II. ROLL CALL
III. APPROVAL OF MINUTES
A. Minutes for the September 17, 2014, Stormwater Management Board Meeting
Motion to approve the minutes was made by Farris and seconded by Day. The minutes were unanimously approved.
IV. OLD BUSINESS
Beisner ask for an update on the structures with repetitive loss claims. Light stated there are 22 residential structures and one commercial structure. There are other structures that have flooded but are not included because they do not meet the criteria set by FEMA (they must have two or more claims in a ten year period and have flood insurance). Most of the structures are older and were constructed under the current Stormwater ordinance as adopted. Beisner stated he has observed houses being built below street level. There is no ordinance that says a house must be built above street level. A BFE is established for lots on drainage easements. Easements are put on lots where the water is going to flow.
V. NEW BUSINESS
Gibson stated he had received nine entries for the manhole cover contest. The entries were numbered, discussed, and narrowed down to two drawings. Gibson stated the entries could be modified, if necessary. After several minutes of discussion, a motion was made by Gillis to accept entries #9 with modifications. Seconded by Dover. All voted Aye. Gibson was ask to make the modifications discussed and bring the new design along with a written cost estimate for the initial casting and the cost per lid thereafter. This will count towards the City community outreach.
Light discussed the conceptual designs submitted by the Corps of Engineer. He handed out a flow chart showing the logical order of the work proposed. The work can be done in phases as long as the flow chart order is followed. The estimated cost for the project is $101 million. Light had maps of overall improvements on hand to show and discuss with the Board. The end goal of this project is to protect the City of Jonesboro if a 100-year flood event should occur.
Funding sources were discussed. This plan is conceptual. The plan will have to be approved by the Board and adopted by City Council. Light stated the Corps has a program that would offer funds and some grant funds maybe available.
Beisner suggested the Board meet in February to discuss the plan in more detail. Light agreed and ask the Board to review the plan and maps and bring any questions or comments to the next meeting.
Morris motioned to have a meeting on February 18th. Seconded by Bevill. All voted Aye.
The plan and maps will be put on the website.
