANCE TO AMEND ORDINANCE #1851, THE 1984 BUDGET ORDINANCE

 

Mr. Hannah moved, seconded by Mr. Sanderson, to suspend the rules and place on 2nd reading. All voted aye. Mr. Hannah moved, seconded by Mr. Sanderson to further suspend the rules and place the ordinance on 3rd reading. All voted aye. Mr. Sanderson moved, seconded by Mr. Hannah to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 1898.

 

Mr. Hannah moved, seconded by Mr. Sanderson to allow the Mayor and City Clerk to enter into a lease agreement with George Munger on land in the landfill for $125.00 per month. All voted aye.

 

Mr. Province offered the following ordinance: (Annex land off 141 / James Mattix)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY THE COUNTY COURT OF CRAIGHEAD COUNTY ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

The following ordinance was on 3rd reading: (Traffic Control Thorn - Harvester Speed Limits)

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSES

 

Mr. Mays moved, seconded by Mr. Shelton to adopt the ordinance. All vote aye. The ordinance was given the number 1899.

 

Mr. Sanderson offered the following ordinance: (TRAFFIC CONTROL - ANNIE CAMP)

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSES

 

Mr. Sanderson moved, seconded by Mr. Hannah to suspend the rules and place the ordinance on 2nd reading. All voted aye.

 

Mr. Province offered a resolution dealing with millage for the Library. Mr. Mays moved, seconded by Mr. Province to pass the resolution. All voted aye. The resolution was give the number 1984:17.

 

Mr. Shelton offered a resolution dealing with millage for the General City Millage. Mr. Hannah moved, seconded by Mr. Park to pass the resolution. All voted aye. The resolution was given the number 1984:18.

 

Mr. Park offered a resolution dealing with the Fire Pension millage. Mr. Stricklin moved seconded by Mr. Park to pass the resolution. All voted aye. The resolution was given the number 1984:19.

 

Mr. Hannah offered a resolution dealing with the Police Pension millage. Mr. Hannah moved, seconded by Mr. Park, to pass the resolution. All voted aye. The resolution was given the number 1984:20.

 

There being no further business, council adjourned.
