The minutes of the January 9, 1996, meeting were approved as prepared.

#1 FP96-1  Leon Hedger, Ronnie Hedger and Jim Lafarlette requested final approval of commercial subdivision plans for Hedger First Subdivision containing 15 lots on 14.7 acres.  The property is located on the east side of Stadium Blvd., south of Fox Road.

It was pointed out that the City Engineer had agreed to accept the 1978 plans along with the modifications provided with regard to street construction.  Mike Cameron, representing the owners, stated that the owners were in agreement with the City Engineer's letter wherein requirements were specified about using the existing improvements that were installed some 18 years ago and completing the street improvements.  When asked, the City Engineer stated that he did not object to the use of concrete or asphalt for completing streets as long as both met the specifications.

A motion to approve the request was made by Ms. Shaw with the stipulation that the owner comply with the City Engineer's letter dated 1-16-96.  The motion was seconded by Ms. Finley.  Voting was

5 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

#2 SP96-1 Ruben Griffin requested approval of site plans for a distribution center.  The property is located on the west side of Oak Park Drive, north of Southwest Drive.

Mr. Phillips made a motion to approve the request with the following stipulations:

1.  Granting 30' of right of way from centerline of Oak Park Drive

2.  Providing parking to comply with the ordinance or if a variance is granted the owner is to convert the parking area into living green space

3.  Submitting a plat with right of way, lot designation, drainage easement if required by the City Engineer and other things typically seen on a site plan

It was further stated that the plat would not have to come back to the Planning Commission if staff is okay with the plat.  The owner was also encouraged to leave as much greenery on site as possible.

The motion was seconded by Dr. Beadles.  Voting was 5 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

#3 MP96-2 Brad Cannon requested approval of a minor plat containing 3 lots on .992 acre.  The property is located on the east side of Joy Lane, south of Prospect Road.

Mr. Pitts made a motion to approve the request subject to the right of way being increased to 30' from center line on Joy Lane and the owner entering into a street improvement agreement for 1/2 of Joy Lane.  The motion was seconded by Ms. Shaw.  Voting was 6 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

#4 PP96-2  Lamco requested preliminary approval of subdivision plans for a commercial development.  The subdivision contains 4 lots on 15.26 acres and is located on the south side of Parker Road, on the north and south sides of Sunny Meadow Drive.

Ms. Shaw made a motion to grant preliminary approval with the stipulation that a 20' utility easement be granted between lots 2 & 3 from the existing easement northward and a 10' utility easement on the east side of Lot 3.  The motion was seconded by Mr. Pitts.  Voting was 6 in favor, 0 opposed,  REQUEST APPROVED WITH STIPULATIONS.

#5 RP96-6  Carl Johnson requested approval of a replat of lots 1 & 2 of Carl Johnson Subdivision.  The property is located on the northwest corner of Prospect Road and Old Bridger Road.

There were questions about street right of way, actual development of Lot 1B as proposed with the building setbacks and drainage easement.  The flood plain and/or floodway status was also questioned.

A motion was made by Mr. Phillips and seconded by Mr. Damron to table the request for further review of the right of way and to give the owner a chance to rethink Lot 1B.  Voting was 6 in favor, 0 opposed, REQUEST TABLED.

#6 PUD96-1  Darlene Antosh requested preliminary approval of plans for a Residential Planned Unit Development (PUD).  The development contains 112 units in 28 buildings on 16.22 acres.  The property is located on the north side of Colony Drive, east of Stadium Blvd.

Ms. Antosh stated that this was to be housing for the elderly type people and was not geared toward children.  The property is bordered by commercial property on three sides and a railroad on the other side.  The site was questioned as being the appropriate for this type project.  As far as need, the Commission felt there was a great need for this type of housing.  Questions were posed about amenities, recreation, and what specifically would make this type of development more desirable than a typical subdivision.

Mr. Pitts made a motion to grant preliminary approval with the stipulations that the following be included in the final plans:

1.  Detailed landscape plan

2.  Complete drainage plan

3.  Plat of the property
