CITY COUNCIL MINUTES - AUGUST 7, 2000

 

The Jonesboro City Council met Monday, August 7, 2000 at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk Donna Jackson, City Attorney Phillip Crego, and 11 council members. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Crockett, was unable to attend.

 

Councilman Rorex moved, seconded by Councilman Young to approve the minutes, from July 17, 2000 as provided earlier. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.

 

The following ordinance was on the third reading:

 

ORDINANCE AMENDING ORDINANCE 954, THE ZONING ORDINANCE TO REZONE FROM RESIDENTIAL (R-3) TO COMMERCIAL (C-3) LOCATED AT 100 W. FORREST STREET. (Eugene Winn)

 

Councilman Kelton moved, seconded by Councilman Rega for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3237.

 

Councilman Perrin offered the following ordinance for first reading:

 

ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE PURCHASE OF POLICE RADIOS FOR THE POLICE DEPARTMENT

 

Councilman Perrin moved, seconded by Councilman Moore to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Perrin moved, seconded by Councilman Moore to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Copeland moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3238.

 

Councilman Rega offered the following ordinance for first reading:

 

ORDINANCE ESTABLISHING THE PLANNING, INSPECTION, AND CODE ENFORCEMENT DEPARTMENT; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.

 

Councilman Tate moved, seconded by Councilman Moore to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Tate moved, seconded by Councilman Perrin to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Kelton moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3239.

 

Council reviewed the following appointments/reappointments:

 

Councilman Rega moved, seconded by Councilman Roddy for the appointment of Mr. Ed Gill replacing Debbie Findley on the Metropolitan Area Planning Commission with an expiration date of January 2003. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.

 

Councilman Province moved, seconded by Councilman McCall for the appointment of Mr. Kevin Orr replacing Dr. Shirl Strauser and Mr. Bill Wade replacing Mr. Charles Frierson on the Craighead Solid Waste Authority with an expiration date of January 2003. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.

 

Councilman Perrin moved, seconded by Councilman Moore for the reappointment of Alderman Bill Roddy to the Craighead Solid Waste Authority with an expiration date of January 2003. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.

 

Under new business, Councilman Young moved, seconded by Councilman Copeland for the adoption of a resolution requesting electrical service to a utility pole located at 800 Professional Acres, used for National Night Out. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned resolution number 2000:29.

 

Councilman Tate offered the following ordinance for first reading:

 

ORDINANCE TO APPROPRIATE FUNDS FOR ELECTION EXPENSES CREATED BY THE ONE PERCENT (1%) SALES AND USE TAX ELECTION; AND TO DECLARE AN EMERGENCY.

 

Councilman Rega moved, seconded by Councilman Moore to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Rega moved, seconded by Councilman Moore to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Copeland moved, seconded by Councilman Perrin for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Perrin moved, seconded by Councilman Roddy for the adoption of the emergency clause. A roll call vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3240.
