CITY COUNCIL MINUTES - JULY 6, 1999

 

The Jonesboro City Council met Monday, July 6, 1999, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Attorney, Phillip Crego, City Clerk, Donna K. Jackson, and 11 council members. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. Councilman Rega was unable to attend.

 

Councilman Perrin moved, seconded by Councilman Crockett for approval of the minutes from June 21, 1999, as delivered. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy.

 

Mayor Brodell presented Mrs. Jan Coleman a framed copy of Resolution No. 1999:24, adopted June 21, 1999, in honor of the late Jon Coleman for his service to the community of Jonesboro. Mrs. Coleman received a standing ovation by Council and others present at the meeting.

 

The following ordinance was on third and final reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Carroll Caldwell)

 

Councilman Tate moved, seconded by Councilman Rorex for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. The ordinance was assigned number 3140

 

Councilman Perrin offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Kevin Wright)

 

Councilman Tate moved, seconded by Councilman Roddy to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. Councilman Tate moved, seconded by Councilman Perrin to suspend the rules and place on the third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. Councilman Kelton moved, seconded by Councilman Tate for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. The ordinance was assigned number 3136.

 

Councilman Tate offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Gilbert Foster)

 

Councilman Tate moved, seconded by Councilman McCall to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. Councilman Perrin moved, seconded by Councilman Roddy to suspend the rules and place on the third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. Councilman Copeland moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. The ordinance was assigned number 3137.

 

Councilman Perrin offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (James Darnell)

 

Councilman Perrin moved, seconded by Councilman Roddy to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. The decision was made to hold this ordinance for third reading until the next council meeting.

 

Councilman Kelton moved, seconded by Councilman Moore for the adoption of a resolution requesting City Water and Light to provide free service to 4027 Lindberg Drive, the newly constructed airport terminal. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. The resolution was assigned 1999:27.

 

Councilman Perrin moved, seconded by Councilman Moore for the adoption of a resolution authorizing application with the Transportation Community and System Preservation Pilot Program, for Caraway Road Grade Separation Project Assistance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. The resolution was assigned 1999:28.

 

Under new business, Councilman Kelton offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 3100, THE 1999 BUDGET, TO APPROPRIATE FUNDS FROM UNALLOCATED SALES TAX FOR CURB CUTS AND OTHER ARKANSAS DISABILITIES ACT SPECIFICATIONS

 

Councilman Kelton moved, seconded by Councilman Young to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. Councilman Perrin moved, seconded by Councilman Young to suspend the rules and place on the third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. Councilman Young moved, seconded by Councilman Perrin for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. The ordinance was assigned number 3138.

 

Councilman Copeland offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 3100, THE 1999 BUDGET ORDINANCE TO APPROPRIATE FUNDS FROM UNALLOCATED SALES TAX TO RESURFACE CURBS AND GUTTERS AND FOR OTHER PURPOSES

 

Councilman Young moved, seconded by Councilman Moore to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. Councilman Young moved, seconded by Councilman Crockett to suspend the rules and place on the third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. Councilman Perrin moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy. The ordinance was assigned number 3139.

 

Councilman Tate moved, seconded by Councilman Perrin to accept the Street Committee’s recommendation to hire five additional employees and purchase additional equipment to speed up the street paving process. Mayor Brodell stated since the Street Department intends to use two existing garbage trucks, it would be necessary to reimburse the Sanitation Department for the trucks. Also Mayor Brodell stated sanitation employees would be transferred to the Street Department rather than be laid-off due to cut backs in the Sanitation Department. The cost was estimated at approximately $300,000.00 with the funds to come from the Three Million which was appropriated to pave the streets. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin, and Roddy.

 

With no further business, the meeting was adjourned.
