CITY COUNCIL MINUTES NOVEMBER 21, 1977
The Jonesboro City Council met in regular session Monday, November 21, 1977, at 7:30 p.m. Present: Mayor, City Attorney and the following named aldermen: Park, Sanderson, Hinson, Shelton, Bridger, Hannah, Haigler, Stricklin, Province, Smith and Shepard.
The meeting began with pledge of allegiance and prayer.
On motion by Mr. Hannah, seconded by Stricklin, the minutes of November 7th were approved by unanimous vote of Council.
Mr. Smith moved that the City accept a Quit Claim Deed from Carl Bajohr Co. Motion was seconded by Stricklin with all council voting aye.
The agreement in lieu of taxes on the Carl Bajohr Project was approved by unanimous vote of council on the motion by Mr. Stricklin and seconded by Mr. Smith.
The following ordinance was on 2nd reading:
AN ORDINANCE AUTHORIZING A FIRST SUPPLEMENTAL LEASE AND AGREEMENT: (IN THE FORM AND WITH THE CONTENTS SET FORTH IN THE ORDINANCE) AND AUTHORIZING A FIRST SUPPLEMENTAL TRUST INDENTURE: IN THE FORM AND WITH THE CONTENTS SET FORTH IN THE ORDINANCE), BOTH IN CONNECTION WITH THE ISSUANCE OF INDUSTRIAL DEVELOPMENT REVENUE BONDS TO FINANCE AN EXPANSION TO THE BARJOHR INDUSTRIAL PROJECT; PRESCRIBING OTHER MATTERS RELATING THERETO; AND DECLARING AN EMERGENCY
Mr. Smith moved that the rules be suspended and the ordinance be placed on 3rd reading. The motion was seconded by Mr. Shepard and all council voted aye. After the 3rd reading, Mr. Sanderson moved that the ordinance be adopted, seconded by Mr. Hinson, all ayes and the ordinance was given #1619.
Mr. Sanderson moved for the adoption for the emergency clause, seconded by Mr. Hannah, all voted aye.
The following ordinance was on 3rd reading:
AN ORDINANCE ACCEPTING CERTAIN LANDS, ZONED R-1, ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, LOCATED IN WARD 4, BY ORDER OF THE COUNTY COURT JULY 21, 1977
Mr. Hannah moved for the adoption of the ordinance seconded by Mr. Hinson, all voted aye and the ordinance was given #1618.
Mr. Hannah offered the following ordinance:
AN ORDINANCE PROVIDING FOR THE ISSUANCE OF CERTIFICATES OF INDEBTEDNESS OF THE CITY OF JONESBORO FOR MUNICIPAL AIRPORT PURPOSES; DESCRIBING THE DUTIES OF CITY OFFICERS IN CONNECTION THEREWITH; PROVIDING FOR THE DUTIES OF CITY OFFICERS IN CONNECTION THEREWITH; PROVIDING FOR THE PLEDGE OF REVENUES DERIVED FROM THE MUNICIPAL AIRPORT OF THE CITY; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES
On motion by Mr. Hannah, seconded by Mr. Sanderson, unanimous vote of council, the rules were suspended and the ordinance placed on 2nd reading.
After the 2nd reading Mr. Hannah moved that the rules be further suspended and the ordinance be placed on 3rd reading. The motion was seconded by Mr. Hinson, all voted aye. Mr. Stricklin then moved for the adoption of the ordinance, seconded by Mr. Hannah. The ordinance was adopted by unanimous vote of council and given #1623.
The following ordinance was on 2nd reading:
AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES
Mr. Park moved that the rules be suspended and the ordinance be placed on 3rd reading, seconded by Mr. Stricklin, all voted aye.
Mr. Park then moved for the adoption for the ordinance to include the emergency clause, seconded by Ms. Haigler, all voted aye and the ordinance was given #1620.
Mr. Hinson offered the following ordinance:
AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES
Mr. Shelton offered the following ordinance:
AN ORDINANCE ACCEPTING SAID LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ASSIGNING SAID ANNEXED TERRITORY TO WARD 5, ZONING SAID ANNEXED TERRITORY COMMERCIAL C-3: DECLARING AN EMERGENCY AND FURTHER PURPOSES
Mr. Hannah moved that Margaret Wall be appointed to the Library Board, seconded by Mr. Stricklin, all voted aye.
Mr. Hinson had a report from the Parking Committee after which he moved that the parking meters be temporarily removed from the city street for a period not to exceed March 1, 1978. The motion was seconded by Mr. Bridger, all voted aye.
Mr. Park moved that the resignation of James Sloan from the Downtown Improvement District be accepted, seconded by Mr. Shelton, all voted aye.
Jim, McKinnon read a resolution to council which approves the 4th year CDBG Program.
RESOLUTION APPROVING 4TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT ACTIVITIES
Mr. Stricklin moved for the adoption of the resolution, seconded by Mr. Bridger, all aye. The resolution was given the number 1977:18.
The Mayor read from a prepared statement that is attached to the council minutes.
There being no further business to come before council, Mr. Stricklin moved that the meeting adjourn, seconded by Mr. Bridger, all voted aye.
