IV. NEW BUSINESS
Light stated that a copy of the Stormwater Management Plan is attached. ADEQ requested a written plan be submitted. The plan was written to meet the minimum requirements. Zolper questioned if the City had a Stormwater Inspector. Light stated that they did have a dedicated Stormwater Inspector. He also stated that there are approximately 60 - 70 inspections per month.
Zolper questions how the plan would be adopted. Vance stated that it may need some adoption by the City Council. Light stated that the Stormwater Drainage Design Manual is used for enforcement, not the plan. Zolper then questioned illicit discharges. Light stated that an ordinance would have to be passed to prohibit illicit discharge. Vance suggested recognizing that the City has a plan in the ordinance. Light stated that an ordinance is the law and that doing a resolution to identify the plan maybe a possibility. Light ask that everyone read the plan and discuss it at the next meeting. Light also ask for the support of the Board in developing a website. Light also stated there was the possibility of an audit for the last five years because of the MS4 permit.
Light stated that there is going to be a meeting with the Corp of Engineers on April 29th regarding flood control and stream management. The Corp will be taken to the most problematic areas including: Kent’s Place, Higginbottom, and Christian Creek. Light had a map with the drainage ditches located. He stated that the City would identify all ditches that they are responsible for maintaining.
Light stated that the Vegetative Management agreement will be on the next Public Works agenda. The study would be broken into three segments: lower - mostly agriculture with some commercial, mid - residential, and upper - wooded with limited residential.
The Land Use Committee would like to establish trails along the larger channels. Easements and ROW have to be identified. Light stated that Fayetteville has done a project like this and that the City may travel there before implementation in the City.
V. PENDING ITEMS
Vance ask for comments on the mission statement. There were no comments. Zolper moved to adopt, Biesner seconded, all voted aye.
Vance then stated that a number of the Board member’s terms will expire on April 30th. Those members are: Betty Shaw, Dennis Zolper, Jerry Farris, Alec Farmer, Jon Wilbanks, and Michael Daniels. Zolper and Daniels stated they would like to continue to serve on the Board.
Vance ask for suggestions for replacements. Several suggestions were made and Vance made a list. Vance ask that he be contacted if any Board member would like to add to the list of names.
Wilcox stated that something needs to be published regarding how to complete the SWPPPs that the City requires prior to obtaining a building permit. Light stated that this information will be included on the website. Since the website is not up and working, Wilcox ask that the City provide him with a map and SWPPP example and he could get the information to the Home Builders Association members.
Wilcox also mentioned that as President of the Home Builders Association, he has been ask to meet with the Mayor regarding reconsidering in-lieu detention and possibly establishing a committee for just in-lieu detention. There was a discussion on in-lieu. Light stated that a basin study would be conducted but it would be a 5-year process.
