Minutes for the City Council meeting on July 5, 1955

The City Council of the City of Jonesboro, Arkansas, met in regular session on the above named date at 7:30 p.m. in the City Hall. There were present: Mayor, City Clerk, City Attorney and the following named Councilmen: Powell, Hamilton, Stricklin, Fritz, Snow, Copeland, Hart, Hendrix, Johnson and Keister.

 

Mr. Snow made the motion, seconded by Mr. Hamilton, that the Smith Feed Mill be granted a permit to build a feed mill building on Floyd. Roll was called. All members voting aye. Motion carried. Permit granted.

 

Mr. Hendrix made the motion, seconded by Mr. Johnson, that Ridgecrest Baptist Church be granted a permit to build a church on the corner of Culberhouse and Pall, subject to the City Planning Commission’s approval on distance of building from the corner of street. Roll was called. All aye, motion carried.

 

Mr. Powell offered the following Resolution:

 

RESOLUTION FOR MEMORANDUM FOR PURCHASING, FINANCING AND OPERATION OF BUSES IN JONESBORO.

 

Mr. Hamilton then made the motion, seconded by Mr. Keister, that the Resolution be adopted as read. Roll was called. All members voting aye. Motion carried. The resolution was given the number 1955:28.

 

Mr. Hendrix made the motion, seconded by Mr. Powell, that the following men be appointed as Commissioners to operate the buses: Ernest Farabee, Stanley Cox, R.H. Wall, Herbert Goodman and the President of Chamber of Commerce. Roll was called. All voting aye. Motion carried.

 

Mr. Hamilton offered the following resolution:

 

RESOLUTION TO ISSUE BONDS FOR PURCHASING BUSES AND EQUIPMENT AND TO APPOINT COMMISSIONERS OF THE PUBLIC TRANSPORTATION SYSTEM.

 

Mr. Hendrix then made the motion, seconded by Mr. Powell, that the resolution be adopted as read. Roll called. All aye. Motion carried. The resolution was given the number 1955:18.

 

Mr. Copeland made the motion, seconded by Mr. Hendrix, that the sum of $193.49 allowed on mileage for car used in emergency by the Police Dept. be turned over to the Mayor for the use of this car during the emergency, while waiting for the delivery of new car. Also that the expense of the repairs of damage during the time used by the City amounting to $109.86 be paid by the City. Roll was called. All aye. Motion carried.

 

Mr. Hamilton offered the following ordinance:

 

AN ORDINANCE ANNEXING SOUTHEAST QUARTER OF NORTHEAST QUARTER AND EAST HALF OF SOUTHWEST QUARTER OF SECTION 25, TOWNSHIP 14 NORTH, RANGE 3 EAST TO THE CITY OF JONESBORO, ARKANSAS:

 

Mr. Hamilton then made the motion, seconded by Mr. Johnson, that the rules be suspended and the ordinance be placed on the second reading. Roll was called. All members voting aye. Motion carried. The ordinance was then read for the second time. Mr. Hendrix made the motion, seconded by Mr. Hamilton, that the rules be suspended and the ordinance be placed upon the third and final reading. Roll was called. All aye. Motion carried. Ordinance was then read for the third and final time. Mr. Powell then made the motion that the ordinance be adopted as read. Mr. Hendrix seconded the motion. Roll was called. All aye. Motion carried. The ordinance was given the number 901.

 

Mr. Hamilton offered the following Ordinance:

 

AN ORDINANCE ANNEXING GUY A. PARDEW SUBDIVISION OF PART OF THE WEST HALF OF THE EAST HALF OF THE SOUTHEAST QUARTER OF THE NORTHWEST QUARTER OF SECTION 21, TOWNSHIP 14 NORTH, RANGE 4 EAST: AND THE NOBLE ACRES ADDITION: AND THE TATE ADDITION OF THE CITY OF JONESBORO, ARKANSAS.

 

Mr. Hamilton made the motion, seconded by Mr. Hendrix, that the rules be suspended and the Ordinance be placed on the second reading. Roll was called. Nine voting aye. Mr. Snow voting no. Motion carried. The ordinance was then read for the second time. After which Mr. Powell made the motion, seconded by Mr. Hamilton, that the rules be suspended and the ordinance be placed on the third and final reading. Roll was called. Nine voting aye. Mr. Snow, no. Motion carried. The ordinance was then read for the third and final time. Mr. Powell then made the motion that the ordinance be adopted as read. Mr. Hamilton seconded the motion. Roll was called. Nine voting aye. Mr. Snow, no. Motion carried. The ordinance was given the number 902.

 

Mr. Hamilton offered the following Ordinance:

 

AN ORDINANCE TO VACATE AND ABANDON A CERTAIN ALLEY IN WILSON’S FIRST ADDITION IN THE CITY OF JONESBORO, ARKANSAS;

 

Mr. Hamilton made the motion, seconded by Mr. Hendrix, that the rules be suspended and the ordinance be placed on the second reading. Roll was called. All members voting aye. Motion carried. Mr. Hendrix then made the motion that the rules be suspended and the Ordinance be placed on the third and final reading. Mr. Hamilton seconded the motion. Roll was called. All aye. Motion carried. The ordinance was then read for the third and final time. Mr. Hendrix made the motion, seconded by Mr. Hamilton, that the ordinance be adopted as read. Roll was called. All aye. Motion carried. The roll was then called on the emergency clause, all voting aye, motion carried. The ordinance was given the number 903.

 

Mr. Johnson presented to the Council the recommendations of the Police and Fire Committee in regard to the salary raises and adjustments for the Fire and Police Departments. Recommendations as follows:

Mr. Snow then made the motion that the recommendations of the committee be accepted, with adjustments to be effective as of 1st of July, 1955. Mr. Hart seconded the motion. Roll was called. All aye. Motion carried.

 

Mr. Hamilton made the motion, seconded by Mr. Snow, that the Council pay the registration fee and train expenses of the City Attorney to Chicago to a special school. Registration fee to be $75.00 and far $28.50. Roll was called. All aye. Motion carried.

 

Mr. Hamilton made the motion, seconded by Dr. Fritz, that the bills as okayed by the Finance Committee be paid. Roll was called. All aye. Motion carried.

 

Mr. Hamilton made the motion, there being no further business that the Council adjourn. Mr. Johnson seconded the motion. All aye. Council adjourned.
