APPEAL HEARING - 6:10 P.M. - An appeal hearing was held regarding a recommendation by the Metropolitan Area Planning Commission to deny rezoning from Residential (R-1) to Commercial (C-3), located on the north side of Southwest Drive, east of Darr Hill Road as requested by Mr. and Mrs. Roy Bearden who were represented by their attorney, C.M. Mooney, Sr. Several local home owners spoke in opposition to the zoning change citing problems with traffic, noise, safety, bright lights, and pollution. At the request of Attorney Mooney, Mr. Quinn, owner of Jr. Foods addressed Council stating the community was under served with regard to convenience stores in the area. He explained ingress and egress congestion would be minimal and was willing to provide a buffer (fence) and landscaping at the site.

 

CITY COUNCIL MINUTES - April 1, 2002

 

The Jonesboro City Council met Monday, April 1, 2002, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Attorney, Phillip Crego, City Clerk, Donna K. Jackson, and twelve council members. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, Copeland, and Roddy.

 

Councilman Perrin moved, seconded by Councilman Roddy to approve the minutes of March 18, 2002, as previously delivered. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin Copeland and Roddy.

 

Councilman Perrin offered the following ordinance for first reading:

 

ORDINANCE TO REZONE PROPERTY FROM RESIDENTIAL (R-2) TO COMMERCIAL (C-2), LOCATED AT 311 W. MATTHEWS. (Mr. Joe Barrett)

 

Councilman Tate moved, seconded by Councilman Roddy to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin Copeland and Roddy. Councilman Rega moved, seconded by Councilman Tate to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin Copeland and Roddy. Councilman Tate moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin Copeland and Roddy. The ordinance was assigned ordinance number 3349.

 

Councilman Perrin moved, seconded by Councilman Young for the adoption of a resolution requesting City Water and Light to provide free utility service for the scoreboard of the Soccer Complex located at 452 CW&L Drive. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin Copeland and Roddy. The resolution was assigned number 2002:16.

 

Under new business, a moment of silence was observed by the Council in memory of former council member, Ralph “Pop” Stricklin.

 

With no further business, the meeting was adjourned.
