CITY COUNCIL MINUTES - March 19, 2001
 
The Jonesboro City Council met Monday, March 19, 2001, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk Donna Jackson, City Attorney Phillip Crego, and 10 council members. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. Councilmen Rega and McCall were unable to attend. Councilman Rorex arrived at the first reading of the second ordinance.
 
Councilman Perrin moved, seconded by Councilman Roddy to approve the minutes of March 5, 2001, as provided. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy.
 
Councilman Kelton offered the following ordinance for first reading:
 
ORDINANCE TO REZONE PROPERTY FROM RESIDENTIAL (R-1) TO COMMERCIAL (C-5), LOCATED AT 2205 AND 2207 RACE STREET. (Barkley/Burrow)
 
Councilman Perrin moved, seconded by Councilman Tate to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Copeland to suspend the rules and place on the third and final reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Province, Copeland, Moore, Perrin and Roddy. Councilman Perrin moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3275.
 
Councilman Perrin offered the following ordinance for first reading:
 
ORDINANCE TO REZONE PROPERTY FROM COMMERCIAL (C-4) TO COMMERCIAL (C-3), LOCATED AT THE SOUTHEAST CORNER OF WIMPY LANE AND SOUTHWEST DRIVE. (Carroll Caldwell)
 
Councilman Tate moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. Councilman Perrin moved, seconded by Councilman Tate to suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. Councilman Kelton moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3276.
 
Councilman Roddy offered the following ordinance for first reading:
 
ORDINANCE TO REZONE PROPERTY FROM RESIDENTIAL (R-1) TO RESIDENTIAL (R-2), LOCATED IN THE 300 BLOCK OF STATE STREET. (KMC, General Contractors, Keith Meredith)
 
Councilman Young moved, seconded by Councilman Moore to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Perrin to suspend the rules and place on the third and final reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. Councilman Kelton moved, seconded by Councilman Tate for the adoption of the ordinance. Councilman Perrin offered the following ordinance for first reading:
 
ORDINANCE TO REZONE PROPERTY FROM RESIDENTIAL (R-2) TO COMMERCIAL (C-5), LOCATED BETWEEN 221 AND 233 FISHER STREET. (Arthur Bradley)
 
Councilman Perrin moved, seconded by Councilman Copeland to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. Councilman Perrin moved, seconded by Councilman Roddy to suspend the rules and place on the third and final reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Tate for the adoption of the ordinance. The ordinance was assigned ordinance number 3278.
 
Council reviewed the following bid: 2001:23 - Backhoe for Parks Department. Councilman Young moved, seconded by Councilman Perrin to accept the low bid meeting bid specifications of Nortrax for $53,500.00. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy.
 
Councilman Perrin moved, seconded by Councilman Roddy for the adoption of a resolution setting a public hearing for the purpose of closing a drainage easement in Shelby Acres Addition. The public hearing was scheduled for 6:20 p.m. April 2, 2001, as requested by Phillips Investments, Inc. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned resolution number 2001:09.
 
Councilman Perrin moved, seconded by Councilman Young for the adoption of a resolution setting a public hearing for the purpose of closing a utility easement in Shelby Acres Addition. The public hearing was scheduled for 6:15 p.m. April 2, 2001, as requested by Phillips Investments, Inc. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned resolution number 2001:10.
 
Under new business, Councilman Perrin moved, seconded by Councilman Roddy for the adoption of a resolution requesting City Water and Light to provide free electrical service to 1405 W. Nettleton, for the Optimist Park. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned resolution number 2001:11.
 
Councilman Tate moved, seconded by Councilman Kelton to accept the low bid meeting bid specifications of Town and Country International for two tractors with sweeper mowers for $105,980.00 for the Street Department. Councilman Tate explained this was recommended by the Street Committee. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy.
 
Councilman Young moved, seconded by Councilman Moore to accept the Sanitation Committees recommendation to accept the low bid meeting bid specifications from Little Rock Equipment for a front-end loader sanitation truck costing $60,578.00. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy.
 
With no further business, the meeting was adjourned.
