CITY COUNCIL MINUTES - December 16, 1996

                     

The Jonesboro City Council met Monday, December 16, 1996, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk, Donna K. Jackson, City Attorney; Phillip Crego, and 11 council members. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole.

 

The minutes of December 2, 1996, were approved as delivered by Councilman Vance and seconded by Councilman Province. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (David Onstead & Gary Childes/C.M. Mooney, Sr.)

 

Councilman Young moved, seconded by Councilman Kelton for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. The ordinance was given the number 2743.

 

Councilman Young offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Paul Arnold)

 

Councilman Young moved, seconded by Councilman Perrin to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Allen Fike, dba Big Al’s)

 

Councilman Tate moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. The ordinance was given the number 2744.

 

The following ordinance was on the third reading:

Councilman Tate moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. The ordinance was given the number 2745.

 

The following ordinance was on the third reading:

Councilman Perrin moved, seconded by Councilman Harpole for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. The ordinance was given the number 2746.

 

The following ordinance was on the third reading:

Councilman Harpole moved, seconded by Councilman Perrin for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. The ordinance was given the number 2747.

 

Councilman Rega offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Mark Keller)

 

Councilman Young moved, seconded by Councilman Harpole to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. Councilman Young moved, seconded by Councilman Tate to further suspend the rules and place on the third and final reading. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. Councilman Perrin moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. The ordinance was given the number 2748.

 

The following bid was reviewed: 96:29 - Property & Liability Insurance - All Departments

Councilman Harpole moved, seconded by Councilman Perrin to accept the low bid of Gallagher for $113,897, which was $3,000 less than last year. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole.

 

Councilman Harpole moved, seconded by Councilman Perrin to accept the Mayor’s appointment of Mr. George Stem to the Airport Commission with an expiration date of December, 2000. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole.

 

Councilman Young moved, seconded by Councilman Perrin for the adoption of a resolution to utilize Federal-Aid to improve Bridge No. 19069 over Turtle Creek on Race Street. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. The resolution was given the number 1996:58.

 

Councilman Young moved, seconded by Councilman Harpole for the certification of B.C. Packaging to participate in the Arkansas Enterprise Zone Program. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. The resolution was given the number 1996:59.

 

Under new business, Councilman Kelton moved, seconded by Councilman Wise to appropriate $15,574.66 from unappropriated sales tax to cover General Election and Run-Off Election expenses. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole.

 

Councilman Perrin moved, seconded by Councilman Roddy to transfer $5,100 from unappropriated sales tax to the fixed assets line item. The appropriation was to cover costs not covered by insurance for the replacement of the Assistant Fire Chief’s car.

 

Councilman Young moved, seconded by Councilman Perrin authorizing Mr. Larry Flowers to consolidate Jonesboro’s various checking accounts into one checking account and to solicit bids from six local banks for Certificate of Deposits of the 1996 unexpended sales tax construction funds. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole.

 

In closing, Mayor Brodell presented Certificates of Appreciation to five leaving council members. Those council members were: Councilwoman Evans Hannah, Councilman Donnie Wise, Councilman Gene Vance, Councilman Gary Harpole, and Councilman Harold Perrin. Mayor Brodell expressed gratitude for the work each one had contributed to the City of Jonesboro.

 

With no further business, the meeting was adjourned.
