CITY COUNCIL MEETING MARCH 15, 1976

 

The Jonesboro City Council met in regular session, Monday, March 15, 1976, at 7:30 p.m. There were present: City Attorney, and the following named aldermen: Sanderson, Bridger, Burns, Stricklin, Minx, Smith, Hinson, Haggenmacher, Johnson, Hannah and Darling. Absent: Mayor, City Clerk, and W.R. Bowers. Mr. Ralph Stricklin, Vice Mayor, presided in the absence of the Mayor.

 

Lieut. Bob Smith, Traffic Safety Officer, recommended to council that portable stop signs be placed on West Washington at the intersection of Chestnut Street. On this recommendation, Mr. Darling moved that the City Attorney be directed to draw an Ordinance, seconded by Mr. Bridger. All members voted aye.

 

The following Ordinance was on 1st reading and offered by Mr. Hannah:

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATION THEREOF: AND FOR OTHER PURPOSES

 

Mr. Hannah moved that Mr. Bill Hinson be appointed to the CW&L Board, seconded by Mr. Smith with unanimous vote of council. Mr. Bob Robinson was recommended to serve on the Parks Commission, to replace Mr. Bob Aguair, and after a request from Mr. Bill Bell as to the manner in which the appointment was recommended; Mr. Hannah moved that the matter be tabled until the following council meeting, seconded by Mr. Smith. Roll call voting aye, Sanderson, Bridger, Burns, Minx, Smith, Hinson, Haggenmacher, Johnson, Hannah and Darling. Mr. Stricklin passed.

 

The following Ordinance was on third & final reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

Mr. Haggenmacher moved that the Ordinance be accepted to include the emergency clause, seconded by Mr. Johnson. Roll call voting aye: Sanderson, Bridger, Stricklin, Minx, Smith, Hinson, Haggenmacher, Johnson and Hannah. Voting nay: Burns and Darling. Motion carried and the Ordinance was given number 1491.

 

After ordinance on street markers was amended, Mr. Minx moved that the amendments be accepted, seconded by Mr. Darling with all members of Council voting aye. Mr. Smith then moved that the rules be suspended and the ordinance be placed on third and final reading. Motion seconded by Mr. Hinson with all members voting aye. After the ordinance was read Mr. Hannah moved that the Ordinance be accepted to include the emergency clause, seconded by Mr. Johnson. All members voted aye. The Ordinance was given the Number 1493.

 

Mr. Smith offered the following Ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, DATED JANUARY 20, 1976; ASSIGNING SAID ANNEXED TERRITORIES TO WARD 3 ; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

The following Ordinance was offered by Mr. Hannah for 1st reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1429; AN ORDINANCE TO MAKE APPROPRIATION TO DEFRAY EXPENSES IN CONNECTION WITH PUBLIC RELATION ACTIVITIES OF THE OFFICE OF MAYOR FOR THE YEAR 1976; AND FOR OTHER PURPOSES

 

Mr. Hannah moved that the ruled be suspended and the Ordinance be placed on second reading, seconded by Mr. Bridger with all members voting aye. After the Ordinance had been read the second time, Mr. Smith moved that the rules be suspended and the Ordinance be placed on third reading, seconded by Mr. Hannah, roll call: voting aye: Bridger, Burns, Stricklin, Minx, Smith, Hinson, Haggenmacher, Johnson and Hannah. Voting Nay: Sanderson and Darling. After the Ordinance was read Mr. Hannah moved to adopt the Ordinance with the emergency clause, seconded by Mr. Bridger, roll call: voting aye: Bridger, Burns, Stricklin, Minx, Smith, Hinson, Haggenmacher, Johnson and Hannah. Voting nay: Sanderson and Darling. The Ordinance was adopted and given Number 1492.

 

The following Ordinance was offered by Mr. Bridger for 1st reading:

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGES IN ZONING BOUNDARIES

 

Mr. Hannah moved that the rules be suspended and the Ordinance be placed on second reading, seconded by Mr. Johnson with all members voting aye.

 

After a report from the street committee Chairman Mr. Smith on the used street equipment from Hawkins, Mr. Smith moved that the City resubmit specification for additional bids, and also ask for bids on asphalt, seconded by Mr. Hinson with all members voting aye.

 

Mr. Hannah moved that the request from Steven Pagan to place a Mobile Home at the Northwest Corner of Huntington and Nesbitt be granted, seconded by Mr. Smith. Roll Call: voting aye: Sanderson, Burns, Smith, Hinson, Haggenmacher, Johnson and Hannah. Voting nay: Bridger, Stricklin, Minx and Darling. Motion carried.

 

Mr. Burns moved that a committee be appointed to study the house trailer Ordinance, seconded by Mr. Johnson with all members voting aye.

 

There being no further business, Mr. Sanderson moved that the meeting be adjourned, seconded by Mr. Hannah with all members voting aye.
