CITY COUNCIL MINUTES, MAY 4, 1981
The Jonesboro City Council met in regular session, Monday, May 4 at 7:30 P.M. Present, Mayor, City Attorney, City Clerk and all aldermen except Ms. Haigler.
Mr. Park moved for the approval of the minutes of April 20 as mailed, seconded by Mr. Stricklin, all aye.
Mr. Shelton offered the following resolution:
RESOLUTION SMALL CITIES GRANT PROGRAM
Mr. Hannah moved for the adoption of the resolution, seconded by Mr. Hinson, all aye. The resolution was given the number 1981:04.
Mr. Shelton offered the following resolution:
RESOLUTION COOPERATION AGREEMENT
On motion by Mr. Hannah, second by Mr. Shelton and unanimous vote of council, the resolution was adopted. The resolution was given the number 1981:05.
Mr. Bob Taylor, instructor of criminology at ASU, presented a detailed analysis of the police department and made the following recommendations:
1) Hiring of 10 additional officers
2) Hiring of 3 dispatchers
3) Modify sector designs
4) Be competitive in salaries, recommending a 15% increase
Ms. Judy Henson addressed council concerning an appeal from the Board of Zoning Adjustment decision. The hearing was set for May 18 at 7:00 P.M.
The following bids were reviewed for a lawnmower:
Baker Rentals $2,600.00
Utility Trailer 745.00
Dave’s Sales 3,055.00 No bid
Sears 3,661.20 No bid
Mr. Park moved the bid from Baker Rentals be approved, seconded by Mr. Shelton, all aye.
The following bids were reviewed for street overlays:
Atlas Asphalt ACHM $88,793.55
Tack Coat 3,310.00
The bid from Atlas Asphalt was approved by unanimous vote of council on motion by Mr. Bridger.
The following bids were opened for sale of Old Nettleton Fire Station:
Harry Brewer $9,100.00
Griffin 8,775.00
Mr. Park moved that the high bid from Harry Brewer be approved, seconded by Mr. Minx, all aye.
On motion by Mr. Minx, second by Mr. Park and unanimous vote of council, Mr. Bob Gibson was appointed to CW&L Board representing the Jonesboro School Board.
Mr. Hannah moved for the adoption of the Mosquito Control Budget as furnished to council at the previous meeting. Motion seconded by Mr. Park, all aye.
The following ordinance was on 3rd reading:
AN ORDINANCE DESIGNATING CERTAIN RESERVED PARKING SPACES: DESIGNING CERTAIN TIME LIMITS: PROVIDING PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES
Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Park. Mr. Sanderson voted nay and all other council voted aye. The ordinance was given the number 1759.
The following ordinance was on 3rd reading:
AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE FOR THE CITY OF JONESBORO, AND FOR OTHER PURPOSES
Mr. Sanderson moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Park, all aye. The ordinance was given the number 1760.
The following ordinance was on 2nd reading:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY RESIDENTIAL R-1: DECLARING AN EMERGENCY AND FOR OTHER PURPOSES
The following ordinance was on 2nd reading:
AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; PROVIDING FOR PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES
Mr. Hannah moved the rules be suspended and the ordinance be placed on third and final reading, seconded by Mr. Stricklin, all aye. Mr. Stricklin then moved for the adoption of the ordinance, including the emergency clause, seconded by Mr. Hannah, all aye. The ordinance was given the number 1761.
Mr. Stricklin offered the following ordinance:
AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES
The following ordinance was on 3rd reading:
AN ORDINANCE TO AMEND SECTION 2-85 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS TO INCREASE THE NUMBER OF MEMBERS OF THE JONESBORO PARKS AND RECREATION COMMISSION FROM FIVE (5) TO SEVEN (7)
The ordinance was given the number 1763.
Mr. Minx moved that permission be granted for advertising for bids on mosquito control chemicals and truck. Motion seconded by Mr. Hannah, all aye.
Mr. Haggenmacher moved that an ordinance be drawn reserving parking spaces for county employees around the courthouse.
There being no further business, council adjourned.
