A Public Hearing was held Monday, August 15, 1983, at 7:00 p. m. for interested parties concerning Arkansas Jobs Stimulus Program.

 

CITY COUNCIL MINUTES - AUGUST 15, 1983

 

The Jonesboro City Council met in regular session Monday August 15, 1983, at 7:30 p.m. Present were City Attorney, City Clerk, and all aldermen except Mr. Park, Mr. Stricklin, and Dr. Smith. Mr. Sanderson presided as Vice-Mayor as Mayor Stallings was out of town.

 

There being no objections to the minutes of August l, 1983, Mr. Sanderson approved the minutes as mailed.

 

The following ordinance was on 3rd reading: (Indian Plains Mobile Home Park)

 

AN ORDINANCE PROVIDING FOR THE ABANDONMENT OF REAL ESTATE SHOWN TO BE STREETS AND PUBLIC AREAS ON THE PLAT OF INDIAN PLAINS MOBILE HOME PARK IN THE CITY OF JONESBORO, ARKANSAS, WITHIN THE LIMITS HEREINAFTER MORE FULLY DESCRIBED; PROVIDING FOR THE CONVEYANCE THEREOF METHODIST HOSPITAL OF JONESBORO, INCORPORATED; PROVIDING FOR THE TERMS AND CONDITIONS OF THE ABANDONMENT AND CONVEYANCE MADE HEREIN; PROVIDING FOR THE PAYMENT OF PUBLICATION FEE; AND FOR OTHER PURPOSES:

 

Mr. Hannah moved to reject the ordinance, seconded by Mr. Shelton. All voted aye except Mr. Hinson and Mr. Sanderson. Motion passed.

 

The following ordinance was on 2nd reading: (Plastic Pipe)

 

AN ORDINANCE TO AMEND THE PLUMBING CODE FOR THE CITY OF JONESBORO, ARKANSAS AND FOR OTHER PURPOSES:

 

Several Citizens presented the council with a petition asking that the council close a trailer park at 210 Center Street. Mr. Sanderson asked that the City Attorney take the issue and report back to the council at the next meeting.

 

Mr. Nix offered the following resolution:

 

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS AUTHORIZING FILING OF AN APPLICATION TO THE STATE OF ARKANSAS FOR AN ARKANSAS JOBS STIMULUS PROGRAM GRANT

 

Mr. Hannah moved to adopt the resolution, seconded by Mr. Shelton. All voted aye. The resolution was given the number 1983:15.

 

In the event that the Jobs Stimulus Program is rejected, Mr. Shelton moved to adopt a resolution asking for applications to request $500,000.00 for Drainage Improvements. Mr. Sanderson seconded, all voted aye.

 

Mr. Shelton moved, seconded by Mr. Henson, to give permission to place a mobile home at 1011 North Madison. All voted aye.

 

Mr. Shelton offered the following ordinance: (No Parking - C. Forest)

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES AT CRAIGHEAD FOREST PARK; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES

 

Mr. Hannah moved to suspend the rules and place the ordinance on 2nd reading, seconded by Mr. Province. All voted aye. Mr. Shelton moved to suspend the rules and place the ordinance on 3rd reading, seconded by Mr. Hannah. All voted aye. Mr. Hinson moved, seconded by Mr. Shelton, to adopt the ordinance. All voted aye. The ordinance was given the number 1845.

 

Mr. Shelton moved, seconded by Mr. Nix, to reject all bids on Materials for restroom facilities and picnic tables at Craighead Forest Park. All voted aye.

 

Mr. Hinson moved seconded by Mr. Shelton, to change the date of the first meeting in September from September 5, 1983, to September 6, 1983, due to Labor Day. All voted aye.

 

Mr. Shelton offered the following ordinance: (Pawn Brokers)

 

AN ORDINANCE TO AMEND SECTION 13-37 OF THE CODE OF ORDINANCES FOR THE CITY OF JONESBORO, THE SAME DEALING WITH PAWN BROKERS

 

Mr. Shelton moved, seconded by Mr. Hannah to suspend the rules and place the ordinance on 2nd reading. All voted aye.

 

Mr. Shelton moved, seconded by Mr. Province to accept the Insurance Committee’s recommendation to stay with Blue Cross and Blue Shield Insurance adding D X & L coverage. All voted aye.

 

There being no further business, council adjourned.
