ADOPTION OF MINUTES
Councilman Street moved, seconded by Councilman Moore for the adoption of the December 1, 2003 committee minutes. Copies were provided to all in attendance. All voted aye.
CONCRETE BID
Councilman Street moved, seconded by Councilman Moore to accept the staff recommendation (Claude Martin and Teddy Hooton) to split the bid between Barber Concrete and Alvin Crabtree, accepting the low bid on all items listed for the annual concrete bid. Councilman Dover requested future bids be itemized. It was explained that there was a cap on the total amount and none of the bids should be over $10,000. All vote aye.
DOWNTOWN PARKING
Ms. Nancy Chrisman requested clarification regarding downtown parking at the 300 block of Main Street. She described the project and explained a member of the staff was determining the drainage for the parking lot. Councilman Farmer questioned if Mayor Brodell had any recommendations. He responded saying the project needed to be done. When asked for the estimated cost of the project, Mayor Brodell did not have the information available. Councilman Province stated it had gone before the previous parking committee, who had recommended the repairs be made and the rebuilding of the parking lot. The question was asked if Mayor Brodell has acted on the previous committee recommendations. Mayor Brodell responded he had not because they were waiting on the Engineering staff to determine if there were any problems. Councilman Province explained there was enough money at that time in the budget to do the repairs and rebuild the parking lot. Councilman Farmer again asked for the dollar amount of the project. Mr. Claude Martin, City Engineer responded saying no one had asked him or his staff to look at the project. It was determined that before the committee could make a determination, they would have to know the cost of the project. Mayor Brodell responded saying he would have the information available at the next Infrastructure Committee meeting.
Ms. Chrisman also stated permission was needed for Mike Cameron who is redeveloping the old ice plant and wants to build a parking lot on city owned property. She explained if the city would grant a $1.00 lease Mr. Cameron was willing to pay for all improvements. It was explained a recommendation was needed by Mayor Brodell along with a proposed lease agreement before the committee could make a decision.
PROPOSED ORDINANCE - DEVELOPERS TO PROVIDE A LETTER OF CREDIT
Councilman Street moved, seconded by Councilman Moore to recommend the ordinance to the full council. Discussion followed with the recommendation to have the City Attorney draft a form letter for the city to provide with the permit. All voted aye.
Mayor Brodell reported he has asked the city attorney to draft a proposal dealing with incomplete subdivisions, and he would bring the proposal to the committee for review.
DRAINAGE ISSUES
Amending the Drainage Plan to include Drainage Regulations, Ordinances & City Manual.
Mr. Bernie Auld explained the State was finalizing their approval through the EPA concerning Phase II. He explained it would be the mandate for city requirements and would include multiple steps, one of which would be the adoption of ordinances, and a storm water manual. He explained Phase I deals with the quantity aspect, which is identifying problems areas and future development, while Phase II is the quality involving the adoption of ordinances and storm water manual. Mr. Auld recommended meshing the two so they are simultaneous, because this would discourage having to make amendments.
Quail Ridge Detention Pond.
Mr. Auld explained this was another alternative involving looking at the property alone. It was explained originally they were looking at doing something behind the house, but determined it would be added cost trying to reduce the drainage downstream compared to this alternative which would be of economic benefit. Mayor Brodell stated this should have been done by the contractor and engineers at the time of the development. Mr. Auld explained under the city’s future ordinances this situation would be addressed and be used for a regionalized detention pond. Referring to Mr. Ohm’s letter, it was explained if this was about fixing someone’s drainage problem, then the city should not purchase the home, but it is about correcting drainage problems in the most feasible manner. It was believed that Attorney Ohm was under the impression the city was buying somebody else’s problems. Councilman Moore moved, seconded by Councilman Street to recommend a resolution being placed on the agenda authorizing the mayor and city clerk to enter into a contract to purchase property for a regional detention pond, based on the City Attorney reviewing Mr. Ohm’s letter and making a recommendation. It was explained there was a second contract drafted by the City Attorney which would hold the city harmless from any future claims. All voted aye.
Phase II Status & Future Costs - Pipe Inventory requirements.
It was explained part of the Phase II storm water requirements provide for inventory of every pipe over 36 inches. Councilman Farmer stated the drainage study is doing some of the inventory, but some pipe may not have been provided for in the study. It was explained that is a possible cost to the city because it is an unfunded federal mandate.
Engineering Bills on Quail Ridge, Woodsprings Estates and Culberhouse Analysis
Councilman Street moved, seconded by Councilman Moore to approve payment of the review of the following hot spots, not in the pilot study: $18,596 for Quail Ridge Detention, $8,395 for Woodsprings Estates and $1,800 for Culberhouse as authorized by Resolution No. 2003:31 adopted June 2, 2003. All voted aye.
With no further business, the meeting was adjourned.
