DECEMBER 8, 1983

 

The Metropolitan Area Planning Commission met Thursday, December 8, 1983, at 7:00 p.m. in the Council Chambers, 314 West Washington, Jonesboro, Arkansas, to consider the following requests.

 

The meeting was called to order by the chairman, Mr. Roy Cooper.

 

MEMBERS PRESENT: Mr. Cooper, Mr. Ball, Mr. White, Mr. Farmer, Mr. Vance and Mr. Blalock.

 

MEMBERS ABSENT: Mr. Tilton, Mrs. Barber and Mr. Scott.

 

Others present: John Broadaway, Tim Ray, Betty Marlar, Curt Hodges, representatives of all items except number six and persons opposing item number two.

 

#1 Russell and Jeanette Skeens request a rezoning from Residential Three (R-3) to commercial (C-3), the following described property: The East 182.5 feet of the South 125 feet of Lots 1, 2, 3 and 4, Block a, Sigler’s College Addition to Jonesboro, Arkansas. The general location of this property is South of East Nettleton Avenue and East of Caraway Road.

 

Mr. Ball made a motion to approve the request, seconded by Mr. White. All members present voting aye. MOTION APPROVED.

 

#2 W. E. And Louise Hancock request a rezoning from Residential One (R-1) to Residential (R-3), the following described two parcels of property: Lot 3, Arnold Heights Addition to the City of Jonesboro, Arkansas, located West of South Culberhouse Street and East of Edgewood Street and the second parcel being a part of the Southwest Quarter Southwest Quarter, Section 19, Township 14 North, Range 4 East, containing 7.4 acres more or less, located generally North of West Highland Drive and East of South Culberhouse Street.

 

Dennis Zolper, representing the property owners, stated the property was to be sold contingent upon receiving the change in zoning, with plans to build either an apartment complex or condominiums. There were objections to the zoning change from residents of the area. A motion was made by Mr. Ball to deny the request sitting problems of possible traffic congestion, R-3 not being compatible to the neighborhood, and spot zoning. The motion was seconded by Mr. White. All members present voting aye. REQUEST DENIED.

 

#3 Russell & Jeanette Skeens request a replat of the South 125 feet of Lots 1, 2, 3, 4, Block a, Sigler’s College Addition. The general location of this property is East of Caraway Road and South of East Nettleton Avenue.

 

Mr. Ball made a motion to approve the request, seconded by Mr. White. All members present voting aye. REQUEST APPROVED.

 

#4 Edward Watson request a rezoning from Residential Two (R-2) to Commercial Three (C-3) the following described property: Lot 40 in Block G of Dudley’s First Addition to the City of Jonesboro, Arkansas. The general location of this property is West of Kathleen Street and North of Comer Drive, a planned street.

 

A motion was made by Mr. Vance to approve the request, seconded by Mr. White. All members present voting aye. REQUEST APPROVED.

 

#5 S & S Glass Company request approval of site development plans at 212 Gee Street. The general location of this property is East of Gee Street and South of Oakhurst Street.

 

A motion was made by Mr. Ball to approve the request, seconded by Mr. Vance. All members present voting aye. MOTION APPROVED.

 

#6 Jewell Cooper requests a replat of Lots 15 and 16, University Heights Addition, Jonesboro, Arkansas, into Lots A & B, Cooper’s Replat. The general location of this property is North of Temple Court.

 

A correction was made to reflect Lots 15, 16 and 17 as being the ones seeking to be replatted into Lots 15 and 17. A motion was made by Mr. White to approve the replat, seconded by Mr. Ball. All members present voting aye. MOTION APPROVED.

 

#7 John M. White, III requests a replat of a part of the Northeast Quarter of the Northeast Quarter of Southeast Quarter of Section 21, Township 14 North, Range 4 East, Craighead County into one lot known as Lot 1, Woodfield Development. The general location of this property is 3529 East Nettleton Avenue containing 3.38 acres more or less.

 

A motion was made by Mr. Ball to approve the request with the stipulation that additional right-of-way be provided at a later time and before development begins on the lot. The motion was seconded by Mr. Vance. Mr. Ball, Mr. Vance and Mr. Blalock voted aye. Mr. Farmer abstained and Mr. White, being the property owner, did not vote. Mr. Cooper, chairman, voted aye. MOTION APPROVED.

 

The meeting adjourned at 7:55 p.m.
