A RESOLUTION CREATING A PUBLIC TRANSPORTATION COMMITTEE TO STUDY THE FEASIBILITY OF A PUBLIC TRANSPORTATION SYSTEM IN JONESBORO

WHEREAS, THE Governor’s Partnership for Children and Families through the TEA Coalition have been pursuing for the past several years the feasibility of public transportation for Craighead County and the City of Jonesboro; and

 

WHEREAS, A Transportation Committee has been in existence for a number of years and has assisted through funds provided through the Governor’s Partnership for Children and Families and through the TEA Program that assisted low income recipients who were entering the work force from the welfare roles; and

 

WHEREAS, The Governor’s Partnership for Children and Families is in the process of dissolving due to the lack of funds; and

 

WHEREAS, The TEA Coalition has continued to receive funds but can only provide limited transportation for TEA recipients; and

 

WHEREAS, The Governor’s Partnership for Children and Families has employed consultants to provide the necessary study by determining the need of public transportation, the structure for public transportation, the funding for public transportation, and other issues related to public transportation; and

 

WHEREAS, The current committee composed of various public, nonprofit, for profit, and concerned citizens desire to continue working towards the implementation of a public transportation system;

 

NOW, THEREFORE, BE IT RESOLVED BY THE JONESBORO CITY COUNCIL THAT EFFECTIVE THE DATE OF PASSAGE OF THIS RESOLUTION THAT THERE BE CREATED A PUBLIC TRANSPORTATION COMMITTEE COMPOSED OF THE EXISTING MEMBERS OF THE TRANSPORTATION COMMITTEE AS WELL AS THREE ADDITIONAL MEMBERS FROM CRAIGHEAD COUNTY AND FOUR ADDITIONAL MEMBERS FROM THE CITY OF JONESBORO. THIS COMMITTEE SHALL BE RESPONSIBLE FOR EXPLORING, DEVELOPING, AND PRESENTING TO THE JONESBORO CITY COUNCIL ISSUES INVOLVING PUBLIC TRANSPORTATION FOR THE CITY OF JONESBORO AND CRAIGHEAD COUNTY. CRAIGHEAD COUNTY SHALL APPOINT THEIR THREE MEMBERS AND THE CITY OF JONESBORO SHALL APPOINT THEIR FOUR MEMBERS; THESE MEMBERS SHALL SERVE AT THE WILL OF THEIR APPOINTING ENTITIES. BE IT FURTHER RESOLVED THAT THE PUBLIC TRANSPORTATION COMMITTEE SHALL REPORT DIRECTLY TO THE COUNTY JUDGE AND THE QUORUM COURT OF CRAIG HEAD COUNTY AND TO THE MAYOR AND JONESBORO CITY COUNCIL ON A REGULAR BASIS.

 

BE IT FURTHER RESOLVED THAT THE PUBLIC TRANSPORTATION COMMITTEE SHALL BE GOVERNED BY ROBERT’S RULES OF ORDER, AND SHALL APPOINT FROM WITHIN THE COMMITTEE SUCH OFFICERS AS MAY BE NEEDED AND SUCH SUBCOMMITTEES AS MAY BE NEEDED TO CARRY OUT THE MISSION OF DETERMINING THE FEASIBILITY OF PUBLIC TRANSPORTATION FOR CRAIGHEAD AND THE CITY OF JONESBORO.
